Activities of the Police of the Czech Republic in times of emergency

The bachelor's thesis addresses the issues of the Police of the Czech Republic, its position within the Integrated Rescue System and its performance in the normal state and subsequently in the event of a state of emergency, which was declared in connection with the Covid-19 pandemic. The work is divided into two parts, the first part is theoretical and the second is practical. The theoretical part of the thesis is divided into several chapters and subchapters, while the theoretical part of the bachelor thesis characterizes the Integrated Rescue System, describes its activities in the event of an emergency and lists and describes its basic components, most of which is devoted to the Police of the Czech Republic. Regarding the Police of the Czech Republic, the theoretical part describes important aspects, such as the characteristics of this component, its composition or the performance of basic tasks. In connection with these tasks, the last part of the theoretical part contains the issue of the declared most important emergencies in the Czech Republic, which lists all the declared emergencies in connection with the Covid-19 pandemic and related measures within the Police of the Czech Republic. In the practical part, the research was carried out using a questionnaire survey, which was intended for members of the Police of the Czech Republic. The aim of the questionnaire was to find out whether the police of the Czech Republic managed the situation that arose in connection with the Covid-19 pandemic and whether this situation affected the performance of the service and the service of the performing police. The questionnaire survey was developed into graphs and pictures and the information obtained was interpreted and described in more detail in the discussion. The questionnaire survey showed that the Police of the Czech Republic, thanks to the police officers who are a solid base of this unit and approached the crisis situation in connection with the Covid-19 pandemic with great respect, managed to face the Covid-19 pandemic, both internally and personnel. to the tense atmosphere that prevailed among the public. Although the police perceived a certain concern, especially the recovery of their loved ones and lacked contact with other colleagues after the regime measures were adopted, they did not feel psychologically affected due to their personal preconditions on the basis of their recruitment and the new situation was handled with complete professionalism.
The activity of the integrated rescue system during floods in a village with extended powers

The main topic of the bachelor's thesis is the floods in 2002 and 2013 in the entire affected area of the Czech Republic and also in the village with extended powers of Vodňany. The activities of the relevant authorities and the population were evaluated, focusing on the extent of the evacuation and the progress of the basic and other components of the integrated rescue system. The theoretical part begins by defining important legislation for this topic, which is a basic pillar here. Furthermore, this section contains a description of the integrated rescue system, flood authorities and individual measures before and during the flood. There is also a simple explanation of the term "evacuation" and the last chapters of the theoretical part include the floods in 2002, 2013 and the flood situation in Europe in 2021, because in each country the intensity of floods, their consequences, course, but also the progress of rescue services and the attitude of the population varies more or less. The scenario is not always the same, and it is important to know how other countries will deal with a living disaster of this magnitude. The practical part focused on a detailed description of the content of the Digital Flood Plan of the town of Vodňany, a breakdown and assessment of the activities of the authorities and the integrated rescue system during the floods in 2002 and 2013 in Vodňany and finding out the knowledge and preparedness of the Vodňany population on the topic of floods. The results of this survey were developed into graphs. Based on the acquired knowledge, it can be stated that there are obvious shortcomings in the knowledge of the citizens of Vodňany on the topic of floods.
Quality of continuity of crisis intervention at IRS in the South Bohemian Region.

In emergencies where a person is in crisis and a component of the integrated system intervenes, the client is provided with crisis intervention. After crisis intervention is provided on site, the client seeks follow-up assistance, which may be provided by non-profit organizations through crisis assistance. The thesis focuses on the analysis of the continuity of crisis assistance and the interconnection of the IZS units with the entities providing follow-up assistance. The first part of the thesis explains the key concepts, which are drawn from the literature, divided into chapters. The second part of the thesis provides a description of the research investigation together with its results. Qualitative research, survey method and semi-structured interview technique were used. The research investigation has identified scope for adjusting the continuity of crisis assistance and the possibility of involving new organisations.
Management of extraordinary events in the competence of the Police of Czech Republic

This diploma thesis discusses the handling of the emergency events within the competence of the police of the Czech Republic with a focus on the deployment of the newly created position of the police incident commander. In the first part of the work, an emergency event is defined; the history and reasons for the creation of the police incident commander and the method of command at the scene of an emergency situation are discussed. In the practical part, qualitative research is carried out using structured interviews with the commanders of the basic serviced of the integrated rescue system in capital city Prague. Subsequently, a case report is made by analyzing two selected extraordinary events. At the end, a questionnaire survey focused on the knowledge about the police incident commander by file members of the basic services of the integrated rescue services.
Assessement of the Logistical Support of the Fire Brigade of the Vysočina District, Jihlava Territorial Departement, during the Selected Emergencies

The aim of the diploma thesis was to assess, on the basis of the analysis, the level of Logistical support of the Fire Brigade of the Vysočina District, Jihlava Territorial Department during the Selected Emergencies. The theoretical part of the work is based on legal norms, professional literature and Internet resources. The theoretical part itself is focused on the integrated rescue system, while considerable attention is paid to the Fire Brigade. The work also pays attention to extraordinary events, their classification and logistics. The last chapter of the theoretical part, which bases on the previous chapter on logistics and is also used in the practical part, is the logistics of the Fire Brigade. For the practical part, a questionnaire survey was carried out, with the members of, the Jihlava Territorial Department. Furthermore, this section deals with the statistics of fires that occurred within this area. The gathered data are analyzed. The practical part concludes with an evaluation of four selected emergencies, focusing mainly on logistics.
Comparison of knowledge of the lay and professional public about the acitivities of the Police of the Czech Republic within the Integrated Rescue Systém

The diploma thesis as a report on applied quantitative research met a global goal and three sub-goals. The global goal (system analysis of the role of the police of the Czech Republic in the Integrated Rescue System and the definition of internal structural levels characterizing the police of the Czech Republic) was met in the theoretical part. The global goal of the research led to the construction of questionnaires reflecting the basic parameters of the initial theory (theory of civil protection) in the field of activity of the Police of the Czech Republic and generated three partial goals. These sub-objectives were associated with the verification of operationalized hypotheses H1, H2, H3. H1: The empirical distribution of lay knowledge about the activities of the Police of the Czech Repulic in the selected region is close to the normal distribution. H2: Empirical distribution of experts' knowledge of the activities of the Police of the Czech Republic in the selected region is a distant distribution to the normal. H3: The knowledge of lay people and experts about the activities of the Police of the Czech Republic within the Integrated Rescue System is different at the selected level of statistical significance. Hypothesis H1 and H2 were verified using descriptive and mathematical statistics. Hypothesis H3 was verified using methods of mathematical statistics. The system analysis method was used to meet the global goal. One-dimensional and two-dimensional statistical analysis methods were used to meet the sub-objectives and thus to confirm the hypothesis. The benefits of the work include practical and theoretical benefits. Theoretical benefits include confirmation of the applicability of two-dimensional and one-dimensional statistical analyzes associated with the study of research variables "Knowledge of lay people", "Knowledge of experts", "Types of theoretical distributions". Practical benefits include the normality of knowledge among the generel public and the declared distance from normality among experts. The question is whether the observed distance of normality in experts is large enough or should be even higher. It is the examination of the determined distance of normality in experts could be the task of follow-up work. It would also be good to focus on analyzing the results of the answers to the individual questions of the questionnaire. Any identified deficiencies could be reflected in strengthening the training of experts in the identified areas.
In the event of an AMOK emergency in South Bohemia, how well prepared are the executive officers compared with the street officers.

The topic of the diploma thesis "Comparison of the readiness of executive and commanding police officers of the South Bohemian Region to deal with an AMOK emergency" was chosen with regard to the long-term professional interest of the author of the thesis; at the same time, the author tried to choose a topic and elaboration, which could bring a certain benefit and insight into the extraordinary event of AMOK - an active shooter's attack. The first theoretical part of the thesis deals with a review of literature and legislation relating to crisis management, emergencies and protection of the population. It also describes the activities of the police in relation to the intervention in an AMOK emergency - an active shooter attack. The second part of the thesis describes the research and the results of the research are processed. The research goal of the diploma thesis was to get an answer to the research question "What is the level of readiness of executive and commanding police officers included in the Regional Police Directorate of the South Bohemian Region to deal with an "AMOK emergency - active shooter attack". Quantitative research was used to obtain research results and to answer the research question. Data for the research were obtained by a questionnaire survey. The answers obtained in the questionnaire survey were subsequently evaluated. The results themselves are described and discussed in detail in the "Results" chapter. The author believes that the goal of the thesis was met since the answer to the research question is that the level of readiness of executive police officers is almost identical to the level of readiness of commanding police officers. The level of readiness is good, but on the selected scale it reaches the final mark 3. This diploma thesis can serve both professionals and lay public.
The Preparedness of Emergency Medical Services in the Pilsen Region and The Upper Palatinate for Emergency Situations

The aim of this diploma thesis is to present and analyze the preparedness of ambulances of the Pilsen region and the Upper Palatinate to solve emergencies with a focus on cross-border cooperation. The theoretical part describes the integrated rescue system of both territorial units with emphasis on the medical rescue service and its system of providing pre-hospital emergency care and the system of dealing with emergencies affecting more people. The important part is also the legislation of possible cooperation and an important project of cross-border cooperation, thanks to which this activity even started. The research part is performed in the form of controlled interviews with managers of ambulances and managers of the cross-border cooperation project. These workers regularly participated in joint exercises and their awareness of this issue is at a high level. Based on the data obtained from the interviews, a SWOT analysis is performed, and the results are interpreted. The research demonstrated problems in the communication of the ambulances of the Pilsen Region and the Bavarian Red Cross, the problem in the language barrier and the diversity of procedures in solving emergencies. The advantages include quality training of employees and benefits from previous exercises in the form of new planning documentation for cross-border cooperation. Based on the data obtained and the SWOT analysis performed, an alliance strategy is chosen to take advantage of opportunities to eliminate or mitigate the weaknesses of cooperation. In the discussion, is the result of presenting shortcomings and a proposal for possible improvements that would help to improve cross-border cooperation in the future. These proposals will be presented to the employees concerned at the next meeting of the cross-border cooperation project.
The activity of Police of Czech Republic in the South Bohemia in case of finding the booby trap explosive system

This diploma thesis deals with the readiness of security forces, especially the patrol service of the Police of the Czech Republic of the South Bohemian Region, which is most likely to be the first to find a suspicious object (eg a booby-trapped explosive system) and must solve the situation so as not to cause life and the health of citizens or property. The thesis defines the basic concepts and characteristics of booby-trapped explosive systems and the procedures for the disposal of these systems.
Emergency Preparedness of Chosen Schools in the district of Český Krumlov

At present, emergency situations are becoming a frequent issue in management associated with population protection. Pupils' knowledge is often of great importance for saving lives and protecting people's health, even though educational facilities are places where pupils are put in a passive position and will be fully dependent on the activities of teachers. The theoretical part of the thesis summarizes basic information about population protection, integrated rescue system, and the education system including the history of Population protection in emergency situations. This part also includes the study topics in the field of emergency situations according to the curriculum framework, along with described supporting materials and teaching aids for learning enhancement in elementary school pupils. The research part aimed to ascertain the level of emergency preparedness in elementary school pupils in Český Krumlov district and at the same time to evaluate whether girls have greater knowledge than boys. To achieve this goal and confirm or disprove the formulated hypothesis a non-standardized electronic questionnaire was used which investigated the knowledge of ninth grade pupils of selected elementary schools. This quantitative research was then evaluated using statistical methods. To confirm or disprove the hypothesis a two-sample t-test was used. The formulated hypothesis read: "In the field of population protection in the event of an emergency situation, girls at selected elementary schools in Český Krumlov district will have statistically significantly greater knowledge than boys.". Based on the outcome of the research, the hypothesis was disproved.
