The cooperation between emergency management authorities in territorial self-governing units and non-governmental non-profit organisations addressing major emergencies

Nowadays, more and more major emergencies of natural or anthropogenic origin are occurring, which often become crisis situations. Crisis management is set up to deal with these events and has the task of providing comprehensive preparation for their management. In recent years, crisis management authorities have been using non-governmental non-profit organizations to work together to contribute to crisis management, particularly in the provision of humanitarian assistance to the affected population. The diploma thesis focuses on crisis management authorities of territorial self-governing units and on non-governmental non-profit organizations, which are part of the South Bohemian Region Panel, which is a free association of participants and is established for the purpose of their coordination in providing forces, resources and activities to the South Bohemian Region in dealing with major emergencies and crisis situations. The aim of the thesis is to analyse the possibilities of cooperation between crisis management authorities and non-governmental non-profit organizations operating in the South Bohemian Region in deploying the forces and resources needed to deal with emergencies and crisis situations and cooperation of the above mentioned entities during the floods in 2013. In order to achieve the determined objective and obtain objective results, quantitative research was applied, using a questionnaire survey. It was applied to crisis management personnel of the municipality with extended powers within the South Bohemian Region. Furthermore, a qualitative research was conducted in the form of a controlled interview with representatives of non-governmental non-profit organizations who are members of the Panel of the South Bohemian Region. The information obtained from the non-profit organizations and the evaluation of the questionnaire survey from the crisis management personnel show that the research questions are answered positively, i.e. the cooperation between the above-mentioned entities worked without major problems in 2013. The crisis management authorities used assistance from non-governmental non-profit organizations to a greater extent in monitoring the situation, material assistance and manual assistance, to a lesser extent financial and psychosocial assistance. Thanks to the experience gained by the above-mentioned entities during the floods in 2013, but especially during previous major emergencies or crisis situations, there is a constant development in the area of cooperation between them. In order to improve mutual cooperation, there are training sessions, meetings and exercises organized by the South Bohemian Region, integrated rescue system units, non-profit organizations as well as crisis management personnel of the municipality with extended powers. The results of the analysis of the thesis can serve as a basis for increasing the efficiency and improving the cooperation in deploying forces and resources by crisis management authorities and non-governmental non-profit organizations, as well as study material.
The readiness of the selected non-profit organizations on the territory of the district České Budějovice in the extraordinary event

The thesis deals with examining, if the non-governmental organizations are ready for extraordinary situations, specifically is focused on organizations, which are located in the area of České Budějovice region. The topic is actual, the reason being high frequency of those extraordinary situations in the south Bohemia and it is important to find out, if the help of volunteers is effective. For non-governmental organizations is specific that they are not managed by the government. Their activities try to substitute non-existing or poorly functioning services, which are provided by the government. Activities include realization of free time activities for children, helping socially weak, educational activities in many areas, protection of the environment or historical landmarks, helping disabled and elderly, humanitarian and development aid and many others. The objective of the thesis is to find out, how much are non-governmental ready to deal with extraordinary situations and how they engage in education to prepare population for dealing with extraordinary situations. In the thesis is used the method of information analysis, that meaning content analysis of information, where is specific gathered knowledge ordered on the basis of literature search. To fulfill set objective a semi-structured interview with employees of the chosen non-governmental organization was conducted. The results of the thesis will be offered to chosen non-governmental organizations, which participated in the research. These results could be used to increase quality of training of members of non-governmental organizations and volunteers.
Legal, social and criminogenic aspects of domestic violence

The aim of this bachelor thesis was to characterize legal, social and criminogenic aspects of domestic violence, to identify and predict the occurrence of domestic violence in the South Bohemian Region and to find accompanying unlawful acts of domestic violence. The secondary aim was to identify possible problems in application practice in the banishment and to suggest possible solutions.
Closing Accounts and Financial Statements in an Non-profit Organization

This bachelor thesis is focused on non-governmental non-profit organizations in the Czech Republic. Its main purpose is to analyse the procedure of closing accounts and preparation of financial statements. Accounting records obtained through interviews with an accountant of the chosen organization Alka Wildlife, o.p.s. are used for analysis. Firstly, annual stock-taking and closing accounting operations are analysed. It is followed by the calculation of the economic results and corporate income tax. Then the financial statement, which is composed of a balance sheet, profit and loss account and the financial statement enclosure is compiled. It is compared with the financial statement of the organization. Based on the conducted analysis the most occurring accounting errors of the organization are explored. Finally, measures to remove the errors and improve the methods and the procedures for the closing operations are proposed.
NGOs and their assistance to municipality of České Budějovice in crisis situations.

Bad unexpected situations in which a person needs help, they always happen. It is about situations which person cannot overcome with their capabilities. For this reason, there are, among other NGOs. NGOs are involved during emergencies, crisis situations and help all those, who were somehow affected by these events.These are organizations that are not established by the state. In the South Bohemia region, there are several NGOs that are involved into action during emergency and crisis situations.The objective of this bachelor thesis is to assess involvement and assistance of NGOs for city of České Budějovice. The theoretical part is concerned by philanthropy which is closely linked with nongovernmental organizations, since there prevails an effort motivated by love of neighbor. Another part is about the history of NGOs. There is also described the history of the Austrian Empire, the first Czechoslovak Republic, World War II, the communist era to the post-communist era. Next has described the development of NGOs, and how they developed their assistance in any event.how they developed their assistance in any event. The thesis also deals with the current form of NGOs which are regulated. These are public benefit organizations, institutions, associations, foundations, endowment funds and religious organizations. Their description is focused on basic characteristics. In the following part the thesis focusses on volunteering which is one of the five symbols of the third sector. Since volunteering serve for the benefit of others and is free of charge, it is a basic principle of NGOs. Volunteering can be divided into three types of donation by which the bachelor work deals. It is a present form of assistance that is provided by NGOs. These forms are financial, material and personal. Last but not least, the thesis deals with Government Council and the Panel of NGOs.The thesis describes the purpose and objective of the Panel and also describes the origin and the necessity of this platform in the South Bohemian Region. Additional and important part of the thesis describes each of NGOs, that are involved in emergency and crisis situations. There are also described their characteristics and assistance during the floods. The organizations are ADRA, Czech Red Cross, Diakonie of the Evangelical Church, Caritas České Budějovice and the Association of firefighters of Bohemia, Moravia and Silesia. End of the thesis mainly deals with the integrated rescue system, the concept of an extraordinary event and a list of basic and other components of the integrated rescue system which include the NGOs. The conclusion is addressed to the status of NGOs in crisis management and in the integrated rescue system and also describes an agreement that concludes the Fire Brigade of the Czech Republic. Closer are described two agreements, namely the agreement on the provision of the planned assistance upon request and agreement on the provision of personal or material assistance. These agreements are concluded with an NGO which is located in the České Budějovice.The second part of the thesis deals with some organizations which are located in the České Budějovice and can be used when an extraordinary event or crisis situation happen. The thesis is based on research question how NGOs provide assistance. These informations are found in the the inquiries and study of available materials and agreements which are concluded between the Fire Brigade of the South Bohemian Region and the Regional association of the Czech Red Cross located in České Budějovice. From the agreements I found what forces, resources and activities can eg. The regional association of the Czech Red Cross České Budějovice provide. From the agreements and documents provided is determined that the assistance of NGOs is at a good level. The Panel of the NGOs contributes to it by a significant degree, it makes coordination much more efficient.

The thesis deals with the processing of subsidy policies to support the activities of organizations working with children and youth. The work describes grant programs some ministries, higher territorial governments, municipalities and other donors. It also defines NGOs and their division. The work defines interest and informal education. The thesis contains tables and graphs with distributed financial amounts and numbers of people in different age categories. One of the chapters deals with the instructions for the preparation and submission of the grant application.
Intergenerational programs in the practice of educational institutions

The thesis is focused on the possibilities in the management of the intergenerational programmes. The aim of the thesis is to analyze the issue of intergenerational learning from the point of view of the management of educational institutions and to create a proposal of methodology for intergenerational programs management. The first part discusses the management in general, educational management and the characterization and classification of educational institutions and the scope of non-profit organizations. It also deals with lifelong learning and defines intergenerational learning as one of its forms. It deals with the categorization of intergenerational learning and the definition of its linkage in formal, non-formal and informal learning. The work defines the concept of age management, describes its implementation in practice and focuses on the topic of intergenerational programs, their specification, categorization and definition of their benefits and risks. The second part is focused on the content analysis of strategic and curricular documents in the Czech Republic and abroad and analyses the possibilities of cooperation of educational institutions in intergenerational programs in the Czech Republic and foreign countries. Bachelor thesis. Brno: Mendel university in Brno, 2016. The bachelor thesis deals with a process analysis of a selected service of the Regional charity Žďár nad Sázavou. The theoretical part, based on specialist literature, describes the importance of the nonprofit sector in terms of the national economy and the specific type of non-governmental organizations which encompasses the selected service of the charity. The first part forms the theoretical basis for creating the necessary analyses. At first, the practical part explains the importance of charity and its hierarchical structure in the Czech Republic. Then, analytic part represents specific analyses on which the inventory check of the initial state of the service is processed. On the basis of these findings the risks and opportunities, that are likely to arise in the future, are evaluated. This part is mainly processed through personal interviews with the management of the particular service.
