Firefighters from occupation by unit of volunteer firefighters

The thesis deals with the establishment, management and work of profesional firefighters. But not the work of members of the Fire and Rescue Service, but members of the teams of the volunteer firefighters of the village, who carry out their activities in the unit as their principal occupation. This thesis has two parts. In the first, theoretical part, I deal with legal standards which govern the emergence of units of the volunteer firefighters of the municipality, its functioning in the system of the Integrated Rescue System, organizational and operational management unit features professional fire in the unit and the demands of their professional and physical fitness, education and training. The practical part is devoted to mapping of SDH units in the Czech Republic, whose members carry out activities as their main occupation and analysis of the financial costs incurred by the employer in the functioning of the unit with the fire of occupation. In conclusion, I summarize the findings of acquired technical knowledge, analyzing the costs of running the unit and the practical experience professional firefighters, and mention the recommendations for the founders, who decide to employ a firefighter by profession.
Decision of local government in setting up the job an occupational firefighters

This thesis is concerned with an occupational firefighters of volunteer firefighters units who are employees of the municipality or city as a founder of the fire brigade, particularly through the establishment and funding of such jobs with a focus on application possibilities additional financing in the form of the announced funding from public institutions and local government units. In this thesis is to decipher justify the creation of such jobs with a list of benefits for the embattled community, and of course the implications are with this little-known phenomenon linked, what is the sustainability of such jobs - volunteer firefighters to full-time employment, as well as the legal framework for this system. The thesis is also including a practical enumeration and distribution of affected units below split criteria, making this work may serve as a basic tool in the decision-making process, municipalities considering establishing at least one job firefighter by profession, since such a comprehensive manual review is still there and it is not methodologically unified in the Czech Republic. Final thesis also deals with the integration of employees - an occupational firefighters to public administrations basic local government unit, including subordination in the decision-making process and governance structure.
Business Plan for Organization of Fireman Races

This bachelor's thesis is dedicated to the problem of organization of a sport event - specifically a fire sport contest at a premier league level of the Czech Republic. Separate chapters of the work discuss the history of the fire sport in the Czech Republic and abroad, its significance and various subdisciplines. It contains author’s own concept of organization of this kind of event, including possible ways of obtaining sufficient personal, material and financial support. Final economic evaluation is also included. The main motive of the thesis is evaluation of the feasibility of the organization concept.
Evaluation of the investigation of fire causes in big accidents

The objective of this work is analysis of current status in the sector of detection of the causes of fire in the Czech Republic, including embedding of this activity in legislation, make an overview of major fires in the Czech Republic in recent 10 years and make a statistic of fires, which caused damages exceeding CZK 5 million. Evaluate these events in terms of causes of fire. Next objective of the work is analysis of the hazard and expected specialities on the investigation spot of fire causes and evaluate the differences in procedure of investigating causes of fires in terms of major events. It solves the activities and cooperation of investigator of causes of fires with commander of intervention and unit with respect to maintaining of stops for consequent documentation and investigation. Make a design for equipment for investigator of causes of fires and make a design for protection against hazard which is on the place of intervention.
Application of the Time Series Analysis for Prediction

This thesis attempts to predict daily number of firefighter incidents in the Central Bohemia Region and in the Region of Hradec Králové to improve firefighter shift planning. The analysis is based on a dataset of firefighter incidents from the period between the years 2008 and 2012. Econometric models, capturing yearly and weekly patterns and weather impact were estimated and used for long-term prediction. The first part of the thesis provides a description of tests applied to residuals and other econometric tests used in this study. Then linear regression is applied to model weather impact and effects of days of week and months of year. In the next part regression with AR errors, (S)ARMA models and regression with (S)ARMA errors are estimated. All these models are compared according to properties of residuals and out-of-sample mean absolute percentage error (MAPE). The most accurate models predict daily number of incidents two months ahead with MAPE slightly above 20% which is considerably better than the benchmark Holt-Winters method. Regression models with (S)ARMA errors produce relatively accurate long-term forecasts and its error terms are uncorrelated. Therefore, they can be considered suitable for long-term prediction of firefighter incidents.
The level of fire prevention in agriculturral sector

RÉSUMÉ The name of this graduation thesis is `The condition and standard of securing fire prevention in agriculture properties`. This work focuses on the statistics of fires and direct damages in the agriculture area in years from 1997 to 2008. Those statistics were made according to controls carried out by Czech fire-brigade and also newly appeared illness called bird flu. There were four cases of bird flu confirmed in the Pardubice area of the republic. All of them had to be quickly dissolved. There is also mentioned special equipment called ANPL 100, which was developed so as to provide fire extinction of hay towers in Český Krumlov. This equipment is the only one in the whole republic therefore it is mentioned here in this work. But we do not focus on this equipment in detail because it is done so in other thesis. There are conclusions determined in this thesis. They were found out by this work and certain practical experience. The most important of them are as follows: 1. to regularly carry out controls by fire-brigade in the whole area of The Czech Republic 2. to set a uniform program to carry out those controls 3. carry out updating of emergency plans of single areas and further documentation which will set up procedures and tasks for disposal of infected areas 4. introduce the fire extinction problems in agriculture properties and the ways of destroying the ill animals seats to members of brigades within the regular classified preparation
Development of legal adjustment voluntary fire protection in Czech ant his influence on voluntary

My thesis deals with legal regulations which have been effective for 131 years and apply to fire prevention. It gives a survey of individual legal regulations and specifies duties of particular legal subjects. The thesis consists of four sections. In the first section the period from 1876 to 2007 is divided into six intervals according to particular laws in force, i.e. 1876 {--} 1941, 1942 {--} 1949, and 1950 {--}1953, 1954 - 1957, 1958 {--} 1985, and 1986 {--} 2007. I briefly described the history of fire protection development. The second section refers to the laws and edicts related to fire protection in the given period. In the third and fourth sections the number of fires in individual years are surveyed. The data obtained by the population census in the Czech Republic are also mentioned in these two sections. The data analysis enabled to find out the number of fires per 1000 persons in individual periods when particular legal regulations were effective. The hypothesis that the number of fires is influenced by the technique of fire prevention {--} was not confirmed. Undoubtedly, society development contributes to the trend when the number of fires is increasing due to fire-prone dangerous substances usage. To keep the sustainable fire frequency development, without conflagrations, it is necessary for the new fire prevention code to strictly set up duties of all subjects involved - including individuals. In accordance with fire prevention legal regulations violation, fines and punishments should express the seriousness of the offence.
Professional rescuer´s experience of their job fulfilment

The profession of a rescuer is considered to be as one of the most dangerous, due to extreme physical and psychical stress. It is generally assumed that the quality of the work is, besides other factors, relevant to what the staff feel, whether they feel satisfaction or frustration in their work. The above mentioned satisfaction is rooted in the sense of the work. Different levels of motivation are determined by different approaches. The aim of the thesis is monitoring the character of experience referring to the sense of South Bohemian firebrigade{\crq}s work, to their value systems, to their motivations to work and their abilities to cope with extreme stresses of their work.
Analysis of security of fire-fighting equipment

Thesis analyses security of fire-fighting equipment for firemen. In practical part fire-fighting equipment of one Prague fire station is compared with legislative requirements. Next safety elements are looked for; use, functionality and reliability are specified, moreover their control and servicing are specified too. Finally thesis gives advice to firemen about improving fire-fighting equipment.
