Civil protection as a textbook for students with special needs.
VELC, Radovan
Civil protection is a current topic in today's world. Nearly every person in our society meets an emergency during their lives and therefore it is important for every person to be aware of at least the basics of this issue, to know the situations which can come and the ways how to solve the issue. Civil protection in the Czech Republic has developed and it has reached its current form in which the emergency is based on the Integrated Rescue System. The important thing is that at the very beginning of the emergency there is an ordinary citizen who is at the place of formation of emergency and he or she has to dial emergency telephone number and then try to minimize its negative effects until the Integrated Rescue System comes. Therefore it is important for people to gain knowledge which can be used during emergency. The knowledge should be gained either at primary or secondary school. Nowadays civil protection is a part of curricula in primary and secondary education. However, there are curricula for ordinary pupils and for pupils with special educational needs. Current trends in special education along with current legislation are trying to integrate pupils with special educational needs into ordinary classes. It means that a pupil who was diagnosed as a pupil with learning disability, has difficulties with learning at primary school and is used to the attitude and support of special education, will be in a class with students without disabilities and will be supposed to do well at school. If it will be so, the pupils will need special study texts in many subjects. Therefore the issue of integration, its influence on the quality of education and potential impact on global integration of pupils with special educational needs into regular education are stated in the thesis. The aim of this thesis was to compile a study text with the topic of civil protection for pupils with special educational needs. The study text should be adequate to their abilities. Another reason for compiling the text was the fact that in Secondary education protection of civilians used to be a part of civics but, as the Framework educational programme for Secondary education has been changed, protection of civilians is now often taught in physical education. In Primary education protection of civilians can be taught as a cross cutting issue nearly in every subject. Physical education teachers and teachers of pupils with special educational needs do not have any books which would be specially created for this group of pupils. The thesis is divided into a theoretical part and a part with a research question and a methodology of a research. The theoretical part is aimed at the history of civil protection in the Czech Republic with its development to its current form, the current situation in education and the current trends in relation to education of pupils with special educational needs and including civil protection lessons into the Framework educational programme for the given group of pupils. In the works devoted to the research question and research methodology, was compiled research question whether pupils with special educational needs adequately trained in the area of civil protection. Due to the nature of thesis it was necessary to determine the state of awareness of students on the issue of civil protection, were established hypothesis, first - whether the pupils' awareness of the issue reaches the 80 % correct answers, second - whether pupils' knowledge in the area depend on the study year. A questionnaire for verification or refutation of the hypothesis was compiled and 104 pupils with special educational needs aged 15 to 18 filled it. The results of the survey show the lack of knowledge of the surveyed group. Both hypothesis appeared as alternative. The findings of the survey were important for creating an educational material within this thesis.

GREGOR, Roman
Gregor R. Utilization of State´s Material Resources by Municipal Councils in Crisis Situations. České Budějovice 2016. Bachelor thesis. University of South Bohemia in České Budějovice. Faculty of Health and Social Studies. Head of bachelor work Ing. Aleš Kudlák, Ph.D. This thesis is focused on the issue of municipalities and their requiring material resources in the state property in solving crisis situations. The aim is to assess the municipality possibilities of using the material resources in the state property in crisis situations. In accordance with the assignment this work focuses on the principles of using material resources, comprising movable and immovable assets in state ownership, local government units, physical and legal persons, which can be used during solving the crisis situations. In the theoretical part the legislation of the Czech Republic concerning the use of material resources is described. The following chapter is devoted to information systems, which are used in requesting material resources in the state property. The second part of this thesis is based on a questionnaire sent out to mayors of municipalities in the South Bohemia region. The questionnaire contained thirteen questions. The questions were focused on the possibility of optimization of allocating material resources to civil protection during the solution of the crisis situations. The research question was: What is the awareness regarding the use of material resources owned by the state in solving the crisis situations in the selected municipalities? The questionnaire was sent to all municipalities in the South Bohemia region. Only 9% of questionnaires were returned. Each question was processed and evaluated separately using a chart. From the results it is easy to see that the representatives of the municipalities have a clear idea of the material resources available to them. According to our assumption, mayors in larger municipalities or towns are better informed about this issue, probably due to the availability of experts in crisis management.
Environmental impacts of the floods in the South Bohemia area
TOMANOVÁ, Markéta
The environmental impacts of floods on the territory of South Bohemia was chosen as a topic of a thesis for several fundamental reasons. One main reason is the significance of the landscape and reflect on its values. The landscape is a set of individually occurring scenic features and extensive landscape structures, in which have individual natural compounds their irreplaceable function. Besides landscapes, the floods have a different environmental impact. Since 1997, the occurrence of floods has unexpectedly increased, and therefore the issue is getting more and more attention. Currently, the so-called environmental security is a hot topic, the evidence can be seen in the increase in professional publications and it also gets into the school curricula. Although the thesis focuses on the territory of South Bohemia, the results can be applied for the entire Czech Republic. The final survey includes a total of eight municipalities with extended powers, where interviews were conducted with the employees of the Department of the Environment, the Crisis Management, the Regional Hygiene Station of the South Bohemia, the Vltava River Basin and selected agricultural companies. This thesis titled "The environmental impact of floods in the South Bohemia" aims to evaluate the changes caused by the floods in the affected areas in the South Bohemia a reserach questiion follows: What are the effects of floods in terms of environmental impact in the South Bohemian Region? To achieve the set objectives the method of literature research was used, by which the basic information necessary to understand the issue was described. The method of qualitative research was also used; the reasearch was based on structured interviews with experts in the field. Afterwards, the information were logically organized and evaluated. The thesis is divided into two general parts. The first is a theoretical part, which describes the flood and its categories and its causes. It also explains the factors affecting the flood, the impacts on habitat and the flood retention capacity and its increase. It also describes and compares the largest floods in the Czech Republic since the 19th century, the basic law governing the issue of water and floods, flood protection organization in the Czech Republic and last but not least, the environmental security and the definition of the duties of the Czech Hydrometeorological Institute. The second part describes the effects of floods in terms of the environmental impacts and describes its recourse. The nature needs some changes in order to be varied. That may come in the form of floods, even though after the water decrease its tremendous power and devastating effects can be seen. Based on research, it was found that there are long-term impacts on the landscape and environment but they are not so crucial. Water takes everything that comes its way, but the landscape itself can handle water very well. Drops of water soak into the ground or flow into the watercourse. The consequences of flooding depend on how much is the soil able to absorb water and how much time it would take. Unfortunately, this nature´s ability is distorted mostly by people and their actions. The water soil soaking is spoiled by buildings, badly tilled soil, inadequate food planting and destroyed hedgerows that serve as a hiding place for the animals. Maybe if the greatest importance was not emphasized on protecting people and their health, people would care more about the landscape and would be grateful for what nature offers and provides. The fundamentals of this work are solutions that would improve the environmental situation. The care should be taken not only to individual preventive measures, but to prevent floods and minimize their consequences. The starting point is to increase the retention, since the landscape has a short-term water retention problem.

MICHAL, Petr
Civil Defence was in the Czechoslovak Socialist Republic in 1990, defined as a set of measures that are intended to prepare the state and the society it lives to defend before the war. Armed conflict in the then bipolar world could occur within a few days because of preparation for such a conflict took place on both sides for decades. Quitting called. Cold War, a period in which to minimize the possibility of a global military confrontation. However, the newly defined and continue to occur, often difficult to predict, security threats and risks. Protection of lives, health and property values, along with sovereignty, territorial integrity and protection of the democratic foundations of the newly formed Czech Republic, the basic duty of the state. Responsibility for the protection of the population in the newly constructed system of protection of the population in the Czech Republic, partially transferred and distributed to all levels of government, including municipalities and small towns. Newly constructed Integrated rescue system became progressively a linchpin in the coordination of activities and procedures in preparing for emergencies in rescue and clean up operations and to protect against the crisis states, and after the state of emergency. This thesis is aimed to carry out data collection from ten cities of the reporting period with extended powers, which is based in the South Region. File data collected will be evaluated and the evaluation in order to determine the economic performance of the financing protection of the population in a particular city. The assessment will be done in relation to the basic element of civil protection units which are voluntary municipal fire brigade. The thesis will be evaluated the impact of funding fire protection budget of the municipality. Work wonders, what is the trend in financing those units while trying to answer the question, what is the impact on the budget funding specific community. Both responses will be made a conclusion that communicate, whether financing is adequate fire protection units or not. Investigations will be carried out at one of the village extended powers, therefore, from a global perspective, this will not result in a valid conclusion about the crucial work. Wider research on the topic, with a similar focus, however, may, if the interests of society, such data can bring.
The role of fire brigades in protection of the district Vysočina inhabitants.
KADLEC, Radek
The target of this bachelor thesis is to determine implementation of professional training of members of predetermined fire units and create list of technical equipment of volunteer fire brigade units of County Vysocina predetermined to solve tasks in civil protection. In the research I tried to find answer to two main questions: are there any fire units in County Vysocina predetermined to solve civil protection challenges and are the members of these units competent to perform these tasks? The thesis is divided into theoretical and practical part. The theoretical part describes the civil protection and its historical development in the Czech Republic and the organization of fire their tasks and specialization. The end of the theoretical part describes the implementation of basic professional training and gaining competence within the members of volunteer fire brigades units in the Czech Republic according to applicable legislation. Within the qualitative research two methods were used: questionnaire survey and structured interview. The questionnaire survey was carried out in predetermined voluntary fire brigades units of County Vysocina and was aimed at their predetermination, providing and managing professional training. The questions for the commanders of units predetermined to provide humanitarian aid to the motorway D1 were extended to provide information about the technical equipment to provide short-term assistance and if their units have been sent by control room to provide humanitarian assistance in a mass accident on the motorway D1.The interviews with the fire brigade members at the civil protection and crisis management departments are divided into three parts. The first part questions ask about the number of predetermined volunteer fire units in county Vysocina and Pelhrimov district predetermined for civil protection and their technical equipment. The second part of the discussion focuses on professional training. In the last part I asked questions concerning the specific seminar which should provide professional competence in civil protection. This seminar should be open for all the predetermined units of County Vysocina in 2016. The practical part of the thesis presents gained information compiled into graph. Next I enclosed open answers from the interviews led in both civil protection and Crisis management department in Pelhrimov district and civil protection and Crisis management in Regional Headquarters of the Fire brigade of County Vysocina. The first research question confirms that in County Vysocina volunteer fire units predetermined to deal with emergencies in the area of civil protection are located. The evaluation showed that units of category JPO II and JPO III are determined primarily for implementation of these tasks. The research showed, that technical equipment is provided in County Vysocina only to volunteer fire units predetermined for the short-term humanitarian assistance to motorway D1. The fire units predetermined for other tasks are provided with the needed equipment from the stocks or supply of professional fire unit stations. For this reason I suggest possibility to predetermine units of JPO V categories for emergencies other than humanitarian assistance for D1.Regarding the goal of the work, the satisfactory degree of the basic and repeated professional training of fire brigade units in territorial departments was confirmed. I would only recommend focus on introducing more practical training concerning civil protection. The collected information relating to the second research question about the competence of unit members showed that in field of civil protection the competence is incomplete. Seminar to ensure proficiency in civil protection techniques in County Vysocina will be organized for all the predetermined units in 2016. I recommend this course to be performed directly at the territorial fire unit's stations.
