The actual questions of The Foster Care in the Czech Republic

The topic of my thesis is called Current Questions about Foster Care in the Czech Republic. European Union organizations and UNICEF organizations, due to the information from experts, have been drawing attention to the fact, that there is a high percentage of children under the age of three years living in various institutions. It is therefore necessary for the state to increase the support for substitutive family care. The theoretical part describes the function and defects of a family, psychic deprivation of children, the history of foster care, the institution of foster care and its new forms and other. The target of the research and hypothesis is stated in the practical part. The target of the thesis is an attempt to clarify all the reasons why children live in institutions and why finding a substitutive family for them is difficult. The targeted sample was represented by 110 children from all regions of the Czech Republic except the South Bohemia region. These children{\crq} s collection of documents was forwarded in the second half of the year 2007 to the Regional Council of South Bohemia Region. In accordance with the target of the work following hypothesis were determined: Hypothesis no. 1: Most of the targeted children have serious disabilities. Hypothesis no. 2: The targeted sample were mainly children between 7 {--} 10 years old. Hypothesis no.3: The most frequent reason why children stay in institutions is the fact that their parents are not able to look after them. Hypotheses have been refuted. Termination of substitute family care before 18th year of child´s age

The objective of my work has been to monitor the opinions of social workers operating within the departments of social and legal protection of children at village municipalities with an extended scope of authority in the South Bohemian region as related to the problems of child care and education in substitute family care from the perspective of a social worker. The second objective has been to map the situation of children registered by the departments of social and legal protection of children of South Bohemia, the substitute family care of which was terminated before the 18th year of child´s age during the years 2003 {--} 2009. Due to significant reasons substitute family care, with the exception of adoption, can be terminated earlier. This presents a difficult situation both for the foster parents and for the foster children put into substitute family care. The results of my work have shown that most social workers do not lack the assistance of professional facilities that would support foster families in their regions. The most common reason for the termination of substitute family care before the 18th year of child´s age have been educational problems involving a whole range of issues. For most children, the termination of substitute family care resulted in institutional care {--} youth educational centers.
Issues of SOS Villages with a Special Focus on Psychological Issues

The thesis deals with issues of SOS villages with a special focus on psychological problems. Its goal is to point out the psychological problems related to mental deprivation. The work is divided into the theoretical and the practical part. In the theoretical part, the activities of SOS villages are presented. Further explained is the notion of mental deprivation, its origin, historical development and examples, and it familiarizes with different kind of substitute family care. The practical part introduces a research by the method of questionnaire examination, which was conducted among foster mothers from the SOS village and retired foster mothers.
Forming Relationships Among Children in Substite Family

This bachelor thesis, entitled ?Forming Relationships Among Children in Substite Family? focuses on the analysis of substitute family care. Its aim is to determine the conditions influencing the developement of relationships between children in foster care or children adopted, joining the family recently and children already living in the family. The theses is divided into theoretical and practical parts. The first part ? theoretical, deals with the description of forms of the substitute family care, with the description of the periods: of the parents' inner decision-making, relevant experts' assessment and waiting for the child, and it especially focuses on the period after the child joins the family, when there are a number of occasions where problems might occur, related mainly with the developement of relationships with other children in the family. The second, practical part is based on qualitative research, implementing the method of interview with instructions. Among factors, affecting the relationships between children belong primarily the preparations of the family and their children for the newcomer, the choice of the child, approprita and fair aproach of the foster parents to all the children and the ability of foster parents to solve problems, araising among the children.
Ethical questions concerning the homosexual partnership

This bachelor thesis deals with the topics which are connected with a partnership between homosexual persons. There is a description of few ethic problems, e.g. registered partnership, adoption by homosexual couples, convention and attitudes towards homosexuality in many different cultures and religions. Some important names e.g. Jiří Hromada (an editor of gay magazines and a gay activist) or important organizations e.g. SOHO, STUD, HRHO and many other organizations are mentioned as well. Homose uality was, is and probably will be discussed very much. It is a worldwide topic not only for ethic, but also for religion. Despite the fact that the Bible does not know the word "homosexuality", we can say that homosexuality is rejected by Scripture. (Lv 18,22; 20,13). The possibility of an adoption can be very often a wish of many homosexual orientated persons. That is why some terms connected with a compensatory family care, a procedure how apply for the compensatory family care and a possibility of IVF are concerned.
Substitute family care, focusing on the SOS Children's Villages in the Czech Republic in comparison with Austria

The work is indirectly divided into theoretical and practical parts. The first two parts of my work are the theory parts, where the first part shows the problems of group foster care based on the SOS Villages in the Czech Republic. The second part describes what the SOS Children's Villages are, and how they operate in the Czech Republic. The practical part is a comparison of the Czech and Austrian SOS Children's Villages. This part is divided into three chapters. The first chapter addresses the issues of the SOS Villages in general, the second chapter refers to mothers in the SOS villages and the last chapter is about the children who live in SOS children's villages. For greater clarity of the whole issue, the text mainly describes the situation in the Czech Republic and in Austria and finally ends with a summary. At the end of this chapter I have added the overall assessment and a short discussion on the issue.
Foster care of relatives in the Strakonice district.

Abstract Foster care of relatives in the Strakonice district. This seminar paper is focused on an alternative family care with a special focus on grandparents to whom a child was consigned under the authority of §45 of family law or on the grounds of relational foster-care. These forms of care are the most suitable ones for a child in a difficult life situation. That is because the child remains in his/her own family where his/her own identity is preserved. The goal of this paper is to map the quantity of children who have been consigned into relational foster-care in the Strakonice area in the period from 2005 to 2010. This goal is supplemented by two fractional goals. The first one is focused on the fact who is the first one to take care of the child in need and the second one tries to find out the most common reasons that lead to the take away of a child from its biological parents. This research was realized at the departmentats of social-legal protection in the Strakonice area. It was performed by method of analyses and comparison of documents. This work mainly points out the actual situation in relational alternative parenting in the Strakonice area.
Attitude of the public to the adoption of children of another ethnicity to substitute family care

For most of us parenthood is a natural part of life. Still the number of families today who remain childless even though they wish to have a child, is on the increase. On the other hand, there are still many children living in caretaking institutions. This raises the question as to how this situation can be dealt with? One of the possible solutions is the substitute family care. This thesis is divided into two separate parts, the first dealing with theoretical aspects and the second with research. The aim of the theoretical part of the bachelor thesis was to explain the concept of substitute family care and describe its different forms. In the conclusion of the theoretical part I have outlined the pitfalls of the substitute family care in relation to a child from a different ethnic group. In the practical part I focused on establishing the opinion on accepting children of different ethnic origin into substitute family care among the general public in České Budějovice. I tried to reach the set goal through a quantitative research using the questionnaire method. A questionnaire including 17 questions was used as a research technique. The questions were arranged in two groups: the questions to obtain identification characteristics of respondents and those concerning respondents{\crq} views on the given problems. 200 questionnaires were handed out and 113 were returned, i.e. the participation rate amounted to 56.5 %. The research results have shown that people are quite tolerant as far as sex and age of a child are concerned. Regrettably, it is not the case when it comes to ethnic origin of a child. People who are not tolerant towards and willing to accept a child from a different ethnic group into substitute family care still prevail in society.
Relative foster care

The first goal was to map the issue of the foster care exercised by children?s relatives which was registered at the Municipal Office in Písek in 2009. The second goal was to find reasons for the consigning of children into that form of substitute family care. Two research corpuses were designated and the strategy of quantitative research was chosen for objects achieving. Two hypotheses were set: Hypothesis No. 1: Most of the children who are in the foster care of their relatives are in some contact with their own biological parents. Hypothesis No. 2: Parental failure to perform rights and duties regarding children?s welfare is the most frequent reason for putting children into foster care exercised by children?s relatives. The thesis considers problems with foster care in The Czech republic. The theoretical part of my work outlines the questions of family environment, its importance, pathology of family, psychical deprivation, sub deprivation of children living out of their own families. It also adumbrates general overview of foster care system and its history, process of mediation of substitutional family care, forms of foster allowances and method of functioning of foster care families. Operative part of the thesis contains research through the medium questionnaires. Target group consist of fosterers living in administrative unit of The Municipal Office in Prachatice; the office with extended authority. The inquiry was made to find out their awareness of their rights and appealed claims, their satisfaction with current foster care system as well as what experiences the fosterers have with the attending their applications and what services or experts are missed by them in the region. This form of foster family care is very demanding. Appreciation belongs to all who wants to give abandoned children their helping hands and opened hearts. They are guided by love and endeavour to help.
