Modeling the movement of people when organizing festival events

The thesis deals with modeling the movement of people during the music festival Hradecký Majáles. This mass event is very popular in Hradec Králové, and its attendance reaches 17 thousand people. The thesis is focused on optimalization of the normal operation of the event, prediction of possible obstacles and possible danger. For analysis a few verification scenarios are created, including the scenario involving the emergence of danger and following simulation of evacuation of people. Within the analysis the key variables such as density, evacuation time and LoS. The critical places where people could get hurt, are selected. The new security precautions or optimization of site geometry optimizations are suggested for these places. In the conclusion of the 3 thesis is performed efficiency evaluation of the suggested changes resulting from the performed analysis.
Simulation of the pedestrian evacuation from the school facility

The Bachelor thesis is focused on basic principles of soft targets security and on threats aimed at them. Part of this thesis is about the process of an evacuation movement modeling from a grammar school building, specifically the grammar school in Brno-Řečkovice. The model of the building has been created in the Revit program and the simulation of the movement in the Pathfinder program, which is based on agent simulation technologies. As for the methodology, the thesis is a comparison of the evacuation processes under different conditions.
Evaluation of the barrierlessness of public buildings in terms of the evacuation of disabled persons in the cadastre of the City of Pilsen

This master's thesis, which is entitled "Evaluation of the barrierlessness of public buildings in terms of the evacuation of disabled persons in the cadastre of the City of Pilsen" is divided into two main sections - theoretical and practical. The theoretical section defines basic terms regarding the evacuation of individuals in general, the divisions of evacuation, divisions and characteristics of physically disabled persons and the risks involved in the evacuation of these individuals. Furthermore, it deals with the inclusion of evacuation and barrierlessness in Czech laws. This thesis also deals with the evacuation of public buildings including the time needed for evacuating individuals, the technical means for evacuation, and both static technical and mobile means. Fire-fighting technology for the evacuation of individuals is also mentioned. In order to gather data for the practical section, qualitative research was carried out in the form of structured interviews and tours of selected public buildings. Questions in the interviews were focused on the evacuation of individuals in general and ensuring preparedness for evacuating disabled individuals from the public building in question. The first goal of the thesis was to assess the preparedness of selected public buildings for evacuating disabled individuals in the cadastre of the City of Pilsen. Results show that selected public buildings are prepared for evacuation, but carrying out such an evacuation, including the evacuation of disabled individuals, is often dealt with in an unsatisfactory manner. The second goal was to propose measures or changes for the improvement of the present state of affairs. These propositions were processed based on results gathered from interviews and visits to public buildings. A total of ten buildings that expressed interest in this issue were incorporated into the research. The value of this thesis lies primarily in the effort to make the issue of evacuating disabled persons more visible. In the future, the thesis may be useful for comparing changes in preparedness for evacuating disabled individuals. At the same time, it may also be used as a source of information on the given issue and on evacuation as such.
Evaluation of introduction protection measures - evacuation at crash of nuclear power station Fukushima

The aim of this bachelor thesis is to evaluate the protective measures, notably the evacuation of the population, its development and progress. To achieve the goal of bachelor's work was determined by the research question: Was the safeguard measures and the subsequent procedure for the evacuation of persons from the evacuation zones sufficient? The theoretical part is focused on the particular issue of nuclear power plants, radiation protection and evacuation. The situation described here, which took place directly on the Fukushima daiichi nuclear power plant Daiichi, from the strike of the earthquake and tsunami, after the gradation events in the individual reactors. The research part is about the development of the evacuation in the evacuation zones and the nuclear power plant. Protective measures are described here, and even the consequences and the situation after the crash to the present. The methodology of this work was the gathering of available information from official foreign sources, legislative documents, but also of the publications of the experts. Processing of the available information and the evaluation of the consequences of the evacuation has brought unpleasant findings. The loss of life, which can make a person look a certain way to reflect over the selection of persons suitable to evacuate. In this work were identified and discussed technical shortcomings of the power plant, the information misconduct in communication of the population and in the last row and misconduct of the human factor. The thesis can be used in the general issue of nuclear power plants and evacuation for study purposes or as an information source in the education, energy or public administration.
Preparedness of selected South Bohemian health service providers to secure evacuation

The theme of this thesis was determine the current status of preparedness of selected health service providers for evacuation security. Two randomly selected hospitals were approached, Hospital Český Krumlov, a.s. and Hospital Jindřichův Hradec a.s. Since it is an evacuation issue, hospital staff should be adequately informed and prepared. The theoretical part is devoted to research of legal norms and documents with the given issue. This is especially the law No. 372/2011 Coll., on health services and the conditions for their provision which describes health service providers and Ministry of Interiors notice No. 380/2000 Coll., to prepare and implement of tasks of population protection which deals with evacuation and its description. This part dealt with the characteristics of health service providers in more detail, types of medical facilities, description of evacuation and evacuation events in the Czech Republic and abroad. To answer the research question "What is the current status of preparedness of selected health service providers for securing evacuation?" additionally it was determinated hypothesis no. 1 "Preparedness of health service providers of South Bohemian Region for evacuation security does not reach 75 %". The questionnaire contained 29 questions, it was divided into 4 parts, respondent information, aspects of awareness, readiness aspects and other aspects. For evaluation of awareness of medical staff for evacuation readiness was determinated limit 75% success of correct answer. The results showed insufficient preparedness - 55%. Additionally there were determinated hypothesis no.1 - no.6 which were focused on influence of respondent information on age, sex, highest education level, department and practice length. The method ANOVA was chosen for statistical evaluation. It showed that respondent information depend on sex, age and highest education level by both hospitals and each individually. Respondent awareness is also addicted to departments both hospitals and Hospital Jindřichův Hradec a.s. and on the contrary by Hospital Český Krumlov a.s is not addicted. Practice length is not addicted by both hospitals and Hospital Český Krumlov a.s. and on the contrary by Hospital Jindřichův Hradec a.s. is addicted. Results of the questionnaire survey showed that readiness and preparedness of medical staff in Hospital Český Krumlov a.s. and Hospital Jindřichův Hradec a.s. are insufficient and points that it is necessary to familiarize medical staff with this issue.

The principles of family readiness for evacuation from EPZ of nuclear power plant

This thesis examines the level of knowledge of families living in the emergency plan-ning zone of Nuclear power plant Temelín. It focuses mainly on the knowledge of eva-cuation baggage contents, evacuation routes, organs that organize this measure and other important information, which are found in particular in the Manual for the pro-tection of population in the radiation accident of the Nuclear power plant Temelín. The theoretical part is based on the analysis of current problematics. The first part is focused on the principle of the operation of the nuclear power plant and its security, which is emphasized. Further it deals with the topic of radiological emergency and consequently the effect of ionizing radiation on the organism. The next chapter is devoted to the issue of issue of protective measures that could be announced during the radiation accident of the nuclear power plant. In the last section of the theoretical part, the work focuses on the topic of emergency plans, as these are necessary to establish rules that would require the authorities and residents to follow if necessary. In connection with these topics, the legal framework dealing with the issue is mentioned. The practical part verifies the level of awareness of families living in the emergency planning zone of a nuclear power plant on how to proceed with the evacuation. For this purpose, a quantitative questionnaire survey was used and a hypothesis was established claiming that at least 50% of the respondents did not have sufficient knowledge of how to proceed during the evacuation from EPZ of nuclear power plant. The methodology for statistical processing was set out. After evaluating the obtained data, the answers to individual questions were compiled graphically. Furthermore, the thesis deals in detail with individual questions. The established hypothesis is confirmed by evaluating the results using descriptive statistics methods. In the discussion, the questions that have been identified and the findings are discussed. Furthermore, there are suggested ways to improve population awareness of the issue,
The Implementation of the Golden Rule of Morality into Crisis Plans for the Protection of Population

In my diploma thesis entitled Implementing the Gold Rule of Morality in Crisis Planning for Population Protection, I will try to draw on the ideas and conclusions of my bachelor thesis, in which I investigated whether members of the Integrated System Can use the golden rule of morality in an emergency. I have come to the conclusion that the members of the individual components of the integrated rescue system are guided by the valid legislation and orders of the commander of the intervention. Nevertheless, they would welcome in certain situations the possibility of deciding according to the golden rule of morality, which briefly tells us: "I do not want to do the other to you." Translated into situations in the event of an extraordinary event may mean deciding in tedious situations so, as if you were the Rescued and not the savior. The aim of my thesis is to find out whether it is possible to implement this idea in the crisis plans themselves and, above all, whether the intervening members of the integrated rescue system themselves would use this rule in certain situations. The association of two seemingly incompatible worlds seems at first glance absurd, but research and interviews with individual members of the integrated system have convinced me that the philosophical questions and the name of Imanuel Kant can very closely mingle with the world of extraordinary events and the salvation of Human lives, health and property of the population. I would very much like to work with this bachelor thesis together with my previous bachelor thesis, tried to create a unified whole as an idea that can motivate us to think whether it is necessary to change the current state of legislation or whether the legislation itself is set as a form of golden rule of morality .
Extraordinary events in the Aquapark in Uherské Hradiště

The thesis deals with the issue of possible chlorine leakage from the Aqua Park in the town of Uherské Hradiště. Chlorine is a toxic substance, widely used in industry. The amount of chlorine used in the aqua park does not comply with the values stipulated under the Major Accident Prevention Act, as it is under the limits set in the act and the object therefore cannot be classified into either group A or group B. Since the aqua park falls between unclassified sources, it is not subject to any obligations under this act, including processing documentation for cases of emergency. Despite that it is necessary to ensure the safety of persons in the aqua park area, as well as in its immediate vicinity in case of leakage of large quantities of the substance. The aim of the thesis is to determine whether the aqua park can ensure preparedness for emergencies, especially for chlorine leakage. Chlorine is a moderately toxic substance which irritates particularly the respiratory system, eyes and mucous membranes, and in high concentrations, it can cause pulmonary edema and death. The thesis defines its basic physical and chemical properties, the method of using and providing first aid in case of exposure to the substance. Furthermore, it presents basic concepts related to emergencies and leakages of hazardous substances as well as basic legislation dealing with the issue. Such legislation includes primarily the Act on Integrated Rescue System, Act on Chemical Substances and Mixtures, as well as the Fire Protection Act. The thesis further includes risk assessment and analysis carried out using the Cause-Consequence Analysis or cause-effect analysis. This method is used for a better understanding of failures which can occur in an enterprise. It tries to deal mainly with the evaluation of the probability of system failures and looks for the causes of such failures. Using the Aloha and Terex software programs, a chlorine leak was simulated into the surrounding areas during the summer and winter seasons. Both programs simulated a chlorine leak in the total amount of 975 kg, under the same meteorological conditions for both seasons. Based on the specified input information, endangered zones in which it is necessary to evacuate the people were determined.
