The role of international intergovernmental organizations in humanitarian crisis response: Case study

This bachelor thesis focuses on the earthquake that hit Haiti in 2010 and examines the roles of the European Union and the United Nations, two key actors in providing humanitarian aid. The aim of the thesis is to establish whether there were any differences or similarities between the EU and the UN in conducting a major relief operation in Haiti. Another goal is to examine whether the mutual cooperation between the two organizations improved the post-earthquake environment on the island. This thesis is divided into three chapters. The first chapter explains the concepts and key principles of a humanitarian crisis and humanitarian aid. The second examines how the EU and the UN delivers humanitarian aid. The third chapter reconstructs chronologically the Haiti earthquake and its aftermath and analyses how effective the EU and UN were and whether it had alleviated the suffering of the Haitian people. The chapter will also critically examine the cooperation between the EU and the UN.
Humanitarian aid of Finland

Humanitarian aid can be defined as an aid and an action designed to save lives, alleviate suffering and maintain and protect human dignity during and in the aftermath of emergencies. The defining characteristics that distinguish it from other forms of foreign aid and development assistance includes so-called principles of humanitarian aid. Humanitarian policy of the EU, which includes effective programs, tools and mechanisms, is an important part of foreign relations. EU tries through financial or non-financial assistance to prevent human suffering or mitigate it. Finland has started its new humanitarian policy since the October 2012. This mentioned policy defines the key principles, objectives, programs and priorities of its humanitarian aid. In general The European Union and Finland are very active players among the international community in providing of humanitarian aid to countries that are currently in humanitarian crisis.
Humanitarian and development aid of the EU in Africa

This bachelor thesis deals with progress of development and humanitarian aid of the European Union, particularly in Africa, and with its current condition. The aim of this thesis is to describe what motivates EU to provide the aid, how it is funded, what the results are and where improvement is necessary. The thesis is divided into three chapters. The first chapter describes the aid from a general point of view. The second chapter deals with the development aid of the EU, its evolution and tells us how it works. The third chapter focuses on the motives of aid, and on specific study cases of development and humanitarian aid in Africa.
Humanitarian logistics

The Thesis is focused on non-traditional application of logistics on humanitarian aid, because it is inseperable part of the foreign policy of each country. The theoretical part is devoted to basic definitions of both sectors. The practical part of thesis presents schemes of supply chains of czech humanitarian aid. The aim is to characterize the process of supply chain in the sphere of humanitarian aid in the Czech republic and out of its territory with two case studies (the flood in Novojičínsko and disaster in Japan). Then the author can compare processes of giving humanitarian aid in the Czech republic and out of it, also the author can suggest recommendation fot better future and underline weaknesses, which this logistics system has.
The use of non-governmental organizations in organizing emergency survival and humanitarian aid in crisis situations on the South Bohemian Region

Non-governmental organizations are not completely defined terms in Czech legal system. It is a stable name combining several different organizations that are not established by the state and are designed to charitable activities or non-profit activity for private benefit. There are some of these organizations on the South Bohemian Region that are involved in the action in crisis situations in the form of such organization emergency survival and humanitarian aid. Use of non-governmental organizations is currently treated in the South Bohemia Emergency Plan and the South Bohemia Crisis Plan. This work aims to define the concepts of non-governmental organizations, emergency survival and humanitarian aid and to assess whether it is currently using Non-governmental organizations for emergency survival and humanitarian aid in crisis situations of the Region at a good level. In the first part of the thesis are defined on the basis of statutory regulations basic types of non-profit organizations and civic associations, charitable organizations, foundations, endowment funds and special purpose equipment registered churches and religious societies. In the description of non-governmental organizations, the work focuses on the conditions of their formation and their organizational structure. Further, the first part deals with the actual crisis management and crisis situations, which are the state of danger, state of emergency, state of jeopardy, state of war. It describes the conditions of their publication and persons who are responsible for this. Furthermore, in the section on crisis management discuss terms of emergency survival and emergency humanitarian aid, which are areas in which lies a large share of the work of non-governmental organizations in addressing the crisis. Shortly author in his thesis describes the sector of emergency survival. Given that the management of emergencies and crisis situations are currently drafting of legislation, which, inter alia, the duty to county emergency management authorities to draw up the documents that describe the content of their individual actions for the event of an emergency and crisis states, bachelor thesis describes two of these basic documents. These are the emergency plan and crisis plan, In the case of the emergency plan of the region is to be noted plans of specific activities, among which is this bachelor thesis essential emergency survival plan. In the second main part of the thesis is an overview of non-governmental organizations in the South Bohemian Region that are able to participate in solving emergency survival and humanitarian aid. The text describes the different non-governmental organizations in the South Bohemian Region and further described their contribution in organizing emergency survival and humanitarian aid. Along the way structured interviews with representatives of non-governmental organizations described in South Bohemia, information was obtained on the possibilities of these organizations if the organization survival and humanitarian aid in crisis situation in the South Bohemian Region. Furthermore, this thesis in the second part deals with the panel of non-governmental organizations, which is a platform for cooperation of non-governmental organizations and South Bohemian County in crisis situations. On the basis of the research is to compare the current use of non-governmental organizations in South Bohemia in resolving crisis situations with the options selected non-profit organizations. The whole work is based on research questions whether the use of non-governmental organizations in organizing emergency survival and humanitarian aid is currently at a good level. When the development was going out of statutory regulations, literature and research, which was spoken through structured interviews with representatives of selected non-governmental organizations and emergency management authorities in South Bohemian County.
Humanitarian Photo - Selling or Witnessing the Others

This master dissertation is focused on a humanitarian photo and its role in construction of "the others". By the example of the cholera outbreak in Zambia in 2010 I examine how the humanitarian photo works in respect to the process of otherization. Employing a qualitative research approach (particularly a case study) and an argumentation based on analytic generalization I suggest that each humanitarian photo necessary contains documenting and selling dimension because the humanitarians, on the one hand, speak on behalf of people in need and try to witness particular reality in their visual campaigns; and on the other hand they need to rise funds to be able to provide this humanitarian aid or development assistance, keep their work and authority of the organisation.
Humanitarian aid and non-governmental organisations

Humanitarian aid as it is known in present days has its origins in 19th century and since then it has gone through many important changes, developments and streams of thoughts. The aim of this thesis is to describe the changing character of humanitarian aid, its constraints and failures and the means of tackling them with emphasis on evolution during the last twenty years. The thesis deals mainly with failures caused by inaccurate assessment of needs of the victims of humanitarian crisis, constraints complicating complying with the principles of humanitarian action, limitations arising from the respect of state sovereignty and the problem of misappropriation of humanitarian aid and corruption. The shift in solving problems will be presented on the case of Czech non-governmental organization People in Need.
Integrated Rescue System of Czech Republic's participation in international rescue operations and providing humanitarian aid abroad.

This thesis deals with researching and mapping the humanitarian aid provided to foreign countries and with involving into the international rescue operations of the basic and other components of the Integrated Rescue System of the Czech Republic. The State Humanitarian Aid of the Czech Republic abroad is performed and financed from the financial means allocated by the government from the state budget into the bound reserve of the General Financial Administration for the given year for the humanitarian aid. The partial target of the thesis is to submit the complete information about the international rescue missions and providing individual kinds of the humanitarian aid abroad. The partial goal was to find out the preparedness of the Czech Republic for providing individual kinds of humanitarian aid and to refer to possible drawbacks. The survey of implemented foreign rescue operations and humanitarian aid was focused on the basic component of IZS CR, taking part in missions abroad most frequently and participating in the largest extent in providing humanitarian aid abroad, i.e. Fire Rescue Service of the Czech Republic (HZS CR) and its departments. Concerning other components of IZS CR, the research focused on the projects of one of the most important and largest non-profit non-governmental organization, ADRA citizen association.
Failure of humanitarian assistance - a case study of Haiti

This thesis is dealing with one of the little explored spheres of international relations - humanitarian aid. The paper specifically devotes its failure in three main areas, namely the media, accountability and management of resources and aid dependency syndrome. Its aim is to analyze the possibility of eliminating these errors in the case of Haiti given that these failures were repeated throughout history of humanitarianism. In the present study I also include steps that in the future may contribute to more effective and transparent humanitarian assistance.
Social impacts of disasters and their solutions

This diploma thesis on social impacts of disasters and their solutions deals with disasters that have accompanied the mankind from the very beginning, their impacts and the effective solutions of such impacts. The theoretical section, in the first chapter, introduces the concept of disaster and it describes disasters that struck the Earth in the past and endangered substantially human lives. The second chapter is devoted to disasters of the 21st century and is divided into two parts. The first part of the second chapter deals with disasters of the 21st century in the world, including the current situation in Japan and the other part introduces major disasters of the 21st century in our country. The third chapter of the theoretical section focuses on the characteristics of basic disasters that may occur in the Czech Republic. The fourth chapter informs us about the impact and consequences of extraordinary events and crisis situations in the Czech Republic and about their solutions. This chapter introduces us to the way the Czech Republic addresses social impacts of disasters, which are an important factor in determining the seriousness of disasters. The concept of social impacts of disasters includes not only the loss of life or property, but also reduced ability of self-support of people affected by disasters caused by closing down businesses and their decreased work ability. The last chapter of the theoretical section, chapter five, deals with the role and responsibilities of state authorities and local governments during extraordinary events and crisis situations. This thesis aims at specifying social impacts of disasters and to propose some solutions. The results of quantitative research using questionnaire survey showed that we can confirm working hypothesis no. one, i.e. that one of the major impacts of disasters are social impacts. The thesis also includes research conducted using the method of guided interviews thanks to which we can confirm the second working hypothesis, i.e. that dealing with the impact takes place mostly in the reconstruction period after the crisis situation. Knowledge obtained while working on this thesis may serve as a comprehensive analysis of the current state of the Czech Republic in terms of dealing with social impacts of disasters.
