How to proceed in evaluating and financing science: International Audit recommendations

British company Technopolis Group and their partners performed between 2010 and 2011 a deep and complex analysis of the Research, Development and Innovation System in the Czech Republic. The outputs of this analysis are exceptional documents drawn by an internationally recognized authority with extensive experience in the field of management, evaluation and financing of research and development that give us for the first time an independent view of our system. The audit results are a very good starting point for the update of strategic documents such as Research, Development and Innovation System Reform or Research, Development and Innovation National Policy that should lead to the visible improvement of the RDI system effectiveness and contribute to the improved competitiveness of the Czech Republic. All the documents are accessible to general public on the Ministry of Education, Youth and Sports web sites http://audit-vav.reformy-msmt.cz/. The paper will inform about the most important recommendations concerning RDI management, financing and evaluation on all levels.

Quality of life assessment in the selected regions by the Data Envelopment Analysis (DEA)

The diploma thesis aims to do a research into quality of life of the selected regions in the Czech Republic and so to identify strengths and weaknesses of the individual regions. The research is done by means of DEA method on the basis of chosen criterions. The DEA method determines the effectiveness of individual districts and so it shows the living standard. Moreover, the DEA method also suggests the way how to raise effectiveness in the case of inefficient regions. The thesis also focuses on strengths and weaknesses of production units, which comes out from the assessment itself. For the application of the model, economic and uneconomic indicators such as unemployment, work inability, criminality, air pollution and the apartments' costs were chosen. These indicators represent inputs. In outputs, there are density of the road network and average wages included. All data relates to the year 2010. The assessment itself is carried out via a special software Frontier Analyst.


The human rights of children living in families and children in foster care in accordance

This thesis deals with the human rights of children living in families and children in foster education accordance with the legislation in the Czech Republic. In this thesis I present the structure and evolution of socio-legal protection of children and the laws that govern it. In this thesis my aim was to make comparison with selected European states and the countries of the European Union and propose recommendations de lege ferenda protection of human rights of children in accordance with Czech law and in accordance with international legal standards. To achieve this, I used the analysis of these documents. Based on the comparison and based on the data have been proposed recommendations leading to the observance and respect for the rights of children in the Czech Republic.

Employment of the Foreigners in the Czech Republic

Movement of citizens for work used to be and is a worldwide phenomenon {--} whether we consider moving of people for work within one country or between various countries. Since the beginning of the nineties, many foreigners have been coming to the Czech Republic with an intention to find work here and to improve therefore their living conditions. However, often they do not succeed to meet that goal as they wanted. In particular citizens from the former Soviet Union and various Asia countries do not find the best work conditions and assertion. If we do not mention illegal employment, even those who are employed legally often work for minimum salaries, in bad conditions and under continuous risk of expatriation. In this dissertation I focus on comparison of work conditions and work opportunities of citizens from so called Western countries and those from the former Soviet Union and South-Eastern Asia. Besides, in the theoretical part I endeavour to clarify the issue of so called client system which deteriorates strongly work conditions of citizens from the countries of the Confederation of Independent States and Russia.

Logistics and activities by local governments aimed at protecting the population

Growing natural disasters, catastrophes, indrustry accidents, mass disasters and dangter of usingt modern technologies are reason for serious crisis situations when huge damages arise and there are also human victims in these affected areas. Above all local authorities and integrated rescue system give the first aid to the poeople there. Logistical operations are used to mitigate the impact of this crisis situations too. Also the thesis has got a purpose to find out and evaluate the security of population´s protection in communities with extended activity Tábor, Soběslav and Jindřichův Hradec, to find out their readiness and in this way to confirm or refute the research question. It was determined as follows: Is logistic and its acivities determined to secure the people in chosen communities with extended activity sufficient to manage crisis situations and emergencies? Nowadays huge attention is paid to population´s security. In the theoretical part of the thesis the necessary terminology is defined which goes through the whole work. Individual chapters are dedicated to the description of local government units and solutions of emergencies. In other capters the security of population is described there are legislation of warning, hiding, evacuation, emergency survival and demarcation of integrated rescue system. Logistical problems are described, its historical progress and in particular chapters there are logistical goals, logistical activities, logistic and population´s security.There is also defined a role of State fuel reserves, units of the volunteer firefihters and non governmental non profit organisations. Methodics of this thesis consisted in assemby of literary sources regarding given issues. Then legislation in force of the Czech republic was used. By processing the internet sources were used too above all to access to legislation in force in full and then oficiall websites of Home office of the Czhech Republic, State fuel reserves, Central government authorities which deal with given issues. Qualitative research where technical, material and financial security was regarded in chosen areas was used in this thesis. Structured interview with emergency managment personnel of communities with extended acivities were used for obtaining data where activities implemented within the municipality werwe observed not in terriorial scope of the commuinity with extended activity. For finding the state of readiness if the activities aimed at protection population in chosen communities are sufficient the comprehensive index of readiness was chosen. Subsequently analysis and comprasison of the issues were made. Based on the evaluation the recommendation for improvement of readiness of the chosen communities were suggested at the and of the thesis. Then own conclusion of the thesis inform about fulfillment of the stated objectives and based on results said in this thesis about positive answer to given search question.

Documents concerning activities of Bohumil Laušman in Austrian and British archives

Bohumil Laušman was a social-democratic politician. He influenced the Czechoslovak politics between 1945-1948 and he contributed to the development of the socialist society. He emigrated to Federal Republic of Germany (Oberursel) after February 1948. Later, he went to Yugoslavia and Austria. He was kidnapped back to Czechoslovakia in 1953. Laušman was active in exile as we can see from archival collections. They can be found not only in Austrian and Serbian archives but also in British archives, e. g. in the documents of Blažej Vilím, Karl Maiwald or Jan Svoboda. Another important source of information is comprised in the memoirs of Rudolf Krupička. Krupička was a chemist who went to Yugoslavia with Laušman and supported him financially. He published a book where he describes their experiences. Materials relating to Laušman are available in the USA, too.

Ichthyofauna of streams in the Broumovsko Protected landscape area

The stream network in the Broumovsko PLA consist of drainage areas of the Stěnava stream (the Baltic Sea system) and the Metuje stream (the North Sea system). In the Stěnava drainage area was found 13 species fish and brook lamprey; that of the stream Metuje only 9 species fish and brook lampray.

Social and Charity Activities in the town of Milevsko and in its surroundings between 1918-1938

This thesis deals with social and charity activities in the town of Milevsko and in its surroundings between 1918-1938. The first chapter describes charity in a longer historical context from the beginning of Christianity through the Middle Ages to the Early modern period and subsequently the birth of it in Czechoslovakia. The second chapter defines characteristics of the first republic period and identifies free important turning points in the development of Czechoslovakia; firstly the birth of the new state, secondly the economic growth of the state and thirdly the financial crisis of the 1930s. The third chapter notices the situation in the town of Milevsko itself and in the Milevsko district between 1918-1938. It presents the main activities of individual institutions, clubs and religious organizations and describes interventions of the state in basic social problems. The fourth chapter focuses on several situations concerning lives of people from Milevsko and their mutual help. The fifth chapter reveals activities of three personalities who, each of them in her or his own way, participated in the life of the society at that time from the point of view of the charity.

Market power and efficiency in the Czech banking sector

With the use of exhaustive quarterly data for Czech banks, this paper aims to provide evidence on the effects of banking competition in the Czech Republic. First, writers measure the level and evolution of banking competition between 1994 and 2005. Second, they investigate the relationship and causality between competition and efficiency. They perform a Granger-causality-type analysis.
