Fire and rescue department of the capital city of Bratislava

The aim of this thesis is the analysis and description of the operation of the fire and rescue department which operatates in the territory of Bratislava, capital of Slovakia. To prevent damages on the lives of people and their property, it is essential that fire protection units will arrive on the place of incident in the shortest possible time. Effective blanket deployment of fire protection units in the city area helps to ensure it. The work thus focuses on the assessment of the current state of this blanket deployment and also on layout of the new deployment of fire protection units, which would fulfill the requirements of the time range and number of units required to be at the place of incident for fire protection intervention.
Evaluation and time development by fire department during fire-figting in the south Bohemia region in the last 5 years.

The aim of the Dissertation was to assess and analyse the times spent by PO brigades of the South Bohemian Region on interventions and to find out what types of interventions are the most time-demanding and to compare the times spent during fire fighting operations by professional and voluntary PO brigades, and thus to find out which PO brigades spend the longest time at fires. The research was carried out on the basis of the data acquired from the SSU programme for the period from 2006 to 2010. The analysis of the time spent on interventions for the period monitored was carried out for all the PO brigades on the whole, separately for professional and voluntary brigades, and measurement was carried out at JPO I. The hypothesis was verified, professional HZS brigades of the South Bohemian Region spend a longer time at a fire fighting intervention than the SDH brigades do. The research found out that both PO brigades and professional brigades spend most time at the intervention type known as ?technical assistance?, while least time is spent at the event type known as ?other extraordinary events?.
Determination of municipal fire protection units in the territory of South Bohemia region to perform task in the field of protection of population.

In order to preserve its existence since its origination, mankind has had to deal with a variety of adverse effects which have been largely influencing human conduct and behaviour. We become witnesses to events that are identified as exceptional, because they often occur unexpectedly and endanger the lives and health of people. These events cause great damage to property and the environment. They may arise from harmful reactions of forces and phenomena resulting from human activities, from natural forces or from a combination of both. Such events may be floodings, storms, technological accidents with the release of hazardous substances, major road accidents, extensive fires, acts of terrorism. The management of such incidents and emergencies requires the intervention of the Integrated Rescue System. The joint intervention of the components abides by legal standards and internal guidelines. During the intervention of the Integrated Rescue System, a crucial part of the activities is carried out by the Fire and Rescue Units. The diploma thesis deals with the legislation in the field of civil protection and population protection. Information on the history of civil protection and population protection tasks is provided. The administrative territory of the South Bohemian region is characterized. The issue of the Integrated Rescue System and its structure is dealt with. The Fire and Rescue Units are proposed as appropriate to protect the population.
Development of legal adjustment voluntary fire protection in Czech ant his influence on voluntary

My thesis deals with legal regulations which have been effective for 131 years and apply to fire prevention. It gives a survey of individual legal regulations and specifies duties of particular legal subjects. The thesis consists of four sections. In the first section the period from 1876 to 2007 is divided into six intervals according to particular laws in force, i.e. 1876 {--} 1941, 1942 {--} 1949, and 1950 {--}1953, 1954 - 1957, 1958 {--} 1985, and 1986 {--} 2007. I briefly described the history of fire protection development. The second section refers to the laws and edicts related to fire protection in the given period. In the third and fourth sections the number of fires in individual years are surveyed. The data obtained by the population census in the Czech Republic are also mentioned in these two sections. The data analysis enabled to find out the number of fires per 1000 persons in individual periods when particular legal regulations were effective. The hypothesis that the number of fires is influenced by the technique of fire prevention {--} was not confirmed. Undoubtedly, society development contributes to the trend when the number of fires is increasing due to fire-prone dangerous substances usage. To keep the sustainable fire frequency development, without conflagrations, it is necessary for the new fire prevention code to strictly set up duties of all subjects involved - including individuals. In accordance with fire prevention legal regulations violation, fines and punishments should express the seriousness of the offence.
