The preparedness of primary schools in České Budějovice in the area of protection of the population

More and more frequent vagaries of the weather, repeated natural disasters, increasing environmental pollution, industry expansion, overpopulation of the planet, religious disturbances, terrorist attacks, wars ? all this and much more matters to the whole human society. The terms such as ?emergency event? and ?crisis situation? are used hand in hand with this in the mass media on a daily basis. In particular, public protection was shaped by the World Wars and the so-called Cold War in the 20th century. Terrorism, uses of nuclear core and religious come into play in the 21st century. Advanced societies, like the Czech Republic, have responded to such a development by adopting a number of measures, creating lots of legal documents, establishing an integrated rescue system designed for managing emergency events. Professionalism of the integrated rescue system keeps improving. But what about an individual who the mentioned events also matter to? What information do the children have nowadays, would they be able to react correctly in emergencies, would they be able to give first aid in a right way? As for teaching public protection, how have the schools adopted themselves to the new era? History and the present of the development of the public protection are described in the theoretical part of the presented thesis. he public protection is viewed within the context of the present days and society i.a. in relation to the multinational organizations and European Community. The description of the school system of teaching public protection is the main linchpin of the theoretical part of the thesis. Guidance Notes by the Ministry of Education, Youth and Sports (the ?MŠMT?) ref. No. 12 050/03-22 to include the topic of protection of man in emergencies into the educational programmes and Guidance Notes by the MŠMT ref. No. 13 586/03-22 Protection of Man in Emergencies ? Amendment to the Teaching Materials for Primary Schools, Secondary Schools, Special Schools and Colleges of 4 March 2003 are the main regulations in this area. Following these documents, the level of cooperation between schools and the integrated rescue system in relation to the comprehensive teaching in the area of public protection in theory is described in the thesis. A hypothesis has been defined for the diploma thesis: Preparedness of primary school pupils in České Budějovice in the area of public protection is only basic. In order to confirm or disapprove this hypothesis, 14 primary schools in České Budějovice founded by the Statutory Town of České Budějovice were addressed in the research part of the thesis. After finding out what the situation at the individual schools is, a selective statistical set of 150 pupils was selected from the set of 28 years 9 of the above-mentioned primary schools and 681 pupils using a stratified sampling method. They were presented with a standard test originating from the test for year 9 outlined in accordance with the guidance notes by the MŠMT and the document ?Documents for Teaching the Issues of Protection of Man in Common Risk Areas and Emergencies at Primary Schools?. Basic methods of descriptive statistics were used to evaluate the test. The hypothesis was not confirmed, which is accounted for in detail in the final part of the thesis. The evaluation of the test results shows significantly better than just pupils? basic knowledge in the area of public protection. Zero hypothesis has been accepted on the basis of the experimental test and the empirical classification was replaced by the theoretical common classification i.e. Gauss curve. The intention of the use in practice has been to offer the thesis results to the primary schools for self-reflection, comparison and expansion or enrichment of the teaching plans. The participating schools were interested in being provided with the individual results already while processing the tests and in this respect they were satisfied.
The units integrated rescue system activity during suspected a possible terrorist attack using biological arms and toxins

The possible use of biological weapons has become a reality. In the face of the character and the organizational transformation of the phenomenon of terrorism and the incidents related to terrorist attacks today, the interest of specialists, politicians, general public and of course also mass media in the threat of bioterrorism and the posibility of misuse of mass destruction weapons is getting stronger. A biological attack means an intentional use of vital microorganisms or their toxic products to cause a disease and death in people, animals and plants. This is a very broad issue, that is why this work is focused especially on a short summary of main aspects of the problem, with emphasis on readiness of the integrated rescue system for extraordinary incident, eventually on a crisis situation, that could come as a consequence of the use of biological weapons. The methods of a biological attack and its main characteristics. The general public must be better informed about the possibilities of ultraterrorist attacks and must be prepared for the possible reaction in case of these attacks. Growing awareness would probably significantly contribute to the elimination of losses in the case of use of these biological weapons by terrorists. It is necessary to focus on the citizens´ preparation regarding existing threats of terrorist attacks, inform them how to identify symptoms of attacks with weapons of mass destruction and how to adequately protect ourselves against them. A rank of proceedings exists for the protection of citizens, such as sufficient amount of protective masks, means for decontamination, a complete programme for mass vaccination, a broader and deeper planning of processes for extraordinary situations, as well as information about emmergency escape shelters etc..
The risks of proliferation of weapons of mass destruction in developing countries focused on Iran

The thesis deals with the problem of proliferation of weapons of mass destruction in developing counties focused on Iran. In the first part, the nuclear politics of particular states are described and the motivation for nuclear armament or non-armament is identified. The second part is addressed to the development of nuclear technology in Iran and possible strategies of containing Iranian nuclear program are suggested.
Analysis of the causes of entry of the U.S. military into Iraq in 2003

The war in Iraq remains a controversial and debatable topic until now because of the lack of consensus about the causes of the outbreak. This thesis tries to analyze and objectively evaluate the most frequently mentioned possible causes of entry of the U.S. military forces into Iraq in 2003. Detail this thesis deals with security and political reasons that played in the decision of the United States over the future of Saddam Hussein a crucial role. Emphasis is placed on the proclaimed link between the Iraqi regime and the terrorist group al-Qaeda and then to the alleged existence of weapons of mass destruction in Iraq. In the case of politically motivated reasons the hegemonic position of the United States in world political system is taken into account. The development of US-Iraqi relations since the 90 of the 20 century is mapped. Finally, attention is paid to the presidency of George Walker Bush, the influence of members of his administration and the influence of neo-conservatism on U.S. foreign policy in the context of the war in Iraq during Bush's tenure.
Readiness of Ambulance squads of Jihočeský kraj for possible attack of terrorists by using nuclear, biological and chemical agents.

The beginning the thesis deals with the basic theory of terrorism and the character of the danger for the Czech Republic. Further the thesis analyzes the general theory of use of selected WMD types in connection with terrorism. The end of the theoretical part is dedicated to preparedness of the respective sector for a crisis. In the practical part the thesis focuses on the Emergency Medical Service (EMS) of the South Bohemian region and its preparedness for extraordinary events with the character of terrorism involving WMD.
Biological terrorism - New Threat in the Hands of Extremist Groups

In my bachelo´s work I am dealing with questions of a danger of misuse of biological weapons by some radical-thinking groups to promote their aims at the expense of our society and if the parts of integrated rescue system are sufficiently prepared for similar kind of threat and possible liquidation of effects. Nowadays when we can see an escalation of tension between radical-thinking groups of Islamic fundamentalists on the one hand and the civilized west on the other is misusing of B-agens as a means of weapons of mass destruction lies mainly in inconspicuously spreading it among civilians. It is necessary to realize that in sprite of the ban on production and holding of these agens there still is an arsenal of weapons of mass destruction with these agens available, mainly in the countries of the former Soviet Union. Problems arising from the misuse of biological agens as possible terrorist weapons become more real in a more globalized world such as the one in which the Czech Republic can be found. We gradually become a place where we have to prepare for possibilities that such cases of attacks can happen at our place. The threat itself of using these agens is bringing us a lot of questions. For example, if our security system is ready to deal with these kinds of extraordinary events. This range of problems is covered by a wide spectrum of scientific studies and that is why I do not try to investigated situations which could happen in case of using B-agens from the point of view of integrated rescue system components. The hypothesis that "bioterrorists" can with very little effort achieve very high impact as a result of their efforts is shown in work. By comparing and studying available materials, I discovered that despite the fact that all the materials are at very high levels of elaboration regarding the theory, on the other hand in reality, the components of integrated rescue system are not sufficiently ready and equipped for similar kind of possible danger and dealing with similar unexpected common event.
