KUBÁT, Robert
We live in the time when humanity is often threatened by exceptional affairs, which affect health or lives all of us. To stop or overcome dangerous impacts of these exceptional affairs in society logistic system is built, which eliminated these impacts. This thesis is focused just on this system which is prepared to solve exceptional affairs its devices and resources. In the Czech Republic it is secured solution of the affairs by public administration, which provides basic logistic support. The Fire Rescue Brigade of the Czech Republic is a basic link of a logistic chain. Last years the population of the Czech Republic could make sure about need of logistic support either during devastating floods or tragic accidents. The knowledge of procedures and practical skills of an activity of precautions of protection of population is one of the basic conditions its successful realization while an exceptional affair occurs. The aim of the thesis was to find out and to evaluate the state of a logistic support in a section of protection of the population in public administration with a focus on municipalities with extended activities on a base of crisis management department staff and inhabitants given municipalities. The whole research was aimed so, that after accomplishment of research with the aid of conducted interviews with public administration staff was obtained information about logistic support of particular towns. The view of knowledge and awareness of inhabitants of particular towns was gained by analysis of data obtained by questionnaire survey. Simultaneously this information reflects a general view of a real state of awareness of these inhabitants from the side of council halls. The municipalities with extended activity Týn nad Vltavou, Písek and Tábor include lots of other municipalities. If the thesis should dedicated all of them in a detail, the work would be very comprehensive. That is why it is focused with only particular towns. The methodology of work consisted of collecting theoretical information obtained especially from professional literature, websites and valid laws. In order to find out logistic support and state of awareness of inhabitants conducted interviews (included 21 questions) with crisis management department staff were accomplished. The development of the number of the state fire supervision inspections performed by Fire Rescue System of the Czech Republic from year 2001 depending on the number of legal and business natural persons
VÁVRA, Martin
The final thesis describes legislative development of the Czech Republic defining the state fire supervision. Next, it presents working aids which are used to unify the process of performing inspection activity within the state fire supervision. In addition, it presents individual steps involved in performing the fire inspection. There were set two hypotheses which correspond to the objective of the thesis. The aim of the thesis was to examine whether the number of performed fire inspections is sufficient considering the number of legal entities and natural persons conducting business activity in the Czech Republic. The practical part was elaborated in the form of qualitative research. The study group included the number of performed fire inspections within the state fire supervision of legal entities and natural persons conducting business activity, the number of members performing inspection activity and the number of legal entities and natural persons conducting business activity registered in registers of economic entities from 2001 to 2011. The research shows that if we checked all the economic entities in the Czech Republic during the fixed period, the repeated average period between fire inspections would be approximately 206 years. The average period of this enormous cycle has been decreasing since 2001 annually for about 5 years. To increase the efficiency of control activity I would suggest establishing a working group at the General Directorate of Fire Rescue Service of the Czech Republic which would determine according to the risk analysis the risk of performed activities, occurrence of large number of people and activities relevant to the functions of the state or the region, which establishments will be checked, in which periods and what kind of fire inspection will be performed. Therefore, it is necessary to create an integrated information and communication system which enables to store data and documents and follows the procedure of all departments of FRS CR focusing on prevention in similar cases.
Readiness of forces and equipment to manage emergencies, non-military and military crisis
KUBÁT, Robert
We live in a time when people are increasingly threatened by emergencies that affect the health or lives of everyone. To prevent or delay the dangerous effects of these emergencies and crisis situations, our society has created a system eliminating these effects. The thesis is focused on this system, which is tailored and ready to address emergency situations by using its forces and equipment. In the Czech Republic such situations are managed by using some of components of the Integrated Rescue System. The objective of the thesis was to identify the readiness of forces and equipment of basic components of the Integrated Rescue System, which are the Fire Rescue Service of the Czech Republic, the Police of the Czech Republic, the Emergency Medical Service and other components of the Army of the Czech Republic to manage emergencies. In order to determine how the individual components, members of individual components respectively, view the readiness of forces and equipment of basic components of the Integrated Rescue System and the Army of the Czech Republic, I personally distributed questionnaires focused on this issue. I made up one hundred questionnaires, and because I myself handed them out and collected them, the return rate was 100 %. Each file contains twenty-five questionnaires. Questionnaires were processed into tables and graphs and in this manner an overview was created showing how each of the components sees the readiness of forces and equipment to manage emergency situations.

Influence of hits with tragical consequences on the psyche of the fire men
ŽIŽKA, Jiří
Abstract In the theoretical part of my thesis I describe the Integrated Rescue System (IRS) in the Czech Republic, its function, basic components and the emergency committee function. I also focused the attention on the personality of a fireman and the fire management. I examined the determinants that are prerequisite for the successful crisis management performed by the IRS. In the following part of my thesis I refer to the history, the main commitments and operating methods of the psychological service of the Fire and Rescue Service Brigade of the Czech Republic. This service was established as a component of the professional preparation of firemen and for the event of providing the posttraumatic care for firemen, their family members and the public as well. The introductory chapter of the practical part deals with factors that diminish the working and expert potential of the fireman. Then I continue with the description of the tragic vehicle accident of a double-decker coach at Nažidla in the Český Krumlov area. The accident happened on March 8, 2003, and resulted in 20 fatalities. For my research I chose a quantitative method - the method of semi-conducted interviews, and then I analysed the data obtained. I conducted interviews with seven firemen who took part in emergency management of the vehicle accident at Nažidla. I asked them nineteen questions which I analysed subsequently with the intention to verify three hypotheses stated before. The analysis showed that: the immense tragedy marked the minds of the people involved both immediately and in the long term after the tragic accident: the following, unsystematic psychological care the participants of the accident were provided with proves to have had little effect. The tragic accident at Nažidla with all its consequencies enabled to formulate the conclusion that it is necessary to include the psychological preparation of firemen as a component of their regular training.
Individual units of the Integrated Rescue System and preclinical intensive care in drowning - the Police of the Czech Republic, the Fire Rescue Service, the Water Rescue Service - Czech Red Cross
PROCHÁSKA, Pavel
The South Bohemia region is well known for its rivers, lakes and dams. With these great water values it is difficult to prevent drowning, search and rescue work is also influenced by the vast river system. The main goal of my research was to map the technical equipment, personal proficiency and comparing the professional qualifications of the Police force of the Czech Republic, the Fire Rescue Service and the Water Rescue Service in the range of an appointed theme. I chose the qualitative analysis method. The research group consisted of nine individuals {--} members of the researched organizations. They answered my questions very uniformly. I wanted to discuss the relevant topic with the respondents and get to know their opinion. Totally contradicted information was not recorded. Data collection was in the form of interview recordings on a Dictaphone and worked into text. The research conclusions are quite clear. In all respects the Police of the Czech Republic, the Fire Rescue Service and the Water Rescue Service are able to help in drowning cases. Some of these units are relatively well equipped as is necessary (the Fire Rescue Service and the Water Rescue Service), other not so well because of the principal aim (the Police of the Czech Republic). An interesting issue can be noted in both professional organizations (the Police of the Czech Republic and the Fire Rescue Service) about assistance and cooperation with the Water Rescue Service in the case of first aid and help providing. It is unusual that this last organization mentioned is not supported by the government. The research proved elementary disparity between the specialization with great abilities and struggle for existence which they meet every day in the case of the Water Rescue Service. Better legislation could be the answer for their financial difficulties. There is also disproportion in preventing people from doing unsafe activities; a member of the Water Rescue Service can only recommend the people to avoid such dangerous behaviour, but by law he can not force the individuals to obey to his words. The law warrants only this procedure which is astounding.
