The Possibilities of Financial Analysis of Small Municipalities in the Czech Republic

The subject of interest in this bachelor thesis is to investigate possibilities which then may be used to make a financial analysis of small municipalities. The text describes global sights on public sector, its role, functions and government with focus on small municipalities and their perspective in the country. Then it continues in defining a budget process according the current Czech law. Part of the text contains a description of the financial statements and various approaches to their control. The purpose of the last chapter is to point out some shortcomings of those analysis on a specific example of selected municipalities including critical comments.
The Former Military District Libavá: the Establishment of the New Municipal Political System

This thesis focuses on optimization of military estates in the Czech Republic that is connected both to establishment of new municipalities and transition from military administration to local administration. The thesis tries to describe the process itself being finished by setting settlement units aside from military estates, reduction of their borders and dissolution of the Brdy military estate. A case study of the Libavá Town is also a part of the thesis. The study is trying to monitor the impact of the transition mentioned above on civil population and on the newly established local administration. Three methods were used to collect the data - namely half structured interviews with chief participants, a survey amongst Libavá inhabitants and media monitoring. A part of the theoretical part is also an analysis of military estates in Europe whose characteristics and differences are also presented.
Financing of Small Municipalities in the Czech Republic and its Political Impact

The thesis, Financing of Small Municipalities in the Czech Republic and its Political Impact, reflects a complex topic currently noticeable in the Czech Republic: the existence of critically indebted small municipalities. According to the yearly monitoring provided by the Ministry of Finance, the number of ill-financed communities is increasing. Due to their financial situation, a considerable number of small municipalities are forced to suspend many of the services provided to the residents, even though the legislation in effect guarantees equal competences for both small and big municipalities. In the case of indebted small municipalities, the difficulties are even multiplied. Often, the municipality is forced to abandon the prospect of further development and mere survival is in question. In the above- described communities, the participation in municipal politics tends to be significantly low and the residents express overall disinterest in public affairs. The aim of this work is to present three examples of highly indebted small municipalities with the number of citizens under 500 and to provide a detailed analysis on their situation. Classification of rural municipalities by developmental potential

The issue of rural areas in the Czech Republic concerns about 5,800 municipalities, what is 93 % of all municipalities in the CR. These municipalities cover more than three-quarters of the CR territory where live over 3 million inhabitants, more than one third of the total population of the CR. Although there is consensus that the countryside faces a lot of problems which affect the lives of many people on a large territory, the adequate attention to this topic is still not given by official authorities. This confirms the facts that the CR has not adopted a clear definition of rural areas yet and the rural policy is not a priority of programs of political parties. But the urgency of solving problems in recent years stepped up. Quantity of scientific teams that focus on countryside problems increased. They are defined different typologies of rural areas, are seeking methods for dissolve disparities among different areas, there are efforts to measure the development potential of municipalities. Josef Bernard Dizertační práce Local politics in small municipalities and its informal aspects Abstract The subject of the thesis is the analysis of political processes in local government of small municipalities in the Czech Republic. The author focuses particularly on the question how do the activities of local government influence the different aspects of local life. The goals of local government, the negotiation of these goals and the role of different local government members in achieving these goals are examined. The thesis is based on three theoretical approaches - on the theories of local communities and their development, on the social capital theory and on theories of local political leadership. Different types of empirical data are used in the thesis: qualitative interviews and non-standardized observation of political processes in selected municipalities, questionnaire data and census data as well as other accessible statistical data on local communities and municipalities in the Czech Republic. Small Size Municipality Revenues in Czech Republic

The aim of this thesis is to evaluate the system of municipality incomes in the Czech Republic with respect to specifics of small municipalities. In last few years these municipalities have become a frequently discussed topic because of their lower incomes. The legislation has been devoting to this problem since 2008 and the differences between large and small municipalities in the Czech Republic were removed. There is income analysis of all municipalities in the Czech Republic from 2000 up to 2012 in this thesis. The municipalities were divided into two groups. The first group contains small villages, defined as municipalities up to 499 inhabitants. In the second group there are other municipalities of the Czech Republic except small villages, statutory cities and the Capital City of Prague. The real data were recalculated per head for this analysis and minimum, maximum, median and arithmetic mean were found. Variability of incomes is evaluated from these results. Regression and correlation analysis is made in some groups of revenues because of finding dependence among variables. Disparity in incomes of small towns and other communities is assessed by comparing the arithmetic means and medians between groups of municipalities using a Two-Sample t-test and Mann-Whitney test. Revenue growth is evaluated determination of the trends of the time series using linear regression. Some specifics in financing small villages were found from these analyzes. There was also confirmation of the hypothesis that small municipalities have lower incomes per an inhabitant.
Možnost ekonomického rozvoje malých obcí: srovnání případových studií Morkůvky a Kurdějov na Hustopečsku

Bachelor thesis deals with the possibilities of economic development in small municipalities. I namely focus on municipalities Kurdějov and Morkůvky. First I describe problems which small villages have (technical infrastructure, civic amenities, the migration of the rural population and its aging, human and social capital). I also deal with opportunities for the development of small villages (housing, business, recreation and tourism). Subsequently I statistically characterize the situation of small municipalities (200 -- 499 inhabitants). Then I characterize the municipalities Kurdějov and Morkůvky in terms of geographic, demographic and structure, economic and technical infrastructure. Finally, I suggest opportunities for the development of both municipalities. The results show, that the municipality Kurdějov has much greater potential for development than Morkůvky. The reason consists in closer distance from the town Hustopeče, connection to the highway D2, which is also the cause of greater interest of tourists. There are also business entities that can offer tourists services (accommodation, restaurants). Both municipalities should be focused on promoting.
Maloobchodní podnikání a marketingová doporučení pro prodejny potravin v malých obcích

This diploma thesis deals with the marketing of grocery stores. The aim of this work was to develop marketing recommendations for grocery stores in small towns in order to improve their relationships with customers and increase traffic to the outlets. Resultscontain qualitative research in the form of in-depth interviews of twenty operators of grocery stores in Brno region, the outputs of these interviews were analysed using grounded theory. The second part of the research was carried out in the form of a questionnairesurvey, the sample consists of 317 respondents. There are verified assumptions formulated on the basis of the findings of qualita-tive research. The main findings of this study are marketing recommendations that lead to improvement of satisfaction of current and potential customers, these pro-posals concern implementation of merchandising and category management.
