Optimization of Public Procurement Process from the Perspective of Specific Contracting Authority

The diploma thesis deals with the topic of Optimization of Public Procurement Process from the Perspective of Specific Contracting Authority. The thesis introduces the main contracting authority problems based on the analysis of concrete public procurement and an interview with Town Hall staff. Next there are described the main differences between the current and previous Public Procurement Law and the method Design - Build is presented.
Comparative analysis of applying the public procurement law by authorities of state administrative and self-government

(angl.) This thesis discusses the public procurement law. The thesis is a case study. The author follows up on how the law is being used with public procurement at chosen institutions of the state administrative and self-government. The first part of the thesis deals with the explication of the term public procurement and other related terms. The explanation of the term public procurement as the tool of public policy serves as an acquisition. Furthermore, the thesis covers theoretical concepts, which enter the process of public procurement. Through the process of analysis, the analysis of documents and comparative analysis, the author determines whether the law is sufficient for the acts the people working in public procurement have to carry out. The results of the analysis indicate that there are stages of public procurement in which there is a need of creating a methodical material regarding procedures.
Specific aspects of public procurement in IT services

Public procurement in IT services has recently experienced a significant increase in size and numbers, as well as in the amount of invested financial means. As a result of these trends, problems related to the execution of this type of public procurement have increased as well. Several critics blame these problems on current legislation that is allegedly insufficiently adapted to this specific kind of public procurement. The aim of this thesis is to assess whether the current legislation (particularly, the Act no. 137/2006 Coll., on Public Contracts) gives contracting authorities procuring in the field of information technology enough opportunities to conclude public contracts without difficulties. Or, if this alleged insufficient adaptation of the current legislation to public procurement in IT services is not real. From this assessment, several alterations that could be made to the legislation are suggested. Such suggestions could be used in discussions of the new act on public contracts, which is currently in the early stages of preparation. This thesis has three chapters. A comparison of ways to ensure autonomous services in public interest by municipalities with extended powers

The main aim of this work is to analyze approache of different methods providing public goods in the public interest by municipalities with extended powers in the Czech Republic. In addition to the characteristics of individual methods the work focuses on legislation, particularly the new regulation on public procurement under the Act no. 134/2016 Coll., On public procurement. The aim of this study is to compare internal regulations of local governments for the procurement of small scale, beyond what the law requires. It refers to the release of the required transparency in these processes and the associated increase in administrative burdens for procurers and suppliers of public procurement.

Diploma thesis deals with identification and analysis of the risks in procurement at ČEPRO, a.s. with usage of FMEA method. Companys business activities are transportation, storage and distribution of the oil products, storage of the state oil product funds and managing of the fueling station net called EuroOil. The aim of the thesis is the identify and analyze potential risks in ČEPRO, a.s. procurement process with usage of the FMEA method and propose measures that could lead to improve the procurement process. Thesis is divided into four chapters. First chapter deals with the procurement theory, second chapter deals with Czech public procurement act, because ČEPRO, a.s. use the procurement processes that are inspired by this act. Third chapter presents the company, companys procurement organization and procurement processes. Fourth chapter identifies and analyze the potential risks in the procurement processes and propose the measures that could to lead procurement processes improvement.
The process of public tenders for the police

The aim of the thesis is evaluation of the public procurement issue in the Police of Czech Republic (Policie České republiky) namely from beginning of the public procurement until its realization. Aim of the thesis is evaluation of the process of public procurement in the Police of the Czech Republic from the theoretical point of view, thus description legislative environment and from practical activities involved subjects the point of view as well. Procedure itself of the public procurement is regulated by the generally regulated legislation, but regarding to the subject of the contract owner like Police of the Czech Republic, is this procedure determinate by the Ministry of the interior regulation. One of the basic presumptions for effective and economical spending of the public funds, not only in the police, but also in the whole public administration, are correct public procurement when buying services, supplies or building operations. In this thesis is described procedure in the realization of the public procurement from its planning until contract concluding. In the thesis are also mentioned subject, which are involved in this process including their rights and responsibilities.

The main objective is to compare qualification requirements of public works contracts in the field of water management structures. The analysis was performed on four specific public contracts, with an analysis of the differences between them were found. Public contract, open procedure, simplified sub-limit management, qualification, qualification requirements, the sponsor, the expected value, the law on public contracts.

Abstract The subject of the thesis is "Processing of an offer to a public tender by construction company" from theoretical and practical perspective. In the theoretical part, I define terms related to selecting and processing of the offer briefly. The part describes terms such as marketing, project management methods, project planning including determination of the offer price. I look into the Public Procurement Act, which I consider to be an important control instrument in the processing of offers to public tenders by construction company.
