Semi-presidentialism: President in the French Fifth Republic

In 1958 the French Fifth Republic was established. The creation of the Fifth Republic was in the interest of many researchers due to its specificity. A political scientist Maurice Duverger found an inspiration for a new type of the political system in the emergence of the new republic. Duverger's theory of semi-presidentialism became the fundemental for further study and it became a model for many emerging regimes. The main aim of the thesis is to analyze the president's position in the French semi-presidential political system. The theoretical part of the thesis describes an essence of the semi-presidentialism, its characteristics and the role that president plays in this system. The empirical part focuses on the president's constitutionally enshrined powers and it outlines the reforms that had an impact on the institution of the president. This part also answers the question why the president's influence depends so much on his relationship with the prime minister.
Solution of the conflict between the representatives of executive power in a semi-presidential system: the case of Finland

The thesis deals with the transfer of powers within the executive of the Finnish president to the Prime Minister. Its aim is to analyze the gradual change in distribution of powers which at the same time entails the transition from the semi-presidential system to parliamentarism. It also aims to find out what were the causes of these changes. The thesis should confirm that Finland can already be considered a pure parliamentary system. It focuses on the practical performance of foreign policy which is often a subject of disputes between the representatives of the executive. The aim is to find out whether the Finnish policy implemented within the European Union is at the level of domestic or foreign policy. The first part is devoted to the very concept of the semi-presidential system, its origin and different theoretical views of political scientists who have dealt with this issue. The following part deals with the characteristics of semi-presidential system in Finland and describes the process of changing the role of the president. The last chapter analyzes the constitutional amendments and the new constitution. It compares the powers assigned to the head of the state and to the Prime Minister according to the old constitution and the new one.

Přestože patří Francie mezi země s vysokou mírou politické stability, je členem nejdůležitějších mezinárodních organizací, ve kterých mnohdy zaujímá klíčové postavení (OSN, EU), její politický vývoj byl vždy pestrý a v mnoha ohledech i dynamický. Tato komplexnost francouzského politického systému vedla autora k vymezení podtématu, s jehož pomocí se tento systém pokusil rozebrat. Cílem práce je charakterizovat a na konkrétních příkladech ilustrovat, jakou roli mělo zavedení přímé volby prezidenta republiky v roce 1962 na politický systém V. republiky v teoretických i praktických rysech. V závěru práce autor hodnotí minulé prezidentské volby a pokouší se nastínit možnou budoucí orientaci francouzského politického systému.
