Crisis documentation of municipality with extended competence Český Krumlov

This bachelor thesis addresses crisis documentation more accurately crisis documentation of municipality with extended competence Český Krumlov. I am pursuing this topic due to need of crisis documentation for solving exceptional events and crisis situations. At the arising of an exceptional event or crisis situation municipal authorities are required to solve life protection, health protection, property protection and environment protection. Municipal authorities can also participate in carrying out rescue operations and disposal operations. For that purpose, crisis documentation of municipality is prepared and preparations are realized for its utilization. Due to renewal of crisis documentation of municipality which is required by law to be updated every four years I will compare old plan from year 2012 with new plan from 2016. I am making the comparison for the purpose of finding changes and differences in plans if warranted to justify these changes and offer subjective proposals for possible improvements. The theoretical part of this thesis concentrates on crisis planning and its development in the timeline. Further I am focusing on to the administrative authority which fulfils tasks and duties according to the crisis plan and partake in its processing and updates. In the conclusion of this part I am taking a look at the legislative documentation which are closely related to this problematic of crisis plans and their place in the laws of Czech Republic. Second, practical part of this thesis is monographically focused on territory of municipality with extended competence Český Krumlov. Here I am engaging in inspection and analysis of crisis plans and their comparison with following evaluation of changes. As modus operandi, I choose comparison for higher clarity of this thesis but especially for the purpose of own proposals for possible improvements of the crisis plan As sources, I am using documentation of municipality Český Krumlov as well as documentation provided by Firefighting department of Czech Republic located in Český Krumlov. Target of thesis is defining and explaining changes in crisis documentation and subjective proposal for possible improvement.
Improving awareness of social service providers about the best ways of behavior when an emergency

The aim of the thesis was "To assess the current state of awareness of the personnel of the social services providers in the field of extraordinary events, to assess the effectiveness of the implemented training program". Based on the stated objective, then, to verify 2 established hypotheses. Hypothesis No. 1, ´Awareness of social service provider staff on the recommended behaviour manners during extraordinary events does not reach 80% of correct response success´ , and Hypothesis No. 2, ´Social service provider staff education leads to an improvement in the current situation of behaviour manners during extraordinary events´. To fulfill this aim, a research survey was created, which I personally carried out in 4 social service providers, fulfilling the following criteria: the social service provider had to provide a ´stay´ form, handicapped individuals had to stay there´, and the place had to be located in the region of South Bohemia. The results were being evaluated via graphics processed in Microsoft Excel Word 2007 programme. To evaluate Hypothesis No. 2 I created an educative material in an e-learning form, containing 5 thematic areas: protection of population, fire, floods, chemical substances, and radio-active substances. I introduced this educative material to the social service provider staff, and subsequently I carried out a second round of interview survey. In the results of this work I was comparing the staff´s responses before the implemented educative programme, and after. The results of my research work have proven that the less staff takes part in education on protection of population, the less individuals are introduced to the recommended manners of behaviour during extraordinary events. The educative programme has brought valuable information for the social service provider staff. An improvement was missing in certain responses, but in my opinion, this is due to an extremely expert or thematic area of questions. The comparison of knowledge of electromagnetic field theory for laymen and experts within the civil emergency preparedness

The thesis "Comparison of knowledge of electromagnetic field theory of the laity and experts in the context of civil emergency preparedness" to put three goals: 1. The formation of the structure of an electromagnetic field for experts. 2. The reaching of the comparison of knowledge among experts and laymen. 3. Statistical processing of the results. The author has set the following hypotheses: H1. Theoretical distribution of knowledge in a sample of the general public will have a normal distribution . H2. Theoretical distribution of knowledge in a sample of professional community will not have a normal distribution. H3. The comparison of knowledge among the experts and the laymen will lead to an alternative hypothesis. The thesis was based on the knowledge of the theory curricular process. On the basis of this theory was made up not only the structure of the electromagnetic field, but also the questionnaire. An important step in this thesis was the creating a model structure of electromagnetic field . The structure was based on an analysis of the scientific system - the system of educational programs in the field of civil protection.The same structure was applied to the general public. An important step was to compare the knowledge of protect the population from experts and laymen. This issue has not been investigated in detail and it did not compare the knowledge of laymen and experts in the studied physics. The idea came from the possibility of extraordinarily events where respondents can meet with electromagnetic fields and will need the relevant theoretical knowledge. The aim was to the statistical evaluate of the applied questionnaires. There were applied nonparametric and parametric testing as the verification methods. The theoretical division of knowledge of experts is supposed Poisson distribution, on the contrary, the theoretical division of the general public should have a normal distribution. There was also compared the difference between knowledge of laymen and professionals. The using of the statistical methods have been received and confirmed the hypothesis and the thesis goals were fulfilled.
Plan of Measures for Implementation in the Event of an Emergency Situation at a Swimming Pool

The thesis focuses on creation of precaution „Plan applicable in case of exceptional/unsafe incidents taking place at TJ Tesla swimming pool located in Brno”. The theoretical chapter(s) deal with legislative framework and related bills regarding leak of dangerous substances from buildings. It also deals with protection of population within the Czech Republic with regard to separate measures applicable according to the character of incident. The practical chapter(s) deal with analysis of risks within the premises and define the character of unsafe attributes of the risk sources. The various risks are therefore modelled in order to show the possible range of unsafe effects on population. These models are necessary to define the most effective protective measures applicable while exceptional/unsafe incidents occur. The aim of the thesis is to create the specific precaution plan as well as dispute the way the incidents of unsafe substances of below the legislative limit amount could be handled.
Protection of Population against Consequences of the Chemical Accidents

This thesis aims to protect populations in chemical accidents. The introductory chapters present basic concepts related issues, basic terms on hazardous chemicals and their markings. You can also find here case studies of chemical accidents from the past compared to he present. It is important to note the consequences of accidents that can affect all sorts of situations. Regarding the issue of protection of the population, there is an overview of suitable means to prevent these dangerous substances, which continues to guide how to behave in case of an accident. This guide should be beneficial to anyone who is in the emergency planning zone and is therefore more vulnerable. At the end of this thesis we can find the state of readiness assessment and proposals to improve the situation.
Analysis of Utilize of Web Sites of Offices from Municipal Disrtricts of City of Brno to Provide for the Information to Citizens in the Area of Population Protection.

The bachelor thesis focuses on analyzing websites run by authorities of individual Brno quarters to provide information to citizens in the field of protection of population. The aim is to assess the extent to which the authorities of city districts use web sites to inform the public in the field of protection of population. In this work, analysis of approaches to solve this issue and its evaluation with a proposal to remedy the situation was done.
Evacuation of Persons during ESs, Preparedness of Citizen to Survival

The subject of my bachelor thesis is „Evacuation of Person during ESs, Preparedness of Citizens tu Survival". In my thesis I characterize the present state in the described area. I used informations from the special literature and websites and then from my practical experience from my profession of rescuer. In the first part of my bachelor thesis I am engaged in basical items of history of Citizen Protection from Emergency Situations with details concerning the evacuation and emergency survival. Then I mention legislative regulation, laws and instructions connected with this problem and I try to bring analysis of the present state. In the chapter Emergency Situations I mention possible exposures of citizens in the Czech Republic, in which the evacuation is needed and I indicate the particular examples of these situations. Thereinafter I decribe the activities and duties of authorities and Integrated Emergency System as the mean subjects responsible for the evacuation and emergency survival of citizens. In the second part of my bachelor thesis I give a summary of the evacuation in the most important points: its provision, the ways of realization, problems of emergency survival. I mention my own ideas including recommendations of citizens. In the practical part I value the results of survey aplicated on the small specimen of citizens in my place of living. In the survey I examine knowledge of citizens relating to the subject of my bachelor thesis. In the conclusion there is a suggestion of evacuative bag by my own conception.
Research between students of selected high schools inside and outside the emergency planning zone of the Dukovany nuclear power plant in field of population protection

Spectrum of threat types and their combination is very extensive. The essence remained for chiliads unchanged, but during the development of mankind some patterns extinct or changed their shape, other reappear. Efficient managing of emergency situations requires beside this competent specialists, organizations, systems and legislative regulations and also ready and well-informed population. Principal part of knowledge and skills in the field of inhabitants protection and behavior in the emergency situation acquire the kids on the primary and secondary level of education. This object is included in the education on the primary and secondary schools according to Instruction of Ministry of Education, Youth and Sport about the integration of the subject of protection of man in a emergency situation into the education program, r. n. 13 586/03-22, and the related appendix to the educational documents "Protection of man in emergency situations", r. n. 13 586/03-22 of the 4. march 2003. Education proceeds to the extent of at least 6 lessons in every class, most often cross-sectional within the selected school subjects. Very important role in the education of inhabitants plays Fire Rescue Service of the Czech Republic. This master thesis focuses as one of its main goals on the inquiry of the knowledge and opinions of the selected age group of 15 to 20 years old related to the behavior in the emergency situation and to the knowledge of the integrated rescue system. Another goal was to find out, if the results of the inquiry are influenced by the fact, that the school and permanent home of the student is situated within or outside the emergency planning zone of the Dukovany nuclear power plant (EPZ Dukovany NPP). The theoretical part focuses mainly on the development of the education of children and youth in the field of protection of population after 1991 and on the contemporary system of education in the field of protection of man in emergency accident on professional and grammar schools. In the experimental part of the thesis two hypothesis were set. According to H1 should at least 75 % of the students correctly answer more than half of the questions. H2 was divided into two partial hypothesis, whereas it was supposed, that between the informedness of the students of grammar schools resident and studying within EPZ Dukovany NPP or outside EPZ Dukovany NPP and the students of the professional schools resident or studying in EPZ Dukovany NPP and outside EPZ Dukovany NPP these is no statistically significant difference. Presented data were acquired on the chosen schools within and outside the EPZ Dukovany NPP in the form of questionnaire survey. Questionnaire was set together from four questions of qualitative nature and 16 questions of quantitative nature. On the grounds of the measure data it was necessary to reject the hypothesis H1, since only 21,5 % of the students answered correctly more than a half of the answers. The average achievement in the questionnaire was 41,3 % of correct answers. In the testing of parametric hypothesis was by means of comparison of the selective statistical sets proved, that the informedness of the students of both types of secondary schools is on the same level and further that there is no significant statistical difference between the informedness of grammar school students living in and outside the EPZ Dukovany NPP. The hypothesis H2 was thereafter confirmed. The results imply, that the informedness of students in the field of the protection of population is insufficient. As a suitable solution of this problem appears the education of these topic within a separate subject focused on the protection of man.
Knowledge of pupils of upper primary schools in the field of protection of population in South Bohemian region

Lives of each of us may bring unexpected situations, such as natural disasters, accidents involving release of hazardous substances or extensive traffic accidents. Statutory regulations and organizational measures taken by the state serve to mitigate the consequences of such emergencies. One of the tasks of the state is to protect the society, which also involves protection of population. Citizens themselves can contribute to the mitigation of the consequences of emergencies. Therefore, it is important to educate the citizens in this regard for them to be able react adequately. As part of the training of the population it is important to inculcate children from their early age with the basic rules of protection and help. Thus the issues of protecting people in emergencies are part of framework educational programmes for preschool, elementary as well as secondary education. It is the issues of protection of population that the theoretical part of this thesis deals with. The introduction describes protection of population from a historical perspective. It subsequently describes the current situation not only in the Czech Republic but it also briefly describes the context of the European Union and the political-military organization NATO. The thesis also describes the system of education in the sphere of protection of population at elementary schools. An integral component of the theoretical part is a chapter dealing with the integrated rescue system. The theoretical part is concluded with a chapter on statistical methods. The objective of the thesis was to find out about the level of knowledge of pupils in the 6th and 9th grades in the sphere of protection of population at selected schools in the South Bohemia region and to compare, subsequently, the knowledge of these pupils using the methods of descriptive and mathematical statistics. The following hypothesis was formulated for this thesis: 'Pupils on the 9th grade of elementary schools in the South Bohemia region have significantly better knowledge in the sphere of protection of population than 6th-grade pupils.' To achieve the defined objectives and to test the hypothesis, it was necessary to create a questionnaire focusing on the issue and to carry out a survey. The research group consisted of 100 pupils from 6th-grade classes and 100 pupils from 9th-grade classes at eight elementary schools in the South Bohemia region. The questionnaire submitted to the pupils included 15 questions. The questions in which the pupils showed a lack of knowledge mainly included questions focused on first aid. Evaluation of the questions shows that only 25 % of the pupils surveyed know what the frequency of chest compressions during resuscitation of an adult is and that 54 % of the pupils know how to behave in a situation where somebody is a victim of a high-voltage electric shock. Another problem area is the knowledge of signals. Only 51 % of the respondents know the signal for 'General Warning' and know what to do in the event this signal is sounded. The signal of 'Acoustic Siren Test' is known by only 21 % of them. In contrast, the issues in which pupils showed a good knowledge include, for instance, emergency telephone numbers (85 % of correct answers), integrated rescue system (87 % of correct answers) or evacuation (86 % of correct answers). Overall, the 6th-grade pupils answered all the questions correctly in 52.9 % of cases; it was 58 % in the 9th-grade pupils. The selected hypothesis was tested and confirmed using the methods of descriptive and mathematical statistics. The processed data is presented in the 'Results' chapter and it is subsequently evaluated in the 'Discussion' chapter. The benefit of this thesis is in an obtained image of knowledge in the sphere of protection of population shown by pupils of elementary schools. The outputs of the thesis have been provided to the participating schools.
Protection of population-teaching aid for seniors

Protection of population - a teaching aid for seniors Thesis topic is "Protection of population - teaching aid for the seniors." The theoretical part of the education system of seniors how they can develop their personality even at an advanced age and thus come to fulfilment. The work is also described as insight into the history of protection population and its current state. It is important to realize continuous development of this area, particularly in the approach to the risks and dangers that surround us, their analysis and subsequent action. A prerequisite for the efficient functioning of the security system are appropriate legislative measures. The important part is undoubtedly a preventive educational activity in the area of civil protection and fire protection focused on citizens. The work classifies emergencies and carries out the tasks of civil protection. The theoretical part also describes cooperation at the international level. The aim was to create educational material for the elderly, aimed at protecting the population and treated on the basis of available information and literature. In the result, therefore, to raise awareness among the elderly in the area, this may be in danger of their lives, health or property. To accomplish this aim it was necessary to choose basic and essential information from available sources. It was mainly about the basic concepts of civil protection, classification of incidents and how they behave in given situations. It was also necessary to create a questionnaire including questions on precisely the subject of protection of the population in relation to the citizens themselves - seniors. The questionnaire was administered in elderly patients visiting senior's club Šance in Týn nad Vltavou and was subsequently verified normality knowledge. Following the improvement of information for seniors from the aforementioned club was created block of three lectures where senior citizens have clarified the issue of protection of the population, especially in relation to their self-protection. Chapter "Results" includes an evaluation questionnaire. Presented are the issues and their graphic evaluation. Using mathematical and descriptive statistics were verified whether knowledge of seniors in the area of civil protection division has knowledge of near normal distribution. The hypothesis was verified and accepted. The result of this work is an educational tool that is further specified in the chapter "Results". The complete version of teaching aids is the appendixes, which among other things are also presentations that were used to lecture at the senior's club Šance. The output material will serve as an informational tool for seniors visiting senior's club Šance. Another possibility is the use of teaching materials electronically, where the material will be available on the website of the town Týn nad Vltavou and provide the necessary information not only seniors, but also to other citizens, who express concern over the issue of choice. Interest in electronic form of educational toys showed a primary school Hlinecká in Týn nad Vltavou.
