Current problems of self-employed persons pension and sickness insurance in the field of insurance collection and benefits payment and proposals of their solution

Bachelor thesis is focused on current issues in the pension and sickness insurance of the self-employed, where fundamental changes occurred from 2009 onwards regarding not only collection of premiums but also the benefits provided by these systems. The system of insurance for self-employed persons underwent a long development period, every stage from the very beginning of insurance through interdependence of pension and sickness insurance to their complete separation affected the current behaviour of the self-employed in this field. Premiums should be understood also in terms of coverage of social incidents, which is an illness, injury, disability or old age. The amount of benefits provided from the system depends on the amount of premiums paid and the period of insurance. For this reason, attention in the thesis was paid to the issue of present statutory regulation of premiums, focusing on special-purpose sickness insurance premiums for the self-employed and the subsequent payment of benefits. Also in the field of pension insurance it is necessary to consider whether the premium payers are sufficiently aware of the link between premiums paid and the amount of such benefits, and can responsibly decide on the choice of assessment base, which has an impact on future security in retirement. The objective of this thesis is, based on an analysis of main problems which consist of complexity and comprehensibility of the existing legislation in force for self-employed persons, to suggest changes aimed at simplifying it. The given topic was studied using qualitative research through semi-structured interviews in a relatively narrow circle of self-employed persons with the aim to investigate the status quo, to get a detailed understanding and practical application of the provisions of the Act. Based on the knowledge and experience from practice, questions were prepared, which were answered not only by clients but also by District Social Security Administration Office staff in Strakonice who deal with administration of premiums. Based on evaluation of individual respondents' replies and with regard to the current problems during practical implementation of pension and sickness insurance administration, an opinion was obtained that the existing legislation is complex and confusing for the self-employed. Therefore, measures were suggested, which could be used as tips for possible amendments to legislation in the field of self-employed persons´ insurance premiums.
Why People Decide for the Premature Retirement

This document deals with present claims to pension payment and to amount of recognized payment, as well. It is divided into two parts {--} theoretical and practical. The theoretical part describes shortly the constitution of the social state and its incomes policy. It goes on from the formation of the social security to the formation of the modern pension systems. This document outlines history of the establishment of the pension insurance in The Czech Republic since 1918. It describes trend and changes in the sphere of the claims and amounts of the pension payments. It includes newly the nominated reforms of the pensions that have been accepted partly and that shall be valid from 1st of January, 2010. Practical part includes the field research via questionnaire. Respondents (clients of the District administration of the social security in České Budějovice who inform themselves or who ask for the premature old age pension) answer the questions concerning their motives that result in applying for the claim. Practical part shows clients´ motivation that entail the retirement before the legitimate claim for the pension payment comes on.
Funds for the Retirement Age

The diploma work deals with an analysis of the contemporary income distribution system in the Czech Republic and a chosen country of the EU. In order to compare the social system of the Czech Republic with another one, as the representative of the EU Slovakia was chosen for both countries have the same roots in the social area and their developement after dividing the CSFR is not so different as it is in comparison with other countries of the EU. The aim of this diploma work is to make a rounded-off view of the social systems of both countries and their comparison. Nowadays, scarcely anybody doubts that necessity for regulations and reforms in the area income distribution system is bigger and bigger. So far the inhabitants have been appealed for not relying just for the pension paid by the state but for ensuring their retirement from their own funds, especially if they are economically active. Among these funds belong different forms of investments and savings, life insurance and pension insurance. These funds are believed to be the most suitable and accessible means of creation of financial reserves used in the retirement and this diploma work deals with them as well. The diploma work should clarify the problems and by means of a scheme of the system existing in the Czech Republic make easier appreciation of steps made in various life situations.

Social security in the USA and in the Czech Republic

The bachelor thesis deals with social security in the United States of America and in the Czech Republic. The thesis consists of four chapters. Introductory charter describes the history and development of social security law in the Czech Republic, defines key terms and identifies the sources of law. The second chapter provides a description of the social security system in the U.S. and outlines key elements of health reform. The third chapter focuses on the social security legislation in the Czech Republic and also describes the International Treaty on Social Security between the U.S. and the Czech Republic. The last chapter contains a comparison of the various areas of both states.
Analyse of a current state of pension insurance in Germany

The principal aim of this bachelor thesis is analysis of a current situation/state of pension insurance in Germany and forecasting of its future development regarding the possible risks of financing in connection with the changing of demographic structure of the German population. First, this work will focus on the system functioning, its history, present situation, financing and current as well as planned reforms. The gist of the analysis reveals problems of financing resulting from the expected demographic development and it will also detect the influence of unemployment. Next, the work will describe the alternatives of individual pension insurance in the form of private retirement income insurance with direct or indirect state contribution. The conclusion will show the way in which pensions will be paid out to Czech citizens who work in Germany on a long-term basis.
Pension system reform in CR

The object of my diploma is focused in the pension system of The Czech Republic and the perspective of it in the future. At present there is still no problem in the financial balance of the pay-as-you-go pillar but due to the ageing of population the Czech dominant pillar will certain face to serious problems in case of no modifications. This conclusion arises from the first part of the analysis which also consists of the possible parameter modifications that could keep the system in balanced in long term. The next part is the analysis of the savings in the pension funds as the main alternative to the PAYGs. Each approach has its advantages and disadvantages which are main objects of both analyses in this diploma. Beside of the ability to keep the system stabled in financial terms I examine also the equivalence of contributions to the level of pensions that is important for the motivation of people to be responsible for their financial security in their old-age. The last part deals with the experiences of the pension systems in Chile, Slovak Republic and Sweden from where we could gain the real results of the reformed systems in different way in each country. From the results of these analyses I also give some possible recommendations for the elementary modifications in Czech system in the final part.
Public insurance funds in the Czech Republic

The objective of this diploma thesis is to describe public insurance funds of social security and to analyse their indicators and factors which influence these funds most. The social insurance system is significant revenue and expenditure channel of the national budget in the Czech Republic. Social and private insurance are two basic types of insurance. Social solidarity is essential principle of social insurance and principle of equivalence is typical of private insurance. This diploma thesis deals with systems of pension insurance, sickness insurance and health insurance. Existing setting of these systems will probably be inconvenient in the future. That is why they are subject of political discussion nowadays. Unfavourable demographic trend is the most major problem of pension insurance system. Effectiveness of sickness insurance is reduced by abuse of sick benefits. Increasing health care expenditures and excess of demand for health care are difficult questions for solving and setting of health insurance. Changes that are being made in social insurance systems today and also their impact on economy are described in conclusion.
Institutional investor's portfolio management, focusing on pension funds and insurance companies

Práce porovnává základní přístupy a možnosti v řízení portfolií aktiv institucionálními investory, přičemž se zaměřuje zejména na penzijní fondy a pojišťovny. V jednotlivých kapitolách se nejprve věnuje omezením, na něž portfolio manažeři naráží při umisťování prostředků uvedených finančních institucí. Dále přibližuje třídy aktiv, tradiční i alternativní, do nichž je možné investovat volné prostředky, s nimi spojená rizika a nástroje pro jejich měření. Podrobně rozebrány jsou základní přístupy pro správu portfolia: Benchmarking, ALM a Risk budgeting. V závěru jsou uvedeny nejpoužívanější investiční strategie pro řízení části portfolia s dodatečnými požadavky na riziko nebo výnos.
Srovnání penzijních fondů

Na českém finančním trhu v současné době aktivně působí 11 penzijních fondů. Cílem této práce je porovnat různé ukazatele jednotlivých penzijních fondů, ne určit nejlepší penzijní fond. To vzhledem k subjektivním požadavkům účastníků ani nelze. Práce je rozdělena do 7 kapitol včetně úvodu a závěru. Druhá kapitola přináší základní informace o penzijním systému a třetí kapitola porovnání různých ukazatelů jednotlivých penzijních fondů. K srovnání jsou použity převážně základní charakteristiky časových řad. Čtvrtá kapitola obsahuje stručný popis penzijního plánu a dále nadstandardní nabídky penzijních fondů. Pátá a šestá kapitola uvádí skutečné a hypotetické výše naspořených konečných prostředků a doživotních penzí.
