Problems of the small municipalities in the Czech Republic with respect to the functioning and effectiveness of the public administration

The contribution deals with certain issues which are connected with the third period of the current public administration reform in the Czech Republic. The attention is paid especially to the functional aspects of the above-mentioned reform. From hierarchical point of view, the contribution is focused on the municipal level, where exist the most significant disparities caused by large occurrence of the small municipalities (defined as a municipality up to 1 000 inhabitants). The main objective is to find the most suitable measures and tools, which could be implemented in future to achieve improvements in the functioning and effectiveness of the public administration on the territory of the Czech Republic.
Evaluation of availability and efficiency of statistical data for research on agricultural geography

Paper is dealing with problem of statistical data availability and efficiency for research carried out in agricultural geography. Aim of the paper is to evaluate contemporary state of availability and efficiency of so-called hard data, that are gathered by both govermental (administration) and non-governmental (NGOs) authorities. The most problematic issue availability of data is, respectively its nonavailability on the level of spatial units other than large (regions, districts). Next problem we see in using of different systems of gathering data by various authorities. Problem is also complicated efficiency for time comparisons because of changes in methodologies used in agricultural censuses.
Modelling of vibration effect of blasting operation using Plaxis 2D programming system

The paper presents experimental measurement of dynamic response of blasting operation that was performed in road tunnel Slivenec near Prague. Tunnel was drived by New Austrian Tunneling Method. Obtained records of vibrations were analysed in amplitude and frequency domains. Using dynamic program unit of Plaxis 2D, mathematical model of this situation was prepared.
Experimental ultrasonic measurement of the rock specimens

Contribution to the up to date state of the rock fracture toughness measurement

Presented contribution gives basic knowledge of the development in the methodology of rock fracture toughness measurement in the laboratories of the Institute of Geonics AS CR in Ostrava. So far, there have been taken samples of three basic types of rocks (e. g. granite, sandstone, marble) and in the present times there are being prepared the specimen for the rock fracture toughness measurement using the method 1 of the first test level. There were realized the first measurements and according to their results there were calculated the real values of fracture toughness of chosen rock samples.
Observation of phases of subsidence depression creation

Observation of phases of subsidence depression creation. Due to exploitation of coal and other raw materials of sedimentary type there happen many surface changes connected mostly with subsidence, shifts and deformations of the area of interest. Such processes happen mainly in the overlaying strata of exploited coalface. Size and directions of these movements and deformations depend generally on many factors, primarily on geo-mechanical properties of overlaying strata and general technique of exploitation of the deposit. One of the ways of surface observation of time spatial changes is the usage of modern methods for precise determination of changing position of geo-features. Among these methods we rank GPS surveying. Subsequent processing, analysis and modelling of output data by means of modern software offer an efficient source of information for subsequent work and decisions.
Srovnání předpokládaných a měřených poklesů v hornické krajině

There was a repeated GPS surveying done on stabilized points of an observation station that was built in a mining area near Karviná. The GPS surveying was used to document the displays of mine subsidence on the surface above exploited coalfaces. A comparison of the modelled supposed subsidence and the subsidence measured by GPS was done and it has shown on some discrepancies. Presumably the main cause may be seen in the difficult geological and geo-mechanical situation that is not generally included in the modelling of the supposed mine subsidence.
