Revealing narratives on the SDGs implementation in the Scandinavian countries

The idea of this research is to discover the narratives that the Scandinavian governments and the national NGOs create on the SDGs implementation, whether there are conflicting narratives, whether there is a critique of the SDGs implementation practices, or whether there are success stories. The study will focus both on the government work in sustainable development implementation, and on the NGOs at the national level, focus on the narratives they create in relation to the SDGs implementation, how the NGOs interact with the governments, how they communicate arguments about the SDGs, how they evaluate the implementation of the SDGs. The idea is to study not only the success story of Scandinavian countries, but also discover if there is something they could do better according to the governmental reports and the national NGOs. Securitisation of the 5G rollout in Germany - An analysis of the extent to which the 5G rollout in Germany has been securitised

The fifth generation of mobile communication networks (5G) has the capability to facilitate ground-breaking innovation as well as to contribute to a digital transformation of societies and economies alike. While this new network standard has game-changing potential, it has also brought about security concerns. Due to societies as well as industries being projected to develop a greater dependency on services facilitated by these networks, many countries have grown concerned by potential threats such as espionage or sabotage. This thesis analyses the case of the 5G rollout in Germany placed in a global as well as European context. Securitization Theory is used as a theoretical framework. Embedded in the context of cyber-security the study then tests whether the theory aids in explaining the rollout of the 5G network in Germany. By means of discourse analysis, speech acts from actors in the industry, the media as well as from political actors are examined. The study finds that the rollout of the 5G network in Germany was partially securitised. This study shows that, despite the lack of security incidents, securitisation nevertheless occurred.
E-government Performance in the EU: Does Trust Matter?

Digitalization of daily life of citizens, businesses and state institutions has also incentivized transformation of the ways how governments interact with their citizens. However, despite considerable changes in functioning of front- and back-offices of governments and public administrations, the actual usage of e-services remains low. The latter leads to poor e- government performance at the country level, and this paper is aimed at explaining the role of trust as a factor contributing to it. Following recent updates of technology acceptance model and other frameworks derived from the theory of reasoned action, this research applies a time-series cross-sectional analysis to study the EU member states over the last nine years. The results show that in contrast to our expectations, the role of trust in the Internet and trust in government cannot be explicitly confirmed, whereas users' behaviour tends to be the dominant factor in explaining e-government performance at the aggregate level.
