The Effectiveness Principles in the Official Development Assistance of the Czech Republic

This bachelor's thesis focuses on the emphasis placed on the implementation of the effectiveness principles of the official development assistance in the bilateral projects in the responsibility of the Czech Development Agency (CDA). Projects in Ethiopia, Cambodia, and Moldova in the years 2009-2013 and 2017-2020 were analysed. The thesis observes the principles of ownership, alignment, managing for results, and mutual accountability that are based on the Paris Declaration on Aid Effectiveness (2005) and Accra Agenda for Action (2008). A content analysis was conducted of annual and final reports on the bilateral projects provided by CDA. It was found that most of the examined projects had placed a strong or rather strong emphasis on the implementation of the observed principles. The emphasis on the implementation of the principles was also compared between 2009-2013 and 2017-2020. The aim was to test the hypothesis based on the academic literature, according to which the emphasis on the implementation of the principles should have been stronger in the first period. The hypothesis was not accepted for either principle but was rejected for two. The thesis also found that the emphasis on the implementation of most of the principles was stronger in Ethiopia than in Moldova.
