Evaluation of social reform impact on non-insurable social benefits

The diploma work "Evaluation of the impact of welfare reform in the area of non-insurance social welfare" is about one of the parts of Social Security in the Czech Republic about area of benefits whose claim is not conditional on participation in insurance. The focus is on the legislative creation and organizational structure ensuring this instrument of the social policy. Because of it the basic of the diploma work is the creation of the political processes, mainly their implementation and evaluation. There are characterized the development and current status of state social assistance, material poverty and benefits for people with disabilities. An analyze of legislative changes that this area has undergone in the context of social reform which started in 2011 is the part of the diploma work. There is the characterization of the process of implementation reforms into practice and it is made their evaluation in the connection with the organization, technical support and legitimacy benefits systems. Resources for diploma work were a combination of primary and secondary data. The base is consisting mainly from professional literature and the relevant legislation. The theme of the social economy is currently very topical at EU level and therefore in its member states. The emphasisis is on supporting development of social economy, because creates new jobs and leads to economic growth. The thesis aim is to describe the forms of promotion the social economy by EU institutions and their bodies, which is provided in the context of EU employment policy in period 2010-2015. The thesis identifies both forms of support and also justificatin in documents of european institutions and the supprort of social economy in Czech Republic.
Employment policy in times of economic crisis (2008 - 2010)

In my thesis, I focused on the issue of employment policy in times of economic crisis in 2008 - 2010. I examined what recommendations and measures have been implemented in this area at EU level and in which documents they were involved. After analyzing the European steps I studied the situation in the Czech Republic, as an example of an EU Member State. I looked for, what measures have been taken to promote employment and eliminate unemployment. I also watched how the Czech measures were linked to European steps. When writing, I progressed according to analysis of the documents described in book about qualitative research methods written by Hendl. First, I defined the research questions, and then I defined what I consider as a document. When I have found a certain amount of documents I chose those that were relevant to my theme until I came to the default number of documents useful for my work. After analyzing the documents I have come to the fact that all actions of Member States are in line with priorities defined at EU level. Therefore, all measures to promote employment, which were realised in the Czech Republic and other Member States, followed the steps taken at EU level. The institutional system struggling with underclared work in the Czech Republic

The thesis "The institutional system struggling with underclared work in the Czech Republic " discusses institutional precautionary measures taken by the Czech republic in the matter of illegal employment. The key institution that has the responsibility to take measures against illegal work is the Ministry of Labour and Social Affairs of the Czech Republic. The fight against illegal employment requires the introduction of a wide range of mechanisms and measures ranging from prevention to repression to discourage employees and employers from benefiting from this phenomenon. Illegal employment jeopardizes economy, weakens the labour market and reduces the number of jobs for citizens who apply for them at the unemployment offices. To combat illegal employment, there have to be precautions against illegal employees on the demand side as well as against employers on the supply side. One of the objectives of the fight against illegal employment is that the measures contribute to the fulfilment of legal obligations, which relates to statutory contributions to social insurance, health insurance and income tax. Analysis of the active employment policy in the Czech Republic and the Federal Republic of Germany

Résumé This thesis focuses on the implementation of the active employment policy in the Czech Republic and the Federal Republic of Germany and in particular its use of a time when the labour market is negatively affected by the effects of the economic recession. Financial support provided to employers to create or maintain jobs proved to be crucial, confirming the model used in the Federal Republic of Germany. The analysis of tre nds in the labour market shows increasing importance of implementing active employment policy, which both lead to job creation, but the activation of unemployed persons. The findings of this thesis stems can be applied throughout the Czech Republic. Some m easures to increase employment can be implemented without significant interference, in a change in methodology, but some must be implemented on the basis of political acceptability.

Targeting of active labour market programmes in the CR

The bachelor thesis "Targeting of active labour market programmes in Czech Republic" deals with used early assessment methods, selection criteria to individual active employment policy programs and finally with evaluation of targeting of labour market programmes by labour office workers. The first part deals with explaining the essential concepts related to the targeting of active labour market programmes. The thesis then briefly introduced the idea of active employment policies, as well as active labour market programmes. The following present the possible ways of targeting these programs, at the end of the first part are listed the possible methods of identifying high-risk candidates. The second part consists of the results of qualitative analysis that was conducted through interviews with labour office workers. Based on these interviews it is clear that for these workers the most important is individual approach to each job seeker.
