Analysis of Economic Activities of the Czech Republic's Regions, Relation to the Regional Development, Region "Vysocina" Application

This diploma thesis deals with the regional financial management and its relation to the regional development. It can be separated into two parts. The first part of the thesis deals with the reform of public administration, at which the region was created as an autonomous unit. I define its competences, authorities, relation to regional policy, the structure and the trend of revenues and expenditures of regional budgets between 2001 nad 2009. The second part concentrates on the analysis of the position of the concrete region,Vysocina region, in the regional development. Vysocina region implements the regional policy through the Regional Development Plan of Vysocina region. The regional policy is financed by the resources of funds. These funds are not included in the regional badget. There are two funds -- the Vysocina Fund and the Fund of strategical reserves. The goal of the thesis is analysis of the regional financial management with relation to the regional policy of the region and to evaluate the way, how the regional policy is put into effect, and the methods of the regional policy financing.
State vs. Market in Provision of Health Insurance

The present work deals with the health insurance, the views of how health insurance is provided and with the related problems. The objective is to outline theoretically and from the aspect of insurance the principles of insurance, to define the estate of health and its specificity and the problems associated with insurance. The next theoretical part deals in general with the arguments favouring the interventions by the government and with the government failures. In the analytical level, there is the effort to describe how the health insurance system in the U.S.A. is working, namely in the country the health system of which is the closest to the market model, and to compare it with the European systems. The main problems of the health care systems in the U.S.A., namely the high prices, number of uninsured persons that are attributed right to the market failures, are viewed from the perspective of government failure and regulations. A historical view of the operation of fraternal societies is included. Such societies successfully operated without any government interventions and their original legacy was practically destroyed through government interventions.
