Operational Programme 'Germany(Saxony) - Czech Republic'

This diploma thesis highlights the issue of the interconnection between the cohesion policy implemented by the European Union and the national regional policy of the Czech Republic and underlines to which extent such coordination influences Czech entities and how they can profit out of it. The thesis focuses on the territorial cohesion and especially on the Operational Programme of Cross-border co-operation between the Czech Republic and the Free State of Saxony. In this thesis you will find an analysis of the needs and requirements for further growth of the studied region, an analysis of projects realized within the examined Programme and consequent appraisal whether the Programme fulfills the essential necessities for further growth of the eligible areas or whether there is potential for some changes to be made for the future programming period of 2014-2020 (which is now being discussed in the institutions of the European Union) in order to achieve higher efficiency and usefulness of the financial resources coming from the budget of the European union and the national budget of the Czech Republic.
COMPARISON OF CROSS-BORDER OPERATIONAL COOPERATION PROGRAMS: THE CZECH REPUBLIC – THE REPUBLIC OF POLAND AND THE CZECH REPUBLIC – THE FREE STATE OF SAXONY

This paper begins with looking into the history of cross-border cooperation. It also includes a preview of the development of cross-border cooperation in Europe and a promotion of cross-border cooperation in the European Union. Subsequently, there is a view of cross-border cooperation in the Czech Republic in the paper. The paper itself is focused on a comparison of cross-border operational cooperation programs, The Czech Republic -- The Republic of Poland and The Czech Republic -- The Free State of Saxony, in terms of administrative and content parameters. Administrative and content parameters are compared in the new programming period, i.e. the programming period 2007 -- 2013. This paper aims to describe the set of administrative and content parameters in both programs and identify the cross-border cooperation operational program with better defined parameters.
EUROREGIN NISA AND ITS CROSS-BOARDER COOPERATION WITH SAXONY

The diploma thesis in its theoretical part describes importance and requirements of the cross-border cooperation, history and facts about Euroregion Nisa, Next part briefly describes programs supporting cross-border cooperation, that where in Czech Republic implemented before was Czech Republic accepted as a member of the European Union and after that from the perspective of the Euroregion Nisa. Practical part analysis and compares structures of applicants and their projects within the Small Projects Fund between program Interreg IIIA Czech Republic -- Saxony and program Cíl 3/Ziel 3 Czech Republic -- Saxony from the perspective of the Euroregion Nisa. Next part here contains evaluation of those two programs by applicants and their opinions were obtained by prepared questionnaire. The main goal of the thesis is thus to analyze Euroregion Nisa and its cooperation with Saxony, find out whether submitting of an application and project implementation within the time has simplified or vice versa and suggest own recommendations for the future of this kind of cooperation.
The operational programs of the cross-border cooperation at the Czech - German border: Czech Republic - Saxony, Czech Republic - Bavaria

The thesis deals with the operational programs of cross-border cooperation in the Czech -- German border, Czech Republic -- Saxony operational program and Czech Republic -- Bavaria operational program. The theoretical part is generally described the issue of cross-border cooperation and are characterized and compared the Czech -- German operational programs in terms of their grant-making territory, published documents, the implementation structure, including the priority axes and areas of support in the current programming period 2007 -- 2013. The practical part is focused on projects approved by both the operational programs, both at present and in the previous programming 2004-2006. The last part is an analysis of views on practical cross-border cooperation on a sample of applicants for Czech-German operational programs.
