Registers of public administration

The goal of thesis, The basic registers of public administration, is to describe situation in the area of basic registers in the Czech Republic. The paper is divided into three main parts. The first part is focused on the introduction into the current issues of registers. Further part captures present-day conditions of main eGovernment projects in the Czech Republic. The third part describes the implementation and legislation of the new concept of four basic registers, important concepts and their relations to the issues of basic registers and also four new basic registers of public administration. The paper establishes examples of work with the registers and in the conclusion there is a simple SWOT analysis of the basic registers.
Fiscal developments and financial stress: a threshold VAR analysis

We use a threshold VAR analysis to study whether the effects of fiscal policy on economic activity differ depending on financial market conditions. In particular, we investigate the possibility of a non-linear propagation of fiscal developments according to different financial market stress regimes. More specifically we employ a quarterly dataset, for the U.S., the U.K., Germany and Italy, for the period 1980:4-2009:4, encompassing macro, fiscal and financial variables. The results show that (i) the use of a nonlinear framework with regime switches is corroborated by nonlinearity tests; (ii) the responses of economic growth to a fiscal shock are mostly positive in both financial stress regimes; (iii) financial stress has a negative effect on output growth and worsens the fiscal position; (iv) the nonlinearity in the response of output growth to a fiscal shock is mainly associated with different behaviour across regimes; (v) the size of the fiscal multipliers is higher than average in the last crisis.
Web Analytics: Identification of new trends

The goal of this thesis is to identify the main trends in the field of tools used to analyse web traffic. The necessary theoretical background is extracted from relevant literature and field research is chosen to gain knowledge of practitioners. Following trends have been identified: a growth in demand for Web Analytics software, an increasing interest in Web Analytics courses, an enlargment of measuring Web 2.0 and social networks, use of semantic information as the most fruitful section of academic research. The thesis also presents the main techniques of Web Usage Mining: association rules, sequential patterns, and clustering. A section about query categorization is also included. According to the field research, practitioners express most interest in clustering. The first two chapters present Web Analytics in general and introduce the main aspects of current applications. The third chapter covers theoretical research, the fifth one presents results of the field research. The fourth chapter raises the point that terminology of Web Analytics is not unified.
