Diploma thesis, titled " Problems of procurement financed by the budget of the European Union" is concerned with the status of the task public procurement orders financed from the budger of the European Union legislation. Literature search contaons basic information related to the issue. In the next part is the identification, evaluation, the most common examples of misconduct and for a better understanding of the issue. In the context of specific operational programmes are listed misconduct when entering and their consequences.

The issue of using real estate owened by the state and by management od selected organisation

This Bachelor thesis describes the issue of using real estate owned by the state administration and by the State Land Office. The aim of this thesis is to determine the difference of the amount of the rent and tenure for using real estate owned by the state for agricultural purpose in specified district. This topic is current because of the individual agendas of the State Land Office. SLO, after its transformation, is not sufficiently stabilized in the sphere of key agendas and also in the personnel and organizational sphere. This situation is the reason why there is insufficient management of entrusted property with the result of mismanagement, inefficiency and ineffectiveness. An important aspect
is also overloading, or unutilizing of individual employees of SLO. ¨
It is possible to familiarize with the history of ownership relations and their impact on user relationships, in the theoretical part. There are described all rights to land and
to the property of the state.
The second part deals with the establishment of the State Land Office and it´s agenda, in which the immovable is used. The primary issue is the amount of the rent and the tenure and assessing whether remuneration is based on the territorial scope of the former districts. The thesis also desribes ways to use the assets in terms of current legislation and organizational standards of SLO. The thesis also includes the organizational structure and responsibilities of SLO. It breaks down the figuers on the performance of the organizational units of SLO in individual agendas focusing on the use of real estate.
In conclusion, the thesis summarizes the results of the analysis and the corresponding recommendations are designed to remedy the shortcomings arising from the current situation on the SLO.

The issue of management of properties at selected government departments

The Bachelor´s Thesis deals with the issue of the usage of the immovable property owned by the state from the point of view of the organizations which are competent for the management of the property. The theoretical part of the thesis is focused on characterizing the development of the landed property ownership in the Czech Republic and on defining the term immovable property (focusing on possession and use relationship to a piece of land). Further, the thesis contains description of the development in the landed property ownership in the Czech Republic before and after the year 1989. Then, the possession and use relationships towards a piece of land are defined as well as various prices of rentals/ ground rent (specialized in setting the price usual at the spot an in the time). The practical part is devoted to defining the immovable property of the state and who is competent to manage the property on behalf of the State Land Office; and to comparing statistical data. The data compared are: the price of rentals/ ground rent which is used by the District Land Office for the Hradec Králové District and the prices in towns and municipalities in the Hradec Králové District (division made according to the former Counties). The literary search of the legal regulations and other literature is used in the theoretical part; the quantitative method of evaluating questionnaires is used in the practical part. The aim of the questionnaires is to find out the price of the rentals/ ground rent which is usual at the spot and in the time for renting a piece of land in the Hradec Králové District. This price is further applied when setting the price of rentals/ ground rents in the newly signed contracts of the District Land Office in the Hradec Králové District.

The Problematic of Czech Parliamentarians’ Remuneration

This bachelor thesis focuses on the issue of the salary of Czech deputies and senators, i.e. members of the Parliament of the Czech Republic. For the purposes of the thesis, the following hypothesis was posed: If the legislators are remunerated according to their average attendance at the sessions of the Chamber of Deputies and the Senate, the expenses on their salaries including compensations will be lower by at least one third.
The theoretical part of the thesis deals with the Parliament of the Czech Republic, focusing on its history, the division into the Chamber of Deputies and the Senate, and selected bodies of the two chambers. The aim is to acquire background knowledge of the environment and agenda of deputies and senators. The theoretical part further describes the legislators right to impunity, as well as the entitlements to salary and various compensations, which are then analysed in detail.
The practical part is devoted to the analysis of data and is limited only to the Chamber of Deputies, because of the restrictions on the dissemination, publication and further use of data obtained from the Senate. The analysis is first conducted for individual political parties and, subsequently, for the Chamber as a whole. The methods used in this part are those of establishing medium values mean, modus and median.

Administration of public procurement

Cílem práce je praktická aplikace změn vedoucích k posílení zásad rovného zacházení, transparentnosti a zákazu diskriminace při zadávání veřejných zakázek; mezi tyto řadíme mj. požadavky na prokázání splnění kvalifikace dodavatele, návrh nových hodnotících kritérií, stanovení % u mimořádně nízké nabídkové ceny a sjednocení a zjednodušení úkonů zadavatele (jejich vzájemná návaznost). Dále je cílem snaha o zmapování úkonů veřejného zadavatele, které musí administrátor veřejné zakázky v souladu s platnou právní legislativou v České republice, tj. zákonem č. 137/2006 Sb., o veřejných zakázkách (dále jen zákon) realizovat v rámci jednotlivých zadávacích řízení veřejných zakázek, a následný návrh změn, vedoucích k posílení zásad rovného zacházení, transparentnosti a zákazu diskriminace při zadávání veřejných zakázek a návrhu postupů, které by umožnily "sblížení" zákonných postupů a praktické stránky.

Offence proceedings in matters of property

The bachelors thesis is concerned with the problems of offence proceedings in matters of property. The theoretical part comprises an analysis of the current applicable legislation including definitions of the most important terms of the Misdemeanour Act. The first part of the thesis includes comparison of elements of property criminal acts and property offences while taking into account the amendment to the Misdemeanour Act which entered into partial effect during the drawing up of this thesis. The practical part of the thesis describes the most common forms of offence proceedings used in practice and subsequently analyses the property offences committed in 2012 until 2014 within the competence of the Municipal Authority of Cheb. Based on her practical experience, the author describes practical problems that can be encountered when dealing with property offences. In conclusion, the thesis evaluates the results of data analysis and comparison based on the obtained statistical data and proposes changes in the legislation as a result of which property offences would be addressed in a more effective and economical manner.

Budgetary responsibility of municipalities and regions and its economic consequences

This undergraduate thesis is dealing with the problematics of budget responsibility of villages and regions and its economic consequences. The first part
of thesis is theoretical part (a literary recherché) and the second, practical part evaluates economy of two villages over one election period, between the years 2011 and 2014
in particular. The beginning of the theoretical part describes a division of the regional self-government and public budgets. It is followed by a detailed description of villages and regions economy and their responsibility, and by risks of financial management
of municipalities. The last section is focused on a detailed description of a budget
and its compilation, its process and a consequent audit and regulatory offences
of violation of fiscal responsibility. The practical part begins with an analysis
and a comparison of economy of two villages, Senomaty and Pavlíkov. The thesis also utilizes a method of a structured interview with the mayors of both villages, who both have different ideas about political and economic issues of their area. The focus is also on the ratio between debt and asset increase, as well as on the kinds and amounts
of income, on the funding utilization, and on the overall financial health. Consequently, their economic situation was evaluated, and a recommendation how to make their economy more efficient and how to prevent the risks of budget responsibility
was provided.

Practice of unemployment in the Czech Republic

The goal of the thesis is to approach the problem of unemployment in the Czech Republic. The explanation of the basic concepts related to the labour market, the central authorities, employment policy and ways of arranging employment. An important part of this economic - legal work are documents, regulations and laws related to unemployment. Attention is also given to the social aspect and the impact that unemployment has on individuals. In the practical part is followed by an analysis of the labour market of the Czech Republic and region Hlavni mesto Praha. The research included interviews with unemployed people who have approached the issue from their perspective, but also interview with representative of the Labour Office, which reviewed the situation on the labor market from a professional point of view.
