Valuation of a Forest

The aim of the thesis was to explore current approaches used for valuation according to the valuation regulation. The next aim was to choose appropriate method for finding usual price and compare it with the price assessed determined by administrative methods according to Valuation Decree. Comperative method was the chosen method. There are six forest properties from The Czech Republic evaluated in the practical part of the study. The conclusion of the thesis summarizes detected information from the area of valuation of forest.
Project of Uniform Education System for Expert Activities

Particular parts of the project 'Uniform Education System for Expert Activities' are listed and described in this dissertation. Legal approaches to the issue of expert activities in selected European countries were mapped on the basis of researches. The fact that the current legal regulation of expert activities in the Czech Republic does not include the obligation of the lifelong learning of experts, does not specify the ways and forms of verifying of qualification requirements before appointing to the office, and also does not provide for the further educating after the registering on the list of experts, is seen as a problematic situation. The suggested system is divided in two basic parts: before registering the expert on the list of experts, focusing on the qualification requirements and the way of their verification by administrative authorities, and after appointing to the office and registering to the central list of experts, focusing on lifelong learning during the whole time of practising of the profession, as well as on the form and content. Some basic methods of sociological survey (especially introductory seminars and questionnaire surveys) were used as the information source. These dates were evaluated and applicable conclusions were compiled and integrated into in more detail described components parts of the suggested education system, in which also the already existing training courses and workshops were taken in consideration. For the purpose of regular verifying of expert's professional qualification, a credit system was developed, as well as the periodicity of verifying of the expert's professional qualification and the form of record keeping in the Index of Expert's Professionalism.
Review expert opinion - possible procedure experts on the basis of analysis of specific review expert opinion - from the perspective of forensic ecotechnique: forest and trees

To enter the review expert opinion, the court resorted especially when it is a few conflicting expert opinions, submits to the participant of proceedings to the evidence expert opinion prepared by an expert outside the proceedings, which is not to comply conclusions with the expert opinion by expert appointed by the court. In most cases, there is a significant time delay that has elapsed since the incident, whose cause has such review expert opinion to determine. Paper based on an analysis of significant review expert opinion generalizes revision procedures expert opinion from the perspective of the "Safety diagnostics". The evaluation process is based on a hierarchy of methodical system status and links within the subject FEft and its major subsystems and sequence of information transfer. Describes the critical points whose frequency mainly depends on the character input report (moderately complex-complex), then Type of expert opinion (TEO) and further on the existence of the solved expert objects in time. Article confirms the known fact, that explanatory power of the required track, relevant relationships and causalities of the real expert objects of system FOREST-TREES-MAN, distinctly decreases with time.
Standardization of Remote Sensing Usage for Forensic Ecotechnique: forest and trees

The thesis presents the main points of standardization of remote sensing (RS) usage for Forensic Ecotechnique: forest and trees (FEft). Based on the study FEft expertise database, the types of expertise, which remote sensing data have already been used and the types where the use of remote sensing increases the exactness of solutions were analyzed. RS data are essential in a problematic situation when an examined object does not exist or has been changed at the time of the assignment. This situation may be solved by obtaining information about the investigated object via retrospective image data, as described in the model example. There are chosen categories of image data relevant to the needs of experts in this thesis. These categories of RS data and their products are described with an indication of their possible use in the expertise processing, including freely available or paid resources and archives of image data.
The Calculation Of The Amount Of Material Injury Caused By The Forests In The Areas Of Implementation Of Water Management Structures

Problem situations in damage to forests as a result of construction activities is the total of its quantification, because of not only to damage to the forest and the land intended for the performance of the function of the forest, but also to damage to the water feature of the forest. The emergence of the crop damage and forest grounds occurs at the same time damage to the management. Broken water conditions on the forest grounds, inter alia, that the environmental damage (or one of its components), are also material injury for the owner of the forest, because it directly affect the amount of the additional costs linked to its management in the forest. The existing decree MZe ČR no. 55/1999 Coll. on the method of calculating the amount of loss or damage caused to forests assesses only the injury or damage to the forest and the land intended for the performance of the functions of the forest, but does the forest and its other non-production function as a forest ecosystem. The damage (the material injury) on the water feature of the forest is not the above mentioned decree dealt with. Initially formulated the problem lies in finding the right way of solving how to objectively quantify the financial damage to the forest, inc. damage to the water feature of the forest and thus closer to the actual damage to the exaktnosti forest, resulting in direct connection with the location and the realisation of the buildings.
STANDARDISATION AND HARMONISATION OF EXPERT VALUATION METHODOLOGY FOR THE NEEDS OF FORENSIC ECOTECHNIQUE: FOREST AND TREES

In the presented thesis is an overview of the current state solved the problem, specifying the inclusion of Forensic Ecotechnique: forest and trees into the forensic sciences in the world and its description as part of special methods of forensic engineering. The results focus on the design of standardized and harmonized processes according to the type of expert opinions. As another of the key results of the work are designed functional biometric parameters for evaluating trees in the functional diagnosis of Methods of contact flora assessment (“CFA”). Application of some methods of measurement and selected functional biometric parameters are listed in the examples in the measurement of selected forest stands of beech in the National Nature Reserve Voděradské bučiny and in Chřiby hills. As a general supplement usable in Forensic ecotechnique: forest and trees are given the limits for functional diagnostics. In another series of work includes a discussion on the proposed standards and the measurement results. The work is concluded by summarizing the results and the benefits.
Forest Valuation from the Perspective of the Development of Maps within Historical Research

Forest Valuation – Comparison of Valuation Methods in the Czech Republic – Ascertained Value and Market Value

The aim of this study was to determine the most appropriate valuation method used for market valuation of forest property in the Czech Republic and to determine suitability for defined types of forest properties. Secondly, the aim was to compare market values with prices assessed determined by administrative methods according to Valuation Decree. Additionally, definitions and historical evolution relating to valuation of forest property and specificities of forest properties have been presented. In the theoretical part the study is analysing and comparing the evaluation methods. There are six forest properties from The Czech Republic evaluated in the practical part of the study. Four methods of evaluation have been demonstrated. The study compares used methods and evaluates suitability of each method for presented forest properties.
Review and Evaluation of Available Databases at the Appraisal of Permanent Stands

The subject of this master´s thesis is evaluation availability databases sources used in forensic engineering of forest management. Theoretical part describes basic terms about forests, forest management and available databases sources. Practical part deals with describing of this databases and make methods, how can we get useful information.
