74 On the global level, there is a UN Programme of Action which was created at the 2001 UN Conference. The POA is not binding, is very wide in its scope and supposes the main activities at the national level. It is meant as a set of principles which are to be realized step by step by regional initiatices and states. Based on the POA, a draft of a global Arms Trade Treaty has been prepared. There is no agreement yet on the scope and parameters of the ATT. Actually, it is still not clear whether the UN member states will support it. The Secretary General asked states for their position to the feasibility, scope and parameters of a potential ATT. Although only 100 states submitted their positions, there was a general agreement on the feasibility of the ATT. Followingly, an Open-Ended Working Group has been appointed in 2008 to find provisions to which the states could possibly comply to. This Group will meet three times in 2009 and then submit their findings to the General Assembly. At the same time there is a strong support for the ATT from civil society and especially the network of non-governmental organizations which prepared the Working draft of the Framework Convention on Arms Transfers.
