This thesis deals with the possibilities of using open linked data in healthcare. The first part of thesis deals with the problematics of open linked data and defines major terms, legislative view and presents main benefits and risks from open data on research based on case studies and analysis. The second part of thesis deals with analysis of datasets in Czech Republic and abroad, focusing specially on datasets from healthcare. This objective is achieved by comparing and analyzing national open data catalogues in terms of categorization of its content, usage by applications and openness in terms of used data formats. Following third part of thesis aims to create a model dataset according to National set of indicators of health services. Its structure and generated physical representation from extracted and generated data is based on research of available indicators of health services quality in the Czech Republic and Great Britain. The last part of this thesis aims to create a design of web application, using said dataset, and its subsequent verification by implementation. The Benefits and Risks of Deployment of Open Data in Public Administration
Smrž, Jiří ; Chlapek, Dušan (advisor) ; Kučera, Jan (referee)
This Bachelor's thesis focuses on potential benefits and risks of open data in public sector. The aim of this work is to analyze the benefits and risks, and based on them create a procedure to quantify the benefits of open data in public sector. The work is divided into four main parts. The first deals with basic terminology a reader interested in open data problematics needs to know. The second part is devoted to performing an analysis of the examined studies. Based on the conducted analysis, the particular approaches and risks are then divided into individual groups. The third part examines current approaches to determining the value of open data. I deal in more detail with BOUDICA model in this section. In the last part an approach to quantification of the benefits and risks of open data in public sector is proposed. For this I use the results obtained from the analysis of the examined studies. A part of this proposal is also a determination of recommendations that are necessary to quantify the benefits and risks of open data in public sector according to this method. The main asset of this work lies in a proposal of a potential method to quantify the benefits and risks of open data in public sector. Analysis of the benefits and risks of open data in public sector and listing many practical examples are partial benefits of this thesis.
