Special training of police officers assigned officially to the District Department of the Regional Police Directorate of the South Bohemian Region on how to deal with emergencies and the performance of standard activities within the Integrated Rescue System

The thesis summarizes the issue of the IRS, describes the system of training related to the emergency management within the IRS and a quantitative research carried out on two groups of respondents supports it. The research revealed that if police officers have lack of knowledge regarding cases when the life or the health of people could be threatened it can prolong the time when the first aid is provided and risks which influence the emergency event are not prevented in time and hereby loss of life, damage to health, property or environment can be caused. The aim of this thesis was to assess whether legal regulations of the Czech Republic and internal acts of management of the Police of the CR applying to the issue of emergency management, solve the training of police officers in the field of emergency management in sufficient way. The second aim was to find out and to assess the knowledge of police officers who are officially assigned to District Departments of the Regional Police Directorate of the South Bohemian Region in the field of emergency management and the third aim was to process the draft of methodology according which the special training of police officers how to solve emergency events (fulfilment of task of Standard Activities within the IRS) and crisis situations would be conducted. Two hypotheses were set while elaborating this thesis: 1. Legal regulations of the Czech Republic and internal acts of management of the Police of the Czech Republic valid on the territory of the South-Bohemian Region applying to the operation of the Police of the Czech Republic as one of the main unit of the IRS solve sufficiently managing emergency events and crisis situations. 2. Police officers officially assigned to District Departments of the Regional Police Directorate of the South Bohemian Region are aware sufficiently of the issue of emergency management, Standard Activities of Units within the IRS in the case of a joint intervention. The legal regulations of the Czech Republic, internal acts of management of the Ministry of Interior, the Police of the Czech Republic and documentary sources which deal with this issue were used to find out whether the legal regulations cover sufficiently the matters of operation of the Police of the Czech Republic as one of the main unit of the Integrated Rescue System. It was found out and that after these sources had been processed that the Czech legal regulations and internal acts of management to the level of guidelines of Police Presidium cover this issue sufficiently, however the guideline issued by the Director of the Regional Police Directorate of the South Bohemian Region solves the training in the periodicity of 3 years whereas it concerns only Managers of District Departments.
Preparedness of the Czech Republic Police as a Fundamental Element of the Integrated Rescue System for Solving Emergency Situations

The study analyzes the status quo of the Czech Republic Police (PCR) as a fundamental element of the country{\crq}s Integrated Rescue System, especially on the level of its executive units of territorial competence that most often encounter and have to solve such situations. Furthermore, the study points out the areas where the PCR should improve its readiness to handle extraordinary events and suggests ways of implementing suitable solutions. One part of the study describes the status quo of the PCR primarily in the area of education, legislation, access to information, material provisions, and collaboration with other entities on solving emergency situations. The status quo of the PCR members{\crq} preparedness and scope of their knowledge about the relevant issues was explored using the method of a questionnaire survey, supplemented with interviews amongst the policemen at the Regional Directorate of the Police of the South-Bohemian Region. The results were thereupon compared with the set-out objectives, legislative provisions in the given area, and the results of other surveys. The data obtained confirmed my hypothesis or presumption that there is a lot of room for improvement in the level of preparedness of the PCR as a fundamental element of the Integrated Rescue System, especially in the area of policemen{\crq}s awareness of all the issues of concern. On the basis of the information obtained, certain measures were proposed with the aim of improving the situation, mainly by means of relevant training modules for policemen working in the field, as well as those on the different levels of management, publishing relevant comprehensive materials and easily accessible information, and creating methodological aides, primarily for policemen serving directly in the field.
Voluntary aid and the floods in the Czech Republic

The general purpose of this thesis is to evaluate the state of certain chosen aspects of the management of voluntary aid during the floods in the Czech Republic. It also aims at identifying the weaknesses of the system of management of voluntary aid. The processed data are divided into five logical groups. The thesis is primarily divided into a theoretical part, generally dealing with voluntary work as a significant and an indispensable element of the society and also with emergency events in particular the floods which affected the Czech Republic and which without the notable and distinctive voluntary aid could not have been coped with. The practical chapters are devoted to certain chosen aspects of the management of voluntary aid and focus on their specifics during the crises and character of concrete activities non-profit organisations which have taken a considerable part in coping with the recent floods over the last few years. The pivotal chapter of the thesis is the empirical research whose objective was the detection of single aspects of the volunteers' work and the management of voluntary aid during the floods in the Czech Republic. The adopted technique in collecting the data is the standardized questionnaires designed for two groups of volunteers and voluntary fire brigades, which are included in the appendixes of the thesis. The research has showed that there are certain drawbacks and deficiency in managing voluntary aid. Conclusion: The thesis proposes certain recommendations to improve the situation.
