Fiscal Policy and Debt Crises

Thesis deals with a fiscal policy issue with emphasis on the debt crisis. First specifics of the data capture of the government sector for the purpose of evaluating the fiscal position are analyzed. It includes assessment of the fiscal sustainability indicators and the historical reaction function of fiscal policy in the EU. The analysis of cyclical adjustment of the government balance, definition of fiscal impulse and the estimation of fiscal multipliers in the Czech Republic precedes the contribution to the debate regarding the optimal fiscal policy setup with respect to debt sustainability in the long run and sufficient degree of flexibility in the short run. The thesis concludes with the identification of the causes of the fiscal debt crises with the subsequent analysis of possible ways to resolve the already existing fiscal imbalances and assessing the appropriateness of the Czech government's consolidation.

External and fiscal sustainability of the Czech economy: a quick look through the IMF's night-vision goggles

The paper presents the rationale for spreadsheet-based debt sustainability assessments. Policymakers can use these exercises in two ways. First, assessments of possible debt developments provide “reality checks” of macroeconomic projections. Second, the financial stability exercise may indicate vulnerability to crises. Empirically, using the IMF debt sustainability template, the paper finds that the external position of the Czech Republic appears sustainable under most plausible history-based scenarios.

Debt relief process influence on least developed countries

Bachelor thesis examines the problem of external debt of developing countries and also the initiatives that try to solve this problem. The biggest part deals with two initiatives: HIPC (Heavily Indebted Poor Countries) and MDRI (Multilateral Debt Relief Initiative). I examine the process and evolution of these initiatives and also their results, whether total amnount of debt relief or the decrease of ratio debt indicators. I further examine the impact of debt relief processes on the participating countries, especially the increase in poverty reducing expenditures and whether the debt sustainability is reached. I emphasize critical views of these initiatives, current problems and issues that will need further attention. The debt relief process and its effects are demonstrated on the example of one particular country - Uganda.
