Functional parts valuation of the building

Diploma thesis deals with comparing of current awards by Classification of building structures and works and awards by Functional parts. It is possible to calculate Building life cycle costs by Functional parts. This is definately the advantage of the system because the calculation cannot be done by Classification of building structures and works. A new law on public procurement deals with Building life cycle costs as an evaluation criterion. So it is recommended to use Functional parts awards. The other goal of the thesis is to find bridges between Functional parts and the issue of BIM. BIM is a trend of global construction industry.

This thesis deals with procurement. It focuses on the characteristics of public procurement, the procurement and evaluation. It describes the steps in the procurement and identifies risks that threaten the individual phases of the procurement process. The practical part is concerned with comparing the order of candidates established on the basis of two different evaluation methods stanovenýh in the Law on Public Procurement.

This issue is very topical mainly due to the existence of the new Law on Public Procurement which is currently in the middle of the legislative process. In the very first I deal shortly with the history of regulation of public procurement. Further I think of the status of procurement law in the legal system and I also introduce the basic principles of public procurement including its application on small-scale public tenders. In chapter three I try to give brief overview of all modes which can be used in public procurement according to the current legislation. For each of them I concentrate on its specific characteristics and highlight the peculiarities that distinguish it from others. It is not my intention to submit precise instruction for the procedure under the Law on Public Procurement or exhaustively comment on the statutory provisions. 1 Specifics aspects of sector public procurement Abstract This diploma thesis describes the Czech legal regulation of sectoral public procurement. The aim is to provide a comprehensive view of this issue. Legislation of sectoral public procurement is a sector of public procurement law which is also specific in that it also affects private entities. The thesis is divided into two basic parts. The first part describes the key topics of awarding sectoral public procurement. There is described the principle of determining the sectoral public contract, the difference of this concept compared to the previous legislation, the identification of persons who can become public contracting authorities and the definition of other terms that are typical for sector public public sector contracts. Furthermore, the issue of relevant activities in the gas, heating, electricity, water, transport, land use areas, airport and port services, postal services and mining is described in detail. The analysis of related case law is also described in the context of determining relevant activities. The reasons for inefficiency of public procurement

The aim of this thesis is to explore the area of public procurement and to identify ways by which the inefficiency is caused. The work is based on the assumption that the procurement inefficiency exists and tries to uncover it by examining selected passages of the Law on Public Procurement. The first part deals with public procurement in general and the relevant legislation, the second part deals with the most problematic areas of the Law on Public Procurement which are demonstrated by practical examples and includes suggestions for possible improvement.
