BOŽOVSKÁ, Vladimíra
This diploma thesis on social impacts of disasters and their solutions deals with disasters that have accompanied the mankind from the very beginning, their impacts and the effective solutions of such impacts. The theoretical section, in the first chapter, introduces the concept of disaster and it describes disasters that struck the Earth in the past and endangered substantially human lives. The second chapter is devoted to disasters of the 21st century and is divided into two parts. The first part of the second chapter deals with disasters of the 21st century in the world, including the current situation in Japan and the other part introduces major disasters of the 21st century in our country. The third chapter of the theoretical section focuses on the characteristics of basic disasters that may occur in the Czech Republic. The fourth chapter informs us about the impact and consequences of extraordinary events and crisis situations in the Czech Republic and about their solutions. This chapter introduces us to the way the Czech Republic addresses social impacts of disasters, which are an important factor in determining the seriousness of disasters. The concept of social impacts of disasters includes not only the loss of life or property, but also reduced ability of self-support of people affected by disasters caused by closing down businesses and their decreased work ability. The last chapter of the theoretical section, chapter five, deals with the role and responsibilities of state authorities and local governments during extraordinary events and crisis situations. This thesis aims at specifying social impacts of disasters and to propose some solutions. The results of quantitative research using questionnaire survey showed that we can confirm working hypothesis no. one, i.e. that one of the major impacts of disasters are social impacts. The thesis also includes research conducted using the method of guided interviews thanks to which we can confirm the second working hypothesis, i.e. that dealing with the impact takes place mostly in the reconstruction period after the crisis situation. Knowledge obtained while working on this thesis may serve as a comprehensive analysis of the current state of the Czech Republic in terms of dealing with social impacts of disasters.

Reception and distribution of humanitarian aid in crisis situations
MACÁLKOVÁ, Dana
This bachelor thesis deals with humanitarian aid provided to people in emergencies. It concerns a short-term material and logistical assistance provided from humanitarian sources. The basic objective of the assistance is saving human lives, providing basic human needs such as food, shelter and sanitary conditions. There are several forms of providing humanitarian assistance. The usual form of such is of a material nature. Among the best known providers are Administration of State Material Reserves, central storehouses of Firefighters Corps, assistance from regions and municipalities, non-governmental, non-profit organizations and assistance from business people and individuals. In order to receive a material aid, we have to be adequately prepared for it. Another from of assistance is of a financial nature which is the most attractive; affected communities buy material they really need. The goal of this thesis was to devise a system and procedures during receipt and distribution of humanitarian aid in communities affected by an emergency situation. Questionnaires sent out to municipalities with extended powers in South Bohemia region served as a methodology for processing. The aim of the questionnaire was to find out the conditions for securing the acceptance, distribution and storing humanitarian aid in relevant municipalities, securing alternative or emergency accommodation for inhabitants from municipalities affected by an emergency situation. A concrete proposal was suggested in the municipality of Veselí nad Lužnicí where I devised a safe location for storerooms and a base for humanitarian aid. Space serving as a storage place is designed in a way to meet all conditions needed for both personnel in charge of receipt and evidence of humanitarian aid, and for proper storage of material and handling equipment. The obtained results showed that the relevant municipalities are sufficiently and materially prepared for receipt and distribution of humanitarian aid and they have an alternative accommodation ready for affected inhabitants.

NOSEK, Martin

The thesis also assessed preparedness and equipment of the fire fighting units. Using a questionnaire survey the thesis investigated the level of knowledge of commanders of voluntary fire brigades in municipalities in the field of civil defense and protection of the population. Recent experience from management of extraordinary events, particularly windstorms and floods, has shown the need to have well-prepared and organized teams available so that they can fulfill specific tasks in civil defense and protection of the population. The organized, but not completely prepared, teams include the voluntary fire brigades in the municipalities. In the introduction to the theoretical part of the bachelor thesis the author provides a historical overview of protection of the population in this country´s conditions, as well as identification of potential risks and extraordinary events which might occur. The thesis also lists types of fire fighting units and their categorization for blanket coverage. The thesis analyzes basic tasks of fire fighting units in the field of civil defense and protection of the population in agreement with Section (§) 30 of the Decree No.247/2001 Coll. For some of those tasks the thesis lists the equipment of professional units in the district of České Budějovice for their performance. At the end of the theoretical part the author analyzes the situation of voluntary fire brigades in the municipalities. The practical part investigated the level of knowledge of commanders of voluntary fire brigades in the municipalities by means of a questionnaire survey. In the discussion the author analyzed the individual questions from the questionnaire. The bachelor thesis concludes that it is necessary to further deepen the knowledge of members of voluntary fire brigades in the municipalities in the field of protection of the population, by means of periodic trainings.
