International comparation of review systems in public procurements - the Czech Republic, United Kingdom, Ireland

The subjects of thesis are the review systems in public procurement in the Czech Republic, United Kingdom and Ireland. In the introductory part the public procurement are defined, after which follows basic information about control systems and its possibilities. Main part is concentrated on detailed description of review systems in three mentioned states. The work is finished by the comparative analysis, which points to some advantages and disadvantages including some recommendations for the Czech Republic.

This thesis is focused on regulatory developments of public procurement of Czech Republic. The practical part of this work identifies general tendencies in the development of public procurement law, beside to prepared amendments of this field, this thesis deals with issues in public procurement.
Influence of a competition on the price of the procurement in IT area.

This thesis deals with the public procurements of IT and observes the market, as defined in the category "computer and related services". The first part assesses the development of the market which is consecutively assessed from the perspective of the three largest players in this field. In the following theoretical part in the introduction deals with an outline of the changes which were caused by novelization of the Law on Public Procurement and continues as an analysis of the procurement process. In the last practical part with the help of regression analysis this thesis explores influences on number of bidders and influences on final price in comparison with the estimated price.
Administrative costingness of public procurement in Slovak republic.

Aim of this thesis is mainly focused on subject of public procurement in Slovak republic. First chapter deals with initial description of legislative with short characteristics of relevant terms, procedures and constructive elements in the process of public purchasing and its administrative costingness. The topic of administrative costs is deeply described in next two chap-ters. Second chapter is focused on identifying theoretical concept of these costs with respect to its attributes, measurement methods, structure and origin of these costs. Analysis of subjects that have participated in survey is subject of last chapter. It is aimed at providing a rea-der with real view into problematic of Slovak Public Purchasing during year 2009 along with specification of value of administrative costs incurred in several public sector organizations and theirs relation to amount of costs that have been incurred in public purchasing and to compare these types of costs. Ending chapter serves as conclusion in accordance with observed trends and its main part drafts specific proceedings in order to improve efficiency of pub-lic purchasing and its administrative costs.
PPP (Public Private Partnership) Projects in the countries of Visegrad Four

The diploma thesis is concerned with the problems of PPP projects (Public Private Partnership) in the countries of Visegrad Four. The term PPP can be understood as a cooperation of public and private sector. The principal aim of cooperation is to ensure public infrastructure and services. First part of thesis characterizes coutries of Visegrad Four, explains principles and benefits of PPP and informs about main countries and sectors in which PPP projects are realized. The core of the thesis is the fourth chapter which analyzes and evaluates V4 coutries on the basis of several criteria (legislation, institutional support, methodics and realized projects) and attempts to find out if those criteria influence the implementation and number of PPP projects in V4. Final part points out that PPP projects can be helpful for states in times of financial crisis to finance services or infrastructure if they do not have enough money.
Analyse of relation between a number of solicitors and the price of public procurement

Work tries to find out which explanations at the public procurement market influences or can influence final reached value by letting a public procurement. In theoretical part the work will show how the final price can be influenced by a current version of law and cases where the law was violated. In practical part the work concentrates on linear regression in area of supplement by private cars. The work concerns on the relation between final price and explanatory variables (predicted price, number of proposals, category of contracting administration and stress of a price like evaluation measure. Side goal of the work is discovering of relation between number of applicants and supposed price of public procurement.

The analysis of public procurement process at the level of municipalities in the Slovak Republic

The paper analyzes public procurement process at the level of municipalities in the Slovak Republic. The introductory part of the paper is devoted to an analysis of theoretical and legislative aspects of the public procurement with definition of basic concepts and various procedural steps, which lead to the final implementation of the procurement. The paper also deals with the concept of 3E and degree of its implementation in legislation and in real-life process of procurement at the level of municipalities, with reference to some practical problems of that concept. The theoretical part of the paper is supported by an analysis of real-life public procurement processes undertaken at the municipal level and followed by evaluation using evaluation methods selected. At the end of the paper, proposals and recommendations that should lead to increase of effectiveness and economy in spending of public funds are included.
Public Procurement of Local Selfgovernment

This graduation thesis "Public Procurement of Local Selfgovernment" describes the problems of public procurement. The core subject is the difficulty to observe the law on public procurement. This work includes a case study that mainly evaluates the process of a specific public procurement carried out by a local selfgovernment and the method used to appraise the bids. In order to obtain further information on public procurement at the municipal level, the paper includes a survey addressed to the public administration. The work concludes with a SWOT analysis on public procurement.
The selection procedure in state-established organization

The theme of the graduation thesis is the process of public procurement in the state-established organization. Since the sphere of public procurement is very extensive the thesis focus on possibilities of use of multiple criteria decision making methods for the selection of the optimal offer. In addition to multicriterial decision making methods the thesis deals with preparative phase of the whole process especially with the statement of the evaluative criteria and determination of their weights. The thesis refers to the deficiencies of the process of public procurement that we can see in practice and tries to propose the possibilities how to avoid these deficiencies.
