Labour Policy and Human Resources Management
VYDRA, Arnošt
My baccalaureate thesis is divided into five main parts, which are interconnected by practical examples. The elaboration of this paper is based especially on technical literature concerning this field, comes from related laws, yearbooks publisher by Ministry of Labour and Social Affairs, statistic data and available web pages. First I concentrate on labour policy in general, I define its targets which are consequently implemented by its active or passive form. I briefly map out the situation on the labour market and bring a closer view of the measures of the active labour policy and their implementation in practice. Further I concentrate on social and economic impacts of labour policy on the society, I specify certain types of unemployment and methods of their measurements. In the chapter human resources management I especially deal with the social system of the company and its connection to the overall management. The generally valid rules of motivation and stimulation from the managers{\crq} point of view I completed by my own experience concerning noncash benefits and remuneration and with this connected establishment of the internal company culture system. In the second last chapter I am engaged with the regularization of legislative relations which are being created in the labour section. I analyse not only the means which are offered by the given standards in the combating of unemployment, but I also evaluate their application and usage in practice. Finally I concentrate on the disconsolate situation regarding the employment of handicapped persons and dissimilar treatment with women on the labour market. At the conclusion I sum up the observations which I reached in my paper. I try to form measures and solutions which from my point of view could help to increase employment in the Czech Republic. I believe that the suppression of unemployment growth can be done by a couple of possible ways. The prevention I consider as the most important, further comes the support of small and medium enterprises and support of self-employed entrepreneurs and finally the complex and uncompromising implementation of the active labour policy.
