Incidence of changes on a beneficiary deriving from the System of State Social Support within the context of stabilization of the public budgets
ZELENÁ, Dita
The theoretical portion of the work dealt with the state social support, its individual allowances and the current problems related to the situation in public funds. The first main objective of the work and its partial objectives identified opinions of beneficiaries and of the broader public regarding changes in the system of the state social support introduced by Act no. 261/2007 Coll. To test the hypotheses and to collect primary data the author used qualitative research {--} the interviewing method and the questionnaire technique. Three hypotheses were determined in the degree work. The performed research confirmed hypotheses 1 and 2, whereas it did not confirm hypothesis 3. The mapping of the experience gained by administrators of the state social support system in relation to changes arising from Act no. 261/2007 Coll. was the second main objective of the work. This objective was fulfilled by complementary qualitative research which identified the experience of administrators of the state social support system with the researched changes. The interviewing method, the technique of a free dialogue was used for this purpose. One hypothesis came out of this qualitative research. The work looks back at more than a year of effect of the Act on stabilization of public budgets and at the impact of changes which this Act introduced in the system of the state social support.

Trávníčková, Jana ; Klazar, Stanislav (advisor) ; Bauernöplová, Veronika (referee)
The thesis is focused on the exploration of income inequality among citizens of the Czech Republic and Great Britain. It is a comparison that evaluates the state income redistribution through state social support benefits. It provides information, in which country exists greater income inequality in income distribution among households and whether the income inequality among the citizens decreased due to the payment of these benefits or not. The theoretical parts of the work are devoted to explanation of basic terms (such as income redistribution, instruments of redistribution, relationship between social policy and redistribution) and tools for measuring income inequality (Lorenz curve, Gini coefficient, Robin Hood index, Interquintile share ratio S80/S20). The text also describes the various state social support benefits of both countries. The main research section contains calculations and graphical representations of all the above mentioned indicators. The final values are compared and the results are summarized.

Housing Protection Implementation through the State Social Support System Instrument.
PETRÁŠKOVÁ, Renata
This thesis deals with a housing allowance provided by the social support system, which is an important instrument of the state housing policy, the purpose of which is the contribution to households towards housing costs. In the theoretical part housing and its importance and housing policy is described, the role of the state in housing policy and the instruments of housing policy are also mentioned. Other chapters are devoted to the characteristics of the state social support system and the description of the housing allowance itself - its history and current legislation. The main objective was to determine what proportion of social benefits from the state social support system is made up by housing allowances. Partial research objectives are to find out the structure of housing allowance recipients, the factors influencing the allowance level and whether the number of new applications evolves over time. To achieve these objectives, a quantitative method was used, the secondary data analysis technique. The research respondents consisted of all applicants for a housing allowance in the years 2008 ? 2010, administered by the Labour Office in České Budějovice. The research results have confirmed the predetermined hypothesis that the number of newly filed applications for housing allowances shows a growing trend. The hypothesis assuming that with the increasing number of members in a household the sum of housing allowance is also increased, has not been not confirmed. The third hypothesis assuming that a higher housing allowance is always received by applicants who rent a flat has not been not confirmed. The presented results may serve as a teaching aid for the subject social policy, or to experts and officials from the public administration field.
Development of legal regulations of parental allowance in 1996 - 2009
FLÉGLOVÁ, Helena
The system of the state social support was established on 1st October 1995 when Act No. 117/1995 Coll. on social state support took effect. This Bachelor´s thesis, the title of which is "Development of legal regulations of parental allowance in 1996 {--} 2009``, is focused on the key benefit of the state social support - the parental allowance. It is a benefit independent on the height of income of the qualified person and is intended for a parent who personally and duly cares for a child while meeting other requirements needed to draw this allowance such as child´s age and health condition. The introduction of the parental allowance pursued an aim to make care for a child better and to improve social conditions of families with small children. The aim of the thesis is to map the development of the parental allowance since its beginning and to point out pros and cons of the legal regulations contained in Act No. 117/1995 Coll., on state social support. Since 1995 the legal regulations of the parental allowance have undergone a lot of more or less fundamental changes. Originally the height of the allowance was dependent on the living minimum and on the fact whether a parent is supported or not. Afterwards the amount of the allowance was determined by the height of the average salary in the non-productive sphere of the economy. The last big change brought about an allowance provided at several rates that are set at fixed amounts according to duration of drawing whereas the parents elect the period and amount of the allowance. In January 1998 a new system was established - a child may attend a day care centre or other pre-school facility in the maximum range stipulated by law, without a parent losing a claim to the payment of the parental allowance. The law has not forgotten about disabled children and their parents. It goes without saying that a disabled child requires more financial resources from a family. The attitude to the earning power of a parent has changed as well. Since January 2008 parents have been able to select the period of the parental allowance providing they are entitled to get a maternity benefit. Experience has shown that it was a correct step. The parents who had been working before their child was born have a better position. The purpose of the thesis was fulfilled: the most important changes of the legal regulations of the parental allowance have been mapped and analyzed in details since the parental allowance was established in 1995. Then based on the analysis of documents, it was found out that the last amendment to Act No. 117/1995 Coll., on state social support effective as of 1st January 2008, had led to better directness of the allowances and to stagnation of the volume of financial resources used for payments.
The Reform of Public Service in the Social Sector
TEJNOR, Libor
Social sector is an integral part of public service in any society. In each state, a contemporary system of institutions and organizations has gradually evolved in social administration, and the institutions are more or less interrelated and complement each other, or they compete. Although contemporary systems in various European countries differ from each other, they have common roots in the European social doctrine. It is based on the principles of human right of dignity, freedom, solidarity and participation in democratic governance. Within the transformation of the social security system to the system of social protection of citizens in the early 1990{\crq}s, and in accordance with a scenario of social reforms, work began on the creation of three interrelated and relatively independent systems {--} the systems of social insurance, state social support, and social assistance. What is substantial for this system to function properly is the relationship between the Ministry of Labour and Social Affairs, as the highest umbrella body that manages, directs methodically and controls the administration performance in a relevant sector (insurance, support or care) and all the other subsidiary bodies of the entire social security system involved in covering a given agenda. For that reason, it was also necessary to establish necessary institutions and institutes for the purpose of fulfilling the objectives. The objective of this paper is to map the valid legislation related to public service in the social sector, to analyze any changes in the legislation related to public service in the social sector and to define the advantages and disadvantages of these legislative changes. The method of analysis of secondary sources and the content analysis of data covering the public service in the social sector were chosen for the practical part of this paper. An analysis, a synthesis and a comparison were made of documents from the sectors of public service, social security, insurance, state social support, and social care with emphasis laid on the legislation related to the reform of public service in the social sector. The results have shown that the current form of the public service in the social sector encompassed, through legislative changes, all the needs of citizens to the maximum possible extent. The reform measures have also led to improvements in the accessibility of institutions for citizens and, thanks to powers delegated to the municipalities with extended powers, institutions are more accessible. However, the results point to certain drawbacks brought about by the social reform; these drawbacks must be removed trough legislative changes in the course of the ongoing reform.
The Legal adjustment of state social support and possibilites of its change
HADAČOVÁ, Tereza
The bachelor{\crq}s treatise deals with the issue of the state social support regulating the allowances provided to authorised person (family members) in certain socially recognised situation, when the state partly takes over the joint liability for the occurred social situation. The thesis describes the historical development of social allowances paid by the state, contemporary legal regulations concerning the benefits as a.o. child allowance, social benefit, contribution to housing, parental benefit, benefits for foster care, birth grant, death allowance. Moreover it informs of the characteristics of the Act No. 117/1995 Coll. of the State Social Allowance, as amended, in connection to present regulation of the life minimum pursuant the Act No. 110/2006 Coll. of the Life and Existence Minimum. This concerns also the way of financing of social security and continuity of the Czech system of state social support to that of European Union. The target of the work was to map the current state of the issue and also to find out the opinions of the employees of the body of state social support on the valid legal regulation including the possible drafts of its possible change and to make up the comparison of changes in providing individual benefits in years 2006, 2007 and 2008. To achieve this goal, the qualitative method of the analysis of the document and questioning was applied. The technique of the research was secondary data analysis and standardised talk. The examined complex consisted of nine respondents with experience in the field of state social support, selected by the method of accidental choice from six different regions of the Czech Republic. These were managers with a long-term practice in the given system. It follows from the research that the changes which came into effect on 1st January 2008 are being evaluated rather negatively based on the opinion that the Czech system of the state social support causes the growth of dependency of citizens on the state. The proposal of changes, formulated in this treatise based on the results of the research should concern first of all the child allowance, contribution to housing and more strict control concerning providing allowances. Based on the gained information and achieved goals the thesis could serve as incentive for the proposal of legislative change in the system of state social support with a positive impact on this system during its application in practice.
Multiple-length Parental Benefit as the Support for the Family
PÍSKOVÁ, Jana
Parental Benefit is the type of an allowance for families provided by the system of the social support in the Czech Republic. The purpose of the benefit payment is financial help coming from the state towards families with a child in times when a parent stays at home caring 24 hours for the child after the birth. Parental Benefit has been the most often amended benefit of all during its history. There were gradually introduced many changes in the length of payment, financial amount, also were introduced permissions to work while being paid benefits and the possibility to place a child in some kind of day-care institution for limited time period. The last one and the most complete amendment, which has been valid since 2008, introduced several ways of using the benefit: up to two years, three years, and four years of the child?s age. The Bachelor Work is focused on the importance of Parental Benefit as the financial support for families. There were set two goals: The first one was to find out if the current system with more time-period payments is comfortable for clients registered at the Job Center in Strakonice. The second goal was to find out if the clients make use of provisions that allow them to work together with being paid benefits. There was set a sample research group consisting of clients registered at the Job Center in Strakonice who applied for Parental Benefits. To reach the goal, there was chosen the strategy of quantitative research, requesting method, and the questionnaire. There were set two hypotheses: Hypothesis H1: "Most of clients registered at the Job Center in Strakonice choose the basic form of Parental Benefit lasting up to three years of the child?s age". Hypothesis H2: "Most of clients registered at the Job Center in Strakonice use the possibility of working while being paid Parental Benefits". H1 was confirmed. H2 was not confirmed. The work was aimed to follow Parental Benefit from the view of parents who receive the benefit and to increase public awareness of using more versions of Parental Benefits. The outcome of the work is our finding that the most of clients prefer the version lasting three years. The clients who are not allowed to choose themselves one of the mentioned options are not satisfied with the slow version lasting up to the fourth year of the child?s age. I suggest allowing of choosing the basic version of Parental Benefit lasting up to three years of the child?s age for all the clients.
State Social Support Regarding Single Mothers Matter
BÁRTEK, Lukáš
The aim of this bachelor{\crq}s work is to digestedly describe a current system of state social support and to introduce individual benefits, claim conditions and its amount. Part of this work is the current enactment as well as the changes of individual benefits that are set forth in the amended Act No.117/1995 Coll. on State social support valid from 1.1.2008.Further this work concentrates on the incomplete families, particularly on the phenomenon of single mothers. It attempts to describe the specifications that are typical for this group of applicants for state social support benefits and it attempts to map problems and risks that single mothers must handle during the children upbringing. The bachelor{\crq}s work as well describes various reasons that mostly lead single mothers to bring-up the child without a partner and it reflects a current view of the society on this disadvantaged group of people. It also raises a question whether the current model of benefits structure is capable to adequately compensate the disadvantage of these women {--} not only at the economical-safety level but as well at the social level.
Effects of state social policy on marriage and family in Czech Republic
Veselá, Kateřina ; Šíma, Josef (advisor) ; Munzi, Tomáš (referee)
The diploma thesis is devoted to effects of social policy on marriage and family in Czech Republic. Significant demografic phenomenon of last 20 years in Czech Republic is rise of extra-marital childbearing. Childbearing outside marriage is especially common in the case of first birth and has become typical of young mothers, the lowest-educated women and the high-unemployment regions. The increasing trend of bachelor mothers was connected with the transformation process and generous social system in 90's of 20th century. Young couples often do not get married and they pretend incomplete family in order to obtain social incomes. Ministry of Labour expected from changes in the state social support system as well as in the formation of living minimum the solution of the problem with purposeful cohabitation. The target of the thesis is to show that couples can profit from the purposeful cohabitation after these changes as well as before and demonstrate how much higher incomes can be and how much more state can pay on social benefits.
