The Operational Programme Education for Competitveness (the case study of Pardubice region)

The main goal of this essay is to map out the availability of the European structural funds for the common types of basic schools as well as the difficulty of putting in to practice of the projects under the Operational programme Education for Competitiveness. My essay will increase an awareness of the European structural funds in historical and theoretical consequences as well as in the specific case study of the project request of the basic school.Thanks to my essay the reader can also focus on gaining money from this operational programme in the Czech Republic as well as in Pardubice region, where the basic school from my case study is located.

In conclusion, I focus on the success of university applicants and a brief assessment of whether there has been implementing projects in the area of ??support 2.2 Higher education to improve education at universities.
The Analysis of projects application applied within Operational Program Education for Competitiveness in the Central Bohemian Region in the first priority axis - Initial education

The thesis focuses on the analysis of project application that may be financed from the European Social Fund for Operational Program Education for Competitiveness in the Central Bohemian Region. Education and educational institutions in the Czech Republic are addressed, but the paper is primarily focused on the problems in the European Policy of Economic and Social Cohesion in Europe Union. In the theoretic part the Operational Program Education for Competitiveness is also described. The main attention is on the first priority axis; initial education. The practical part concentrates on the education in Central Bohemia Region in comparison with its social, economic and demographic situation. The projects which were registered in Operational Program Education for Competitiveness in Central Bohemia Region are analyses in the first priority axis - Initial education in the period of 2007 - 2009
Education for Competitiveness Operational Programme (Structural Funds in Education)

This diploma thesis is focused on the European Policy for economic and social cohesion, its goals and financial instruments. Four Structural Funds allow the European Union (EU) to grant financial assistance to resolve structural economic and social problems in the member states of the EU. The thesis concentrates on one of the Structural funds, namely the European Social Fund (ESF), the main financial instrument allowing the Union to realise the strategic objectives of its employment policy. The Human Resources and Emplyment Operational programme, the Prague -- Adaptability Operational Programme and the Education for Competitiveness Operational Programme are the Czech Operational programmes financed by the ESF. The last one is then closely described and attention is aimed mainly at the Priority Area 2.3 -- Developing human potential in research and development. The practical part of the work deals with the characteristics of the project cycle from the point of view of the Ministry of Education and with the analysis of projects applied in the Priority Area mentioned above.
Development of the South Region for the actions of the Education for Competitiveness

This diploma thesis deals mainly with the Operational Programme Education for Competitiveness and its area of support number 3.2 ? Support for the offer of further education, namely in the South Bohemian region. Currently, the support for the offer of further education in this region is realized particularly through letters of intents from the first round of the call for this area of support which have been approved for future fruition. The fruition of the projects drafted in these letters of intents will have a primary impact especially on target groups of factual projects. The letters of intents from the second round of the call are now being evaluated. Letters of intents from this second round approved for fruition will be officially announced after the meeting of the South Bohemian Regional Council, which will be held in June this year. In the fourth quarter of 2011, the third round of the call in the South Bohemian region will be announced. The effect of the money invested in the offer of further education will manifest itself no sooner than after the year 2013, in which the programming period will be ended and utilization of financial resources from the European Union funds will be dramatically limited. The representatives of the South Bohemian Region are well aware of the importance of supporting this issue and there is evident endeavour to fill up educational blanks of the people living on its territory, which are caused mainly by the changes in the employment market structure in this region. For the current programming period and for the support for the offer of further education in the South Bohemian region, the allocation of 196 000 000 CZK has been detached from the European Union funds. After the first call, 13% of this allocation were spent. It is difficult to foresee how the financial resources utilization within this area of support will be continued till the year 2013.
EU Structural Funds on the examples of Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness

This thesis explains the reasons of the establishment and development of the European Union's policy for economic and social cohesion, the topics it tries to solve, and instruments through which it provides the member states the financial help. Because, as it can be seen from the caption of this thesis, I describe two operational programmes -- Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness, I concentrate on the European Social Fund, as it is the source of the financial help in the Czech Republic for these two operational programmes. That is why this thesis also pays attention to the application of the structural policy in the Czech Republic with the emphasis on the area of education. It introduces the crucial documents needed to be approved as long as we want to receive money from the EU and it deals with the two operational programmes and its coherence. In the last part of this thesis the weaknesses and strenghts of the implementation of those operational programmes are highlighted.
The administrative burden of public spending programs

The thesis is focused on finding administrative costs of the selected public spending program - the Operational Programme Education for Competitiveness. The work presents the theory of public expenditure, public spending projects and administrative costs to the extent required. There is also described the Operational Programme Education for Competitiveness itself. The core is in the analysis of administrative costs for the three types of projects, the administrative burden is watched in the selected projects at various levels of implementation structure. The values observed are compared, evaluated and commented. The problematic areas are formulated pursuant to the observed data. To determine the necessary data has been used a questionnaire survey.

Upon accession to the European Union, the Czech Republic has been given the opportunity to use the support provided within the scope of economic and social cohesion policy. For the Programme period 2007-2013 the Czech Republic has prepared twenty four Operational Programmes. In this work I focus on one Oprational programe - Education for Competitiveness to be able cover all necessary aspects of Decision, Implementation and Contol mechanisms.
Funding of public universities by European Union resources

The work describes particularities of public universities and their funding. It depicts possibilities of funding by the Ministry of Education, Youth and Sports and particulary by structural funds of European Union. The main part is dedicted to funding by Operational Programme Education for Competitiveness. Work describes procedure of creation, implementation, monitoring and control of projects funding by Operational Programme Education for Competitiveness. Furthermore it describes other possibilities of funding by structural funds and economic information systems on Czech public universities.
