The causes of insufficient use of EU funds in Slovakia during the 2007-2013 programming period

The presented thesis The causes of insufficient use of EU funds in Slovakia during the 2007- 2013 programming period addresses a system of utilisation of the EU funds in Slovakia which were provided by the European Union's Cohesion Policy in 2007-2013 programming period. The period is the first Cohesion Policy's programming period that could be fully benefited by Slovakia, and although Slovakia was economically highly evaluated even with regards to the economic crisis, at the end of the period the exceptional prolongation of the n+2 rule was demanded, and eventually approved. Therefore, the aim of the thesis is to find and explore possible causes of the lack of benefit of the EU funds that lead to obtaining the exception. The first part of the thesis analyses the theory of regional policy which provides multiple possible alternative hypotheses that answers to the research question. These potential answers constitute the chapters in the second part of the thesis: the responsibility of the utilisation on the regional level, the problems in settings and functioning of the bodies on national level, the external factors impact, and finally the rules posed by the EU. Common European Immigration Policy Versus National Interests: Case Study of Italy and Poland

The aim of this thesis is to analyse the development of common immigration policy in the EU in relation to the member states, who are often blamed for the slow progress in the realization of common policy aims. Two member states, Italy and Poland, are analysed in their approaches towards the common immigration policy. Focus is put on the examination of their national influence in the field of migration and its compatibility with the EU approach. The conclusion states a significant influence which the member states have on the development of the common immigration policy, especially in their accentuation of the restrictive character of migration policies. This has been typical of Italian approach until recently. Knowledge and networking of Local Action Groups in the Czech Republic in the programming period 2014-2020

This master's thesis deals with Local Action Groups (LAGs), based on the EU approach LEADER for local development, in the Czech Republic during the programming period 2014- 2020. It focuses on the ability of LAGs to acquire and pass on knowledge and to learn, as well as on their networks. Within this work, the character of acquired knowledge, means of transfer of the knowledge and forms of learning are examined. Furthermore, research focuses on LEADER networks and their internal relations as well as level of communication and trust, in order to determine the efficiency of these networks. Lastly, the institutional thickness of the environment of Czech LAGs is examined that constitutes of non-scientific institutions and technological infrastructure. Cooperation with these two types of institutions leads to creation and implementation of innovations and more effective development of the territory. The theoretical grounding and criteria of this work are based on the Theory of Learning Regions. To obtain the data, a mixed research method was used. A combination of quantitative and qualitative research was carried out in the form of a questionnaire survey, semi-structured interviews and analysis of primary documents.
The Scotish higher education system

The Scottish higher education system is historically completely separate from other systems within the United Kingdom. Today, it is shaped by the Scottish Parliament and Executive and it is usually considered to be one of the most important devolved matters. At the same time, the Czech higher education system is in an urgent need of a reform. It is necessary to describe how should the reform look like and it is therefore very important to study different higher education systems in the world. There are several reasons why to study the Scottish system in particular. Both the Czech and the Scottish nations are relatively small, both the societies are basically slightly left-wing oriented and sceptical towards the introduction of tuition fees. The main question is whether the Scottish higher education system could serve as an example for the Czech reform or whether the Czechs could be at least inspired by some of the aspects of the Scottish system. Abilities of municipalities in NUTS 2 South-East region to withdraw European funds

The presented thesis deals with abilities of municipalities in the region NUTS II South - East to draw European funds. The aim is to analyze how well - informed are municipalties about this topic and how they can take advantage of their gained knowledge and use the financial instruments of the EU. Administrative division founded by the EU is needed for a possibility of a member state to use European funds. NUTS II South - East region covers two Czech regions - Jihomoravský a Vysočina - and it is also a region with the highest number of municipalities from all the NUTS II regions in the Czech Republic. Municipalities are one of the most active applicants for the European funds and their knowledge and abilities to use the funds is important. According to a Theory of learning regions there were set three criteria which created the basis of the research. Knowledge and abilities were divided into three phases depending on when the municipalities deal with them during the process of withdrawing. For gaining data for the research I used the mixed methods research that combine the quantitative and the qualitative research. Presented thesis Programs of the European Union of supporting regional interparliamentary cooperation in the region of Western Balkans as an instrument of regionalisation is focusing on regional parliamentary cooperation in the region of Western Balkans and programs of the European Union which are programmed to support this particular cooperation. The study is framed in the theory of new regionalism and the approach of socialization in international relations, which both offer in the case of European integration explanation of why regionalization takes place. The aim of the thesis is to answer the question whether the European Union is successful in its support of regionalization via regional parliamentary cooperation. Meaning if the mechanism of socialization chosen by the Union is effective and if institutional capacities of the national parliament in the region to conclude this cooperation are being built either via direct engagement with the Union, or via indirect way by engaging with regional initiatives active in regional parliamentary cooperation such as Regional Cooperation Council, COSAP and Cetinje Parliamentary Forum. Cross-border cooperation of Euroregions between Czech Republic, Poland, and Slovakia

The presented thesis is analyzing the cross-border co-operation between three units, the Czech-Polish-Slovak Euroregion Beskydy, the Czech-Slovak Bílé-Biele Karpaty and the Czech-Polish Euroregion Silesia. The object of the work is to point out the concrete factors influencing the collaboration in these Euroregions in 2004-2006 period. From the beginning of this date caught the countries, on whose territory particular structures are situated, as the lawful Member States of the European Union draw the financial aid from the Community Initiative INTERREG. An important part of this Initiative, INTERREG IIIA Programme, was in the Multiannual Financial Framework concerned designated to the support of the cross- border co-operation. The criteria are built on the base of the Theory of learning regions, according which the collaboration in cross-border structures is analysed: a milieu, from which the co-operation arised, a participation of the other subjects on the activities of the Euroregion and main areas of the co-operation and knowledge imparted. The priorities specified at the beggining of the partnership are envisaged with the intern setting of the Euroregion and with the projects truly realized in the period defined.
