Europeanization of the Czech Foreign policy and the impact of the Presidency in the Council of the EU: The case of the Israeli-Palestinian conflict

This diploma thesis applies the theoretical concept of Europeanization on a research of the Czech foreign policy and its changes in relation to the presidency of the EU Council. As a case study, it analyses different Czech and EU's positions towards the Israeli-Palestinian conflict and then by comparison of both levels it determines the misfit between Czech and the EU's policies in the mentioned agenda. From historical point of view and from contemporary perspective as well, the Czech Republic is famous for very pro-Israeli attitudes. On the other hand, the EU is significantly focused on supporting of the Palestinians and building the Palestinian state. The research is divided into three periods: before the Czech Presidency of the EU in the years 2004-2008, during the Czech Presidency and then after the presidency until the end of 2010. The aim of the research is to evaluate changes of the misfit between the Czech domestic attitudes and the EU's positions by the example of the Israeli-Palestinian conflict's issues and then to find out whether the Czech foreign policy has been europeanized during the studied period. It focuses on the genesis of the pre-crisis European economic governance, primarily on the Economic and Monetary Union, and on the performance of the EMU and the features of EEG before and during the crisis. It investigates the issues and challenges that arisen largely from the aftermath of the crisis such as imbalances on the Internal Market due to serious competitiveness issues between the Member States, lack of crisis management, financial supervision etc. The common cause of these problems, the insufficient economic governance is identified having source largely in the original design of EMU which was adopted largely for economic reasons but contemporary political limits restrained the Economic union and macroeconomic coordination provisions thus enabling the current situation. Analysis of the Economic and Monetary Union crisis based on the Eurozone example

Global economic and financial crisis uncovered serious structural deficiencies of the EU economies - especially of the Eurozone members. High levels of debt have resulted in inability to honour it and state bankruptcies or necessary debt restructurings are a real possibility. This paper analyzes the current Eurozone crisis on the basis of theoretical and methodical foundations of the Optimal Currency Area literature and theory of economic integration. It evaluates the rationality of the Maastricht nominal convergence criteria and analyzes the role of real convergence criteria in like with the introduction of common currency and common monetary policy. It discusses the non-compliance with the Stability and Growth Pact which was supposed to ensure fiscal discipline also after a country's Euro accession. It also deals with the current developments in the monetary and fiscal crisis of the most affected Eurozone members (Greece, Ireland, Portugal) which have already had to ask for financial aid from the EU and the IMF. Tools and measures adopted in this light by the EU and other national and supra-national authorities are also discussed and their partial evaluation is presented. The final section offers possible alternatives of future development of the Eurozone.
