Investigative powers of the competition authorities
Krempl, Adam ; Staša, Josef (referee)
The dissertation thesis is concerned with the investigative powers of the competition authorities, namely the European Commission and the Czech Office for the Protection of Competition. Essential investigative powers of competition authorities include requests for information, on-site inspections of business premises and other premises and sector inquiries. The competition authorities may use investigative powers in order to find evidence proving the violation of competition rules. One of the main aims of this thesis is to thoroughly analyze the current EU and Czech legislation concerning investigative powers of the competition authorities, including the relevant case law of EU and Czech courts. The main goal of the thesis is to define basic principles associated with investigative powers. These principles determine not only the direction of the legislation but also guide the steps of the competition authorities in specific cases. Most of these principles, which are superior to legal regulation, stems from the fundamental rights of investigated entities. The important part of this thesis will be a detailed analysis of the possibilities of defense of the investigated entities against misuse of investigative powers by the competition authorities. This thesis consists of eight chapters. Chapter One is...

Determination of duration that driver needs to assess the situation behind the vehicle in course of turning or overtaking manoeuvres.
Belák, Michal ; Rábek,, Vlastimil (referee) ; Kolíbal, Zdeněk (referee) ; Semela, Marek (advisor)
The dissertation thesis deals mainly with determining of the duration that driver needs to assess the situation behind his vehicle at manoeuvers of turning and overtaking, based on the measurements made in real road traffic. These are common and frequent driving manoeuvers, which the driver performs while driving the vehicle in regular road traffic. For their safe execution the driver needs to have sufficient amount of information about the situation around the vehicle and especially behind the vehicle. This information can driver usually gain from devices for indirect vision, most often rear view mirrors. The time thus defined, suitable e.g for the needs of forensic engineering applications for the analysis of road accidents, has not been studied in detail yet. For the purpose of its determination, therefore, an extensive analysis of the current state of problematics related to the indirect vision from the vehicle was carried out. There were formulated influences on the time duration and with this related characteristics of humans as a part of the driver-vehicle-environment system in the thesis. The characteristics of human perception were investigated and the problematics of reaction time was discussed. Existing research focused on the duration of rear view mirrors glances was analyzed and possible methods of its measurement in detail were presented by author. Based on this, an experiment was designed and realized, the time necessary for rear view mirror glances was defined by the author. The results enable to quantify the time that the driver needs for assessing the situation behind the vehicle in connection of turning, overtaking and other driving manoeuvers when the driver needs to change the driving direction. The conclusions showed that the time needed to evaluate the situation behind the vehicle by means of the rear-view mirrors does not normally exceed duration 1 second.
Dohled a kontrola nad realizací veřejných zakázek v České republice
Nováčková, Tereza
Public procurement is a much-discussed area today. It is about a paid provision of particular goods or services, that are provided from the public funds. Because of the high risk of manipulating with these funds, there is a high level of supervision done from the side of the government of the Czech Republic. This is not just on the national authority’s level, but also on the European community one, where they can with their power, influence the course of implementation of the public procurement in our territory. Except the European regulations in the form of directives, regulation and other documentation, European union also acts like a donator among others, also for implementation of public procurement. This thesis creates an overview about these authorities and their competencies in the field of supervision and control of public procurement. When the public procurement is being submitted and there is a failure in the process, in such case, the public procurement authorities enters the process and checks the correctness of the contracting authority's approach. The practical part is then based on an example from practice, where we encounter above mentioned failure from the side of the submitter and entry of the controlling authority into the realization. Since this contract was granted, the relationship of the hierarchy of supervisory authorities is much more complicated. Practical example therefore states the relationships between particular authorities in their decision-making process. So, what happens when the controlling authority refuses to reimburse costs due to a misconduct in the realization of public procurement contract? To whom the submitter can turn to? These questions are answered by the practical part. Diploma thesis creates a summary, based on the detected misconducts during the implementation of the public contract and drawing of financial support from the operational program and provides following recommendations for the submitter, who initiated the procurement.
Zapojení Evropské unie při řešení konfliktu v Sýrii
Mikulenková, Veronika
MIKULENKOVÁ, V. Involvement of the European union in the solution of the conflict in Syria. Master thesis. Brno. Mendel University in Brno, 2019. This master thesis deals with the involvement of the European union in the solution of the conflict in Syria. The conflict in Syria is the world’s largest humanitarian crisis, which has a significant impact on the Syrian population, the surrounding region and also Europe. For this reason, many other international actors are involved in conflict resolution and European union is one of them. Since the beginning of the conflict in 2011, European union has made a series of responses to improve the situation. The main focus of the thesis is to analyse individual responses divided into individual specializations. These responses are analysed based on predetermined factors. The last part of the thesis deals with the goals of the European union in the individual specializations and their assessment.
Inspection of welded joints of loading ramps
Ertl, Roman ; Mrňa, Libor (referee) ; Kubíček, Jaroslav (advisor)
This master's thesis is focused on problem of welding of loading ramps and inspection of their welded joints. The aim of this thesis is to inspect the welds of loading ramps with regarding to the appearance of defects. The literature review of the research issues of the MIG welding technology and welding of aluminium and its alloys is described in this thesis. There is also described destructive and non-destructive inspection of welds that can be applied to inspection of loading ramps. Theoretical description is followed by an experimental part of the thesis. Experimental part is focused on the three destructive tests (the tensile, the macroscopic and the hardness test) of samples of loading ramps, which are made of EN AW-6005A T6.
Design of Formula Student Wheel Suspensions
