Planning of material resources of selected municipalities with extended competence for crisis management in the economic measures for crisis situations

The subject of this dissertation details the planning of material resources in selected municipalities with an extended competence (scope) for crisis management solutions within economic measures for crisis situations. Based on growing threats and rising negative impacts on society this current subject is problematic. This issue is often not researched in depth and when research is conducted in the crisis planning sector, it is often focused on financial rather than material resources. The aim of the work was to compare the planning of material resources of selected municipalities with extended scope in the Pardubice and South Bohemian regions, depending on the crisis situations that have already taken place, on time and on the current situation in the given locality.The data was collected by studying technical documents, legislative and primarily by surveying employees of the crisis management department for the municipalities in the selected counties with an extended scope in such fields. The collected data was analyzed, compared and eventually graphically displayed. Answering certain research questions lead to the final conclusions. Part of the research was conducted using a personal method of "index preparedness", which assures the range and detail of material resource planning in selected municipalities. It was concluded that the past crisis situations and exercises did not have some impact on material resource planning always. First and foremost, it depends on actual situations in the region based on risk analysis and personal opinions from experts involved in such matters. This dissertation can assist crisis departments municipalities with an extendes scope as a cumulative source to compare their organizations to other counties.

Our master thesis deals with the topic of planning material resources of selected municipalities with operations for solving crisis situations within the economic measures for crisis situations. The aim of the theoretical part of this work is a comprehensive overview of the current legislation in the field of crisis management and economic measures for crisis situations. In this work, we primarily focused on the powers of municipalities with the following powers. In order to develop this work, we looked for the necessary information mainly from electronic sources, which are the most up-to-date for our needs. The work consists in the research and analysis of available professional sources, and methods of descriptive analytical nature were used. In the practical part, we focused on the practice and opinions of crisis managers of selected municipalities with expended powers through a survey. We wondered how the planning of material resources has changed over the years. For this reason, we compared our data with the dissertations of Ing. Roman Urban (2012) and Ing. Aleš Kudlák, Ph.D. (2014). We also focused on planning material resources during the coronavirus pandemic in the Czech Republic. The obtained data are graphically processed. The result of the work is a summary information about crisis management and information about regards to economic measures for crisis situations in the Czech Republic. In the practical part, we found that the planning of material and financial resources mostly corresponds to crisis situations, which municipalities with various competencies were forced to deal with in the past. The current coronavirus epidemic has already been acquired through certain changes in the resource planning of municipalities with the following responsibilities, and certain changes will also occur in crisis management as such.
Utilization of State's Material Resources by Municipal Councils in Crisis Scenarios

Aleš Kudlák, Ph.D. This thesis is focused on the issue of municipalities and their requiring material resources in the state property in solving crisis situations. The aim is to assess the municipality possibilities of using the material resources in the state property in crisis situations. In accordance with the assignment this work focuses on the principles of using material resources, comprising movable and immovable assets in state ownership, local government units, physical and legal persons, which can be used during solving the crisis situations. In the theoretical part the legislation of the Czech Republic concerning the use of material resources is described. The following chapter is devoted to information systems, which are used in requesting material resources in the state property. The second part of this thesis is based on a questionnaire sent out to mayors of municipalities in the South Bohemia region. The questionnaire contained thirteen questions. The questions were focused on the possibility of optimization of allocating material resources to civil protection during the solution of the crisis situations. The research question was: What is the awareness regarding the use of material resources owned by the state in solving the crisis situations in the selected municipalities? The questionnaire was sent to all municipalities in the South Bohemia region. Only 9% of questionnaires were returned. Each question was processed and evaluated separately using a chart. From the results it is easy to see that the representatives of the municipalities have a clear idea of the material resources available to them. According to our assumption, mayors in larger municipalities or towns are better informed about this issue, probably due to the availability of experts in crisis management.
