Utilization of the European Social Fund in the labour market of the Písek region

The aim of this thesis is to evaluate the opportunities in the development of (un)employment and to solve the established problems using the support of the structural fund of the European Union. The thesis uses the analysis of the labour market of the Písek region. It focuses on one of the two structural funds of the EU ? European Social Fund, and its targets and operational programmes for the period 2007 ? 2013. The main function of the European Social Fund is to develop employment, to support social integration of people and equal opportunities with concentration on the growth of the labour market and human resources. Theoretical part of the thesis uses primarily sources of subject literature, publications released by information centres of the EU, internet resources, laws and annual reports of the labour market situation in Písek in individual years. The practical part characterizes the Písek region, the labour market, the unemployment rates and evaluation of the working opportunities. Then the thesis evaluates the utilization of the tools of unemployment active politics and of the financial resources of the European Social Fund. On the basis of the obtained resources, data and information, the author presents suggestions for solving the labour market situation in Písek.
Human resource management elements in a context of employment policy

A purpose of this work is a description and analyzing of basic tools and other procedures in a field of contemporary human resource management strategy related to policy of employment. A comparative analysis is selectively applied on a basis of information resources from Czech Republic (CR). The output is a summary of qualitative parameters in the field of HRM and also shows main trends of sustainability and development of employment in CR. The introductory part is oriented to essential principles of human resource management (HRM). Following chapters describe and connect topics of HRM and employment, resp. employment policy. Chapters are focused on a situation in today's labor market in CR in a context of its characteristics and dynamics. Also impacts of unemployment on man and society are described in a wider context. A role of education, retraining, long life education etc. is very important and here mentioned as a positive value on the contemporary labor market.
The impact of the world economic recession on unemployment of the graduates in South Bohemian Region

The performance of the world{\crq}s biggest economies is slowing down and young people are the most affected as shown by the rising numbers of unemployment, especially among the youths. The aim of this thesis is to identify and map the impact of the global financial crisis on the unemployment of graduates in the South Bohemian Region. My intention was to test the hypothesis of my previous thesis topic ``Life targets of the unemployed graduates in České Budějovice`` and the data obtained by thos investigation/research is to be put into context with reference to the current state of the labour market. In this thesis, I have used the form of quantitative research. As a method of data collection, I have chosen to use interviews and document analysis. The technique, in this case, is the secondary analysis of data from the questinaire. The questionnaire was developed in two forms: on paper (printed copies) and on the Internet (the electronic form) in order to increase data. The questionaire consisted of 22 questions which are well related to the total psycho-social and economic well being of the unemployed and, in as much following the current set hypotheses: {\clqq}The most prefered goals in the lives of the unemployed graduates is to find a well paying job``, most of the graduates still remain in a period of unemployment and hence they are still living with their parents`` and {\clqq}Most of the unemployed graduates tend to adopt an active approach in finding a job``. I contacted the respodents through the job centres in South Bohemia Region. The first hypothesis proved to be wrong whilest the second and third hypothesis proved to be correct and hence the aim of the thesis was fulfilled. This is a very practical topic in connection with unemployment and this work can serve as a basis for further research, especially with subsequent use in schools. This work may also be used as a supplement for specialised courses focusing on issues of unemployment.
Public awareness about the problems of employment

Employment {--} one of the most frequently discussed current topics. At a time when the economy of the whole world has been going through the period of economic depression, this subject is really topical. Employees are being dismissed due to the economy inhibition and the number of the unemployed has been growing. The Czech Republic has not escaped the impact of the depression either and the unemployment rate has risen to 9, 9%. To find a job is most difficult in our modern history. Eighteen unemployed come to one working position. The objective of the research part of my thesis was to find out whether the job seekers registered at the Job Centre in České Budějovice get sufficient information about all the services provided by this institution within the framework of the active labour policy, whether the job seekers are well aware of the instruments of this policy, who provided them with the information, whether they have already used any of these instruments and whether they find these instruments suitable and sufficient. 200 questionnaires were handed out to the respondents, 159 questionnaires returned. It means that the rate of return of the questionnaires was 79, 5 %. This research has revealed that 69% of the job seekers find the instruments of the active labour policy provided by the Job Centre sufficient. However, it is essential to take into account the following fact {--} the job seekers find these instruments sufficient in terms of their own knowledge. And it was only 24% of the respondents that knew more than a half of the existing instruments of the active labour policy. My thesis could be practically used as a whole especially for the clients of the Job Centre in the form of brochures or leaflets. It might be used even for students from secondary schools, vocational schools, colleges and universities as study material, since it provides practical knowledge of what to do in case they are unemployed once after they finished school. And last but not least, this work might be viewed as an important feedback for the staff of the Job Centre.
Working Migrants from Ukraine and Vietnam in the Czech Labour Market

This diploma work tries to describe the situation of working migrants from Ukraine and Vietnam. The theoretically part includes topics from the description of the elevation of working migrants on contemporary Czech labour market to social and cultural background of workers from Ukraine and Vietnam. The second practical part is based on four detailed interviews with a working migrant from Ukraine, a working migrant form Vietnam, a Czech co-worker of working migrant and an employer of working migrants. The sight of view of these four interviews is that working migrants have the same conditions as Czech employees, they came to Czech Republic to make money to rise the life standard of their families living abroad. There is enough work in their countries but they aren´t paid so well as in Czech Republic there. The working grades they execute are not interesting for Czech workers so these positions hadn´t been casted before they came to our country. They know that people have many prejudices to them there but they don´t admit them and try to pass judgment on Czechs individually. At the beginning each of them had an experience with some negotiator or {\clqq}client`` who had vindicated them their jobs and accommodations. They see the biggest problem in communication in our language but they are willing to learn speaking Czech. They don´t follow the progression of Czech justice and legislation and they rely on their employers in this case. They think that the biggest difference between their countries and Czech Republic is folks´attitude towards family and religion. They are willing to cooperate on changing the unfriendly attitude of our people towards them.
The influence of the European Union on a labour market in the South Bohemian region

The bachelor thesis analyses a labour market in the South Bohemian region and the influence of the membership of the Czech Republic in the European Union. The period under consideration covers 2000 to 2007. It was chosen so that it could include the time period before and after the accession of the Czech republic into the European Union. The practical part of the thesis focuses on operating programs, which are connected closely to the labour market. On the one hand these programs are interpreted generally in view of the Czech Republic, on the other hand are given particular projects implemented in the South Bohemian region. In another chapter of the practical part there are taken into account other effects acting on the labour market (e.g. foreigners, CZE citizens working in other states of the EU,..). The thesis should provide an objective evaluation of the situation before and after the accession into the EU. The assessment results from statistical data of the period under consideration.
Unemployment of Secondary School and University Graduates in Vysočina region

Its aim is to analyse the unemployment in this region as well as in other regions of the Czech Republic. The data for the analytical part come frome time series. The last part contains suggestions of actions and measures that should lead to unemployment rate reduction.
Human Resources and Employment

The goal of bachelor´s work is to describe the situation regarding the human resources in the county Prachatice and evaluate this problem from the employment office´s point of view. The basic problem is to utilize effectively the labour force related to free human resources, mainly registered in the employment office. In the bachelor´s work it is particularly pursued the comparison and the utilization of these free human resources. The bachelor´s work is divided into two main parts. The first part is theoretical and its intent is to explain the important notions regarding the employment. The attention is particulary pursued to the risk groups on labor market. The second part is practical and it is directed to the analysis of situations connected with employment and human resources in the county Prachatice. This part is strongly statistical in order to achieve a good transparency.In this part there is the connection with the theoretical part through the risk groups of the unemployed. At the end of practical part there are some suggestions regarding the utilization of human resources and the support of the employment rate. The result of this work is the maping of human resources development in the county Prachatice. There is also mention the further possible solutions of these problems on regional and state level. The state should behave as the guarantor of the state policy and by way of employment office conducts this policy.
Interregional Movement of Labour-Force (specified for the Region of South Bohemia)

The bachelor dissertation deals with the interregional movement of labour-force between the Region of South Bohemia and surrounding regions. The theoretical framework outlines the main definitions of the labour market, unemployment, labour policy, and the labour-force movement. The first chapter of the practical part describes the situation on the Czech labour market through the development of employment, unemployment and legislation. The following chapter deals with the movement within the Czech Republic, divided into the outland and inland movement. In order to approximate the researched areas, the individual regions concerned are characterised. The eventual calculations of the labour-force movement amongst regions have been gained from the measurement of the movement by means of indicators (migration balance, migration turnover and migration efficiency). The development of commuting and driving to work has been expressed through the balance. The migration data follow the period of 2001-2007. The data concerning commuting and driving to work are followed in 1991-2001. The last chapter of the practical part deals with outlining the elements that affect the labour-force movement.
The Institute of Green cards as a tool for legal labor migration in a political debate in the Czech Republic

In my thesis "The Institute for Green cards as a tool for legal labor migration in a political debate in the Czech Republic" I analyse the concrete circumstances of the adoption of the Institute for Green Card in the Chamber of Deputies. I tried to place this issue into the context of the situations that surrounded the adoption itself. I believe that the issue of legal immigration will be becoming increasingly important on the political scene and therefore it is important to know how the political parties represented in the Chamber of Deputies approach to this issue. To my work I also included the opinions of NGOs dealing with problems of legal or illegal immigration. My thesis is trying to be a coherent set of attitudes and opinions and comprehensively grasp the problems with receiving of the Institute of Green Card from the perspective of both government agencies and non-governmental companies.
