Financial Assurance of Project Realized by Municipalities

The master thesis describes financial assurance of a project, which is realized by the municipalities. The theoretical part is focused on describing basic concepts of public projects, municipalities and municipal budgets. Subsequently, the work deals with sources that can provide financial assurance. Thesis is also focused on categorization of roads and the economic evaluation of roads and highways. The practical part is devoted to the basic design of the project to local roads in the municipality Plumlov - Žárovice and then financial assurance of this construction investment project. It selects several financing options for the project and the subsequent assessment of individual options. The outcome of this work is the selection of the best possible way of financing for the proposed project.

Analysis of public procurement in Jindřichův Hradec

The goal of this paper is to analyze the process of assessment and outsourcing of contracts by the municipality. The theoretical part will concentrate on analyzing the city budget, its revenue and expenditure side. I put focus on capital expenditure by which municipality provides public services via public procurement. The second part defines the participants in the procurement process and the types of contracts. I pay attention to the methodology used by the city for the small scale procurement and methods of public procurement assessment, to be used in further analysis. In the third part I analyze one particular contract, steps involved in awarding the procurement and selection of assessment criteria. To determine the model weights I chose the method of successive weighting pattern combined with the method of allocation of 100 points. The values obtained in this way were compared with weights actually used. To assess the different offers I applied the newly obtained weights to the information published in the protocol (for assessment and evaluation of bids) and analyzed differences between actual and predicted points according to the new scale of weights.

Analysis of municipal budget

The bachelor thesis is focused on issues related to municipal property, the municipal budget, budgetary process, budgetary compositions, especially types of income and expenditure budget. The thesis is dealing mainly with municipal budget of Přídolí, income and expenditure for a particular municipality, from which areas the municipality receives funds for its financing needs and in what areas this money is invested, whether it is sufficient revenue to cover expenses or to manage the deficit.
