Evaluation of the Causes of Traffic Accidents involving Fire and Rescue Service Vehicles in the South Moravia Region in 2001-2012

This thesis deals with the evaluation of the causes of traffic accidents of the Fire and Rescue Service vehicles of the South Moravian Region in 2001-2012. Based on the data and information traffic accidents are comprehensively evaluated and measures are proposed to reduce accidents. The processed material can serve to provide expert services in solving the analysis of traffic accidents.
Use of supporting technologies at operational and informational centers of the integrated rescue system

The aim of diploma thesis on the topic "Use of assistive technologies in the operational and information centres of the integrated rescue system" is to evaluate the possibility of using assistive technologies in the operational and information centres of the integrated rescue system of the South Bohemian region. In my diploma thesis I first focus on the theoretical part, where basic information about the integrated rescue system and the fire brigade is summarized through professional literature, laws, and decrees. I also conducted a search of available professional sources. In the theoretical part, I also listed the most commonly used assistive technologies in the operational and information centres of the integrated rescue system. In the research part, I first focused on a survey of the opinions of the staff of the Operations and Information Centre of the Fire and Rescue Service of the South Bohemian Region on the use of assistive technologies through a questionnaire survey. Furthermore, in this part I deal with the analysis of types and subtypes of events for which it would be appropriate or inappropriate to use supporting technologies, namely, to compile an automatic technology designer. I compiled an analysis of statistics of departures and events in 2021, compiled into graphical summaries. From the evaluated answers to the given questions, it is evident that most operational technicians and officers agree with the introduction of assistive technologies. Likewise, the overall analysis shows the benefits for the use of an automatic technology designer. The contribution of this diploma thesis is the use of processed information at the operational and information centre of the Fire and Rescue Service of the South Bohemian Region.
Moral competence and social desirability of security and armed forces

The bachelor thesis is focused on moral competencies and social desirability of the security and armed forces of the Czech Republick. Specifically, for firefighters and soldiers. The theoretical part of the work is divided into two main parts. The first of them is focused on moral competencies. First, I deal with the theoretical basis of moral reasoning and then the basic concepts related to morality. Furthermore, I deal with psychological theories of morality and their starting points. The second part of the theoretical part deals with the concept of social desirability. This part is focused on terminology, the construct of social desirabillity, the two-factor model and measurement methods. In the empirical part I focus on the preferred stage of moral reasonin accorditn to Kohlberg´s for security and armed forces, the relationship between social desirability and the level of moral judgment. The research group consists of a total of 213 respondents. In verifying the established hypotheses, no statistically significant difference was found between the level of moral competencies of members of the security forces and the civilian population, and no significant difference was found in the level of moral competencies depending on education. The difference between the level of social desirability of the security forces in comparison with the civilian population was found, the hypothesis determining the connection between the preferred level of moral competencies was supported and the hypothesis dealing with the inconsistency between the C-score and social desirability was supported.
Analysis of the scope and cooperation of the components of the integrated rescue system in the administrative district of the municipality with extended competence Český Krumlov.

The theme of this bachelor thesis "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov" was chosen due to the author's long-term professional interest. The author chose the theme and elaboration which could be beneficial to the current form of integrated rescue system in a specific location. In the theoretical part the thesis focuses on a search of literature and law regulations related to the integrated search system, it's coordination and documentation. In the end of this part are described individual components of the integrated rescue system. The thesis focuses on offering up a new knowledge about functionality of mentioned system, it's flexibility, weaknesses and strong sides. The thesis offers considerations about given issues and tries to come up with a new perspective on its principles. Particularly in a practical part of the thesis where are processed results of the research. The main goal of the research was an analysis of the scope and components cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov. For collecting analysis' results and for answering the research question was used qualitative research with open questions in half-structured conversations. Mentioned conversations were analysed and from collected analysed data was created SWOT analysis which was based on informative investigation. Within this analysis was compiled an overview of weak and strong sides of current system. Furthermore, were summarized potential opportunities and threats. Results are described in detail in chapter "Výsledky" and afterwards the chapter offers a discussion. The author believes that the main goal of the thesis named "The Analysis of activity and cooperation of integrated rescue system in administrative district of the municipality wit extended scope in Český Krumlov" accomplished its goal. The resolution of the main question is that the cooperation of integrated rescue system in administrative district of the municipality with extended scope in Český Krumlov and the use of all integrated components' abilities during solving an emergency incident proceeds accordingly to the valid legislation. The rescue integration system was evaluated with SWOT analysis. The resolution is that the pros outbalance the cons. The cooperation of individual integrated rescue system is ensured based on preparedness of units for intervention and permanent operability. The established and good cooperation of all components of the integrated rescue system is also ensured. This thesis may serve to individual components of integrated rescue system and to the community.
Teaching of the topics "Protection of human beings for common risks and emergencies" at elementary and secondary schools

This diploma thesis deals with the topics of "protection of human beings for current risks and incidents", which are part of the individual subjects taught in primary and secondary schools. These topics are currently a very important component of primary and secondary education. Pupils or students need to improve their knowledge of these issues related to the protection of the population. In case of these emergencies, pupils or students are required to show responsible behavior, to be able to orientate themselves in the given situation, to help the affected people and to call the rescue forces to the site. Teachers at elementary and secondary schools who have education in the field of population protection and pass on information to pupils or students using teaching aids and aids. I asked the individual teachers about the subjects they are teaching. Themes are integrated into many subjects, such as education for health, man and the world of work, man and his world, civic education, but also primary education at elementary school, natural science or biology, chemistry or physics. Framework education programs for primary and secondary schools include topics related to the protection of the population. At the school level, they present school education programs issued by the individual school heads, and according to these programs, the education is carried out at individual schools.
The Golden Rule of morality in everyday practice population protection

The aim of the bachelor thesis titled The Golden Rule of Morality in Everyday Practice of Population Protection is to ponder about the questions of rescuers' obligations within their work duties and to find out to what extent can they, in their line of work, operate with a certain amount of empathy to their surroundings, to the people, who are immediately affected by a crisis situation, whose health or even life is endangered, or who are in the danger of losing their property. I would like to use my thesis to find out, whether there are some situations in which the rescuers can encounter an inner conflict. Should they only follow the legislation, that is currently in effect, or should they sometimes follow their intuition, and especially the golden rule of morality? Can the rescuers imagine themselves in the position of the rescued and and use it to adjust their decisions? I will back my thesis with an anonymous qualitative research, in which fifteen members of the three basic rescue agencies (Fire Rescue Service of the Czech Republic, Police of the Czech Republic and Emergency Medial Service of the Czech Republic) have participated. The respondents were answering questions which were suitable for statistical evaluation. What can we find out from the questionnaire, and the proffesionals' answers? The questions were aimed at the proces of evacuation of civilians from flood areas and the possibility of application of the golden rule. Can we claim it necessary to define the field of population protection and the work of the individual rescue agencies of the Integrated Rescue System through legislation and observance of the current law, regulations and degrees in the area of population protection and crisis management? It is because of this legislation, that we have clearly defined procedures in various crisis situations, specifically in the area of planning, preparation and preventive measures. In spite of that fact, we will find out, whether some of the rescuers have ever followed the golden rule of morality in their line of work, or whether they can at least imagine themselves following it in some occasions (and if so, what would be the occasions). It is not my goal to use this thesis to detract from the siginificance of clearly set rules, designated procedures and orders from intervention commanders in crisis situations. The goal, that I have set for myself, is to discover how thin the line is between that which I have to do even though I might not agree with it, and that which I want to do, even if it means breaking some rules. As emerged from the research, we have a specific, embedded sense of justice and order. Are we more inclined to follow the rules and the individual given regulations, or to have a certain amount of liberty in deciding and following the golden rule? I find the topic itself highly attractive. The interconnection of the three agencies of the Integrated Rescue System may appear nonsensical at first glance. However, in this thesis, we will discover that there is, in fact, a very distinct link between them. When an intervention of the Integrated Rescue System occurs, it very often involves interaction between the firemen, paramedics and policemen on one side, and the rescued people on the other. None of the rescuers can resist feeling a certain amount of empathy towards the rescued person. What if it was me in his place? It is in this way, that the topics, at first glance so very different, interconnect into a very specific issue. I do not think there is a lot of situations in the field of population protection, in which one can follow the golden rule of morality. Certainly, the official procedures are the most effective way of work of all the agencies of the Integrated Rescue System. However, I think that there are some situations in the everyday practice of population protection, where one can, indeed, follow the golden rule of morality.

The Evaluation of Readiness and Capability of the Brigades of Voluntary Firefighters of Municipalities for Dealing With Emergencies in the Administrative Territory of the Extended Municipality of Písek

The topic of the thesis is focused on agility of brigades of voluntary firefighters of municipalities. Due to the fact that they are basic components of the integrated rescue system and in spite of the fact that it is a voluntary activity, it is necessary to respect and follow the valid rules in the field of facilities and preparedness. The theoretical part of the thesis is focused on the integrated rescue system with emphasis on the area of the Fire and Rescue Service. The integrated rescue system and its components are defined in the first chapters. The Fire Brigade of the Czech Republic is described there in detail. The following chapters deal with the issue of brigades of voluntary firefighters of municipalities. The system of those organizational units is originated as a tool against emerged fires, natural disasters or other emergencies. The voluntary fire brigades of municipalities must be equipped with the prescribed technical equipment and must have the needed material resources, which are necessary for their actions of help when events occurred. According to the law, the special qualification of members of fire brigades is necessary for ensuring professional standards and the minimization of erroneous actions. The effective management of actions and early help requires the fulfillment of all conditions regarding the capacity for action, which includes the organizational, technical and professional readiness of the forces of firefighters and their means for their successful intervention. The bachelor thesis has the following goals: to ascertain the equipment of brigades of voluntary firefighters of municipalities with fire-fighting equipment and material resources and the utilization of those in cases of interventions; the assessment of the capacity of the members of the brigades for action in cases of alarms; the analysis of the field of the training of the commanders and engineers of selected brigades of voluntary firefighters of municipalities in the administrative territory of the extended Municipality of Písek. The quantitative method was used in the research part of the thesis. The data collecting was performed by using a questionnaire for commanders of some selected brigades of voluntary firefighters of municipalities in the administrative territory of the extended Municipality of Písek, who formed my research pool. The questionnaire contained 28 questions, which were focused on the subject of my research. There are two hypotheses established in connection with the specified topic. The first hypothesis states that the selected brigades of voluntary firefighters are equipped with the firefighting equipment and material resources adequately. The second hypothesis argues that the existing regular training for commanders of voluntary firefighters is sufficient for managing their interventions. The overall survey is completed with information collected from members of the Fire and Rescue Service of the Territorial Department of Písek, from the Operational and Information Centre of the Fire and Rescue Service of South Bohemia Region, from the District Association of Firefighters of Bohemia, Moravia and Silesia in Písek and from the Mayors of the respective municipalities. The results of the research are processed into tables, which clearly show the answers of the commanders of brigades of voluntary firefighters to questions of the questionnaire. The research shows that the selected brigades of voluntary firefighters of municipalities are not adequately equipped with needed fire-fighting equipment and material resources. It also shows that the existing regular training for commanders of brigades of voluntary firefighters of municipalities is sufficient for managing their interventions. The overall conclusion is that the brigades of voluntary firefighters of municipalities are not operational in their interventions in the cases of emergency.
