Quality of Higher Education in Selected EU Countries
Vobruba, Lukáš ; Doucek, Petr (advisor) ; Maryška, Miloš (referee)
The aim of this thesis is to approach a meaning of quality in higher education. The education is perceived as a system where several kinds of investment are transformed into outcomes with an added value. Determining a methodology based on a correlation analysis enables the author to look for links in education systems of selected members of the European Union. These links are interpreted in order to point out the qualitative implications of potential decisions in terms of managing this system both at a central and institutional level. Approaches to quality of tertiary education are presented in order to define the means of quality assessment and selecting a policy of achieving it. The functioning principles of higher education institutions describe the institutions' structure and characteristics. These are complemented with the impact of the European Union initiatives. The properties of higher education are analysed using selected indicators which are assumed to have an influence on education quality. The reasons for their choice are explained and an enouncement of hypotheses is followed by the correlation. The analysis outputs are interpreted and contextualised in accordance to their usability for the stakeholders.

Bejdáková, Blanka ; Asztalos, Ondřej (advisor) ; Krpálek, Pavel (referee) ; Šlosár, Rudolf (referee)
It has been the primary objective of this doctoral thesis to determine the level of the quality of teaching at a particular tertiary professional school and suggest avenues leading to potential further improvement of the quality of the teaching. Quality of teaching is a relatively broad term; therefore, the thesis places emphasis primarily on the level of the students' key competences, primarily the competence for employment and entrepreneurial activities. In order to fulfil this objective we need to define the quality standards of the teaching at tertiary professional schools, obtain relevant information about contents and structure of curricula, teaching methods and forms deployed at the school and also information about the students' level of knowledge and skills. Last but not least, students and their future employers should express their opinion of the quality of teaching. Scientific benefit of this thesis is the creation of my own model of quality evaluation of the teaching at tertiary technical schools, which in the future, after further verification in practice, could become a basis for elaboration of a uniform methodology for quality evaluation of the teaching at tertiary professional schools, particularly those with economic specialisation. The secondary scientific benefit of the thesis can be found in obtaining the information about contents and methods of education used at a particular economic tertiary professional school and utilisation of such information for development of key competences, with emphasis on the competence for employment and entrepreneurial activities. Results of the research may also serve as a basis for creation of the teaching and learning document for similar branches and also as a basis for decision-making as to whether and in which form should the integrating subject be included into the teaching. The objective of the thesis has been achieved by means of the research made at the Tertiary Business Entrepreneurial School (Vyšší obchodní podnikatelská škola), Masná 13, Prague 1. The research consists in analysis of the contents, method and forms of education at this school, and also in the experiment when an integrating subject is included into the teaching in the third grade. The final output is the recommendations and generalisations applying to tertiary professional schools in general, particularly to tertiary professional schools with economic specialisation. The thesis deals with the issue from two points of view, advancing from the general to the specific so that generally valid recommendations can be pronounced in the conclusion again. The first part of the thesis introduces general startpoints for the ensuing research task. It is subdivided into five chapters. The first chapter describes the subject and methodology of the research. The second chapter defines the significance of human capital for competitiveness of the Czech Republic. The third chapter summarizes the startpoints and tools of the school reform with emphasis on educational objectives in the area of students' key competences. The fourth chapter deals with the substance and tools of entrepreneurial education and thinking. The fifth chapter describes the history and the present of tertiary professional school education, suggesting its potential development in the future. The subsequent part containing the research itself is subdivided into three chapters. The sixth chapter characterises the Tertiary Business Entrepreneurial School, analysing its conditions for educating students, monitoring its competitors and defining its strong and weak points, its opportunities and threats. The seventh chapter contains the substance of the research task itself. The eighth chapter subsequently evaluates the results of the research, verifies the hypotheses and formulates recommendations applicable to tertiary professional schools in general.

The thesis analyzes the development of higher education in the Czech Republic since 1918 to present day, it also describes the development that is affected by European integration. The aim of this thesis is to evaluate the status of Czech higher education system and the forthcoming reforms. The analysis is focused on the number of students at each university levels, subjects and ultimately analyses the expenditure on tertiary education in the Czech Republic. These values will be compared with the selected OECD countries. In conclusion of the thesis is the SWOT analysis of strengths, weaknesses, opportunities and threats of Czech System of higher education, as well as the principle of the law university. The current legislation of 1998 does not reflect the current status and the problems that the Czech higher education is faced with. This prevents the large growth of college students, the reduction in quality, as well as the negative financiation of the entire higher education system.
Prospects for funding tertiary education in the Czech Republic
Pálešová, Linda ; Urbánek, Václav (advisor) ; Kubík, Rudolf (referee)
This thesis discusses the possibilities of funding terciary education in the Czech Republic. The first section deals with funding of an existing educational system and its shortcomings. They result in the necessity of higher education reform, which can not be implemented without additional funds provided by the student participation in the form of tuition fees. The issue of tuition fees, its forms and arguments for and against are therefore described in the next section of this paper. Relatively large part is further given to the financial support from the state government, which is inevitable in case of introducing tuition fees. At first I resume current direct and indirect financial support and highlight its inefficiency. Subsequently, I describe and analyze three specific financial models of student loan funding base, which I compare and evaluate. In conclusion I recommend the most efficient model.

Uhlířová, Klára ; Vostrovská, Zdenka (advisor) ; Kotýnková, Magdalena (referee)
The goal of my bachelor thesis is the Comparison of the education systems in the United Kingdom of Great Britain and Northern Ireland, particularly England, and in the Czech Republic focusing on the tertiary education. I have chosen this topic because of the constantly discussed Czech government's intention to introduce tuition at Czech public universities. In England, the system of tuitions at universities has been practised for many years. The thesis analyses only public universities, private universities are not mentioned. Also, the thesis analyses the structure of the tertiary systems in England and in the Czech Republic. The thesis describes current funding for the British and Czech education. The thesis shows the amount of financial resources from the state budget of the Czech Republic required to finance one university student. I try to clarify why the reform in the Czech Republic is needed. The thesis shows the latest tuition policy proposal of the Czech government. The thesis compares Czech and British tertiary systems on the basic of the SWOT analysis. It also deals with the assertion tertiary education graduates on the labour markets of both countries. The end of the thesis formulates the recommendation, which can serve as a basic for tuition policy in the Czech Republic.
