The current family policy from the point of view of young families
BARTUŠKOVÁ, Michaela
This thesis is devoted to the problem concerning the view of young people of current family policy. Firstly, the theoretical part describes the concept of the family, its divisions, functions and emphasizing its importance in society. Then, the work describes Social Policy Czech Republic itself and describes the tools with which it works. Subsequently, the work is focused on family policy itself that describes the historical development concept, which is used in the Czech Republic and after that the work is focused on institutional arrangements. Next part involves the description of the supporting families. It is divided into two sections as there are direct and indirect tools. An expansive part of the work is then focused on the financial support of families, associated with the care of a dependent child. There are therefore listed benefits providing such families. Also a vital part of the work is the description of childcare services. They are cr?ches, day nurseries and primary school. The last issues the theoretical part deals with are options of parents who wish to return back to employment after maternity leave. The practical part is then divided into four divisions. Namely they are the financial instruments of family policy, the indirect instruments of family policy, the parents support in the labor market and childcare services. The survey has revealed two goals. The more important goal was to find out how young families actually taking care of a dependent child, assess the current family policy of the Czech Republic. Another goal was to find out what specific measures would help young families looking to solve problems associated with childcare. Two research questions were established: 1. Do young families consider current family policy to be adjusted? 2. What specific measures would the family changed on family policy? In the practical part, the qualitative method of the research was used, while the semi-structured type of an interview was used to gather data. The sample consisted of 10 partners and the method of clustering served for the data analysis. The qualitative research clearly revealed that families are not satisfied with family policy. The most serious problem is caused mainly by the settings of social fund. They consider the sum of money to be inadequate to cover the cost of child care. The main change in this case should be to increase the amount of financial support. As far as the tax credit goes, the families have evaluated it very well. These discounts mean certainly saving money that can be used for other essentials of child care. Furthermore, when parents come back to their employments, they consider the controlling the employers would be helpful because families interviewed responded that in their employments there are no benefits associated with childcare. In the last part of the work I have dealt with childcare services. Regarding the cr?ches, there were not used by no one of respondents. It was because parents do not want leave their children with strange people at so much early age. When choosing a nursery and primary school it is mainly the distance from the residence taken for consideration as the majority of answers pointed out. Based on data gained during the processing of this thesis, there was developed informational materials useful for families who are not sufficiently provided, and therefore need assistance from the state. At the same time, this thesis can provide people with information about the formation of family policy.
