Development of sickness benefit system in Czech Republic from 1993 and impact of changes on employee and employer.

Assessing the influence of sickness benefits on worker absenteeism: An empirical analysis based on panel data

The influence of economic variables on the probability of being absent was analyzed using longitudinal data on work absence behaviour for each day during 2006 and 2009. Panel data contain everyday information about work attendance of each employee working in the company in South Bohemia, the final sample has 43 800 observations. During the observed period, there were a number of reforms of the sickness insurance in the Czech Republic performed and such reforms affected primarily the replacement level of earnings and influenced the period guaranteeing sickness benefits for an employee. The method used by Johansson and Palme (2002) has been followed. As them, I as well distinguish between the dynamic dependence varying in the fact whether the worker is in the work presence state or in the work absence state. Empirical results show that the worker's costs arising from being absent have a significant effect on work absence behaviour.
Social security in Sweden

The aim of bachelor thesis is the analyse of social security in Sweden. The thesis is divided into eleven chapters. First one defines basic terms like social security, social insurance and social policy. The second one describes basic principles of functioning of social security in Sweden. The third one contains all methods of funding of social security and the fourth one gives an introduction to history of social security in Sweden. Next seven chapters describe details of all systems such as health insurance, system of sickness benefits, work injuries benefits, disability allowances, system of family benefits, system of pensions and system of support in case of unemployment. In conclusion are all presented information summarised.
Current problems of self-employed persons pension and sickness insurance in the field of insurance collection and benefits payment and proposals of their solution

Bachelor thesis is focused on current issues in the pension and sickness insurance of the self-employed, where fundamental changes occurred from 2009 onwards regarding not only collection of premiums but also the benefits provided by these systems. The system of insurance for self-employed persons underwent a long development period, every stage from the very beginning of insurance through interdependence of pension and sickness insurance to their complete separation affected the current behaviour of the self-employed in this field. Premiums should be understood also in terms of coverage of social incidents, which is an illness, injury, disability or old age. The amount of benefits provided from the system depends on the amount of premiums paid and the period of insurance. For this reason, attention in the thesis was paid to the issue of present statutory regulation of premiums, focusing on special-purpose sickness insurance premiums for the self-employed and the subsequent payment of benefits. Also in the field of pension insurance it is necessary to consider whether the premium payers are sufficiently aware of the link between premiums paid and the amount of such benefits, and can responsibly decide on the choice of assessment base, which has an impact on future security in retirement. The objective of this thesis is, based on an analysis of main problems which consist of complexity and comprehensibility of the existing legislation in force for self-employed persons, to suggest changes aimed at simplifying it. The given topic was studied using qualitative research through semi-structured interviews in a relatively narrow circle of self-employed persons with the aim to investigate the status quo, to get a detailed understanding and practical application of the provisions of the Act. Based on the knowledge and experience from practice, questions were prepared, which were answered not only by clients but also by District Social Security Administration Office staff in Strakonice who deal with administration of premiums. Based on evaluation of individual respondents' replies and with regard to the current problems during practical implementation of pension and sickness insurance administration, an opinion was obtained that the existing legislation is complex and confusing for the self-employed. Therefore, measures were suggested, which could be used as tips for possible amendments to legislation in the field of self-employed persons´ insurance premiums.

I have selected this topic of disability/incapacity for work mainly due to the fact that I have been working in this area already for two years (I am responsible for its registration, processing statistic indicators and other activities related to the disability at work). Selected issue is therefore well known to me as to the contents and I believe that the results of this bachelor thesis will bring benefits for my next project in this area. I describe two main observed aspects in my project during studied period (1st half of 2007 and 1st half of 2008): disability (quantity and duration) and sickness expenses. The main objective of this project was to find out to what extent the implementation of unpaid first three days of sickness has affected the development of incapacity, i.e. quantity of incapacities, their duration, and amount of sickness benefits paid. Two hypotheses have been established: 1)through the effect of the Act on public budget stabilisation, i.e. implementation of busy guard period, the number of sickness leave shall fall, but their duration will be longer, and 2) Act on public budget stabilisation is not going to bring extreme reduction of expenses for sickness benefit payments. For data acquisition, I used a quantitative research which was performed through secondary analysis of data and the study of selected group of employees in small companies. This group has been created by quota selection from the basic population group. Analysis and evaluation of data obtained have shown that the first hypothesis was confirmed, since the number of disabilities has dropped not only in the district, but also within the country, although the mean length of one sickness leave has increased. The second hypothesis was not confirmed. Though the mean length of one disability has extended, 17% of the expenses for sickness benefit payments has been saved. Besides the motivation of physicians, tight and high quality cooperation among practitioners and medical assessment service physicians at district administration bodies, especially in assessing the duration and grounds of sickness leave approval. At present even the employers are engaged in the issues of incapacity for work which should contribute to the decrease of incapacity for work and related used expenses.
Social Security in some Latin American countries

This thesis has aims to acquaint the reader with Latin American Social Security systems. For this end, 7 Latin American countries have been chosen. Henceforth, the different Social Security systems operating in these countries are described. It is a comparative analysis, describing the similarities and differences among them. Is necessary to emphasize that this paper does not only provide current information of the different Social Security systems, but also statistical information, which is considered as essential to the context of the economic, demographic and social environments in which are these Social Security systems function. The systems described are: the Pension System, Heath Insurance, Sickness Benefits, Unemployment Insurance, Family Entitlements and last Maternity Benefits. The countries that have been chosen are the following: Argentina, Bolivia, Chile, Colombia, Ecuador, Peru, and Uruguay. In addition to the comparative analysis in this paper, the level of development in the chosen Latin American countries as well as the latest trends concerning the Social Security systems are determined and explained.
