This bachelor’s thesis is concerned with extraordinary events and providing information to the population. The first part describes the division of extraordinary events and providing information to the population in each phases of extraordinary events. In further describes the informedness of citizen and the preparedness for protecting itself of citizen. The work includes radio broadcast emergency information and evaluates the Conception of civil protection. Part of the work are my suggestions to providing information to the population.
Education and preparation of students and teachers in the area of security themes in South Bohemia

The aim of this Master thesis is to discover how well pupils and teachers are prepared in the field of safety topics and to evaluate the participation of chosen subjects in the safety education in the South Bohemian Region. The theoretical part is concerned with the education and integration of safety topics in framework education programmes with an emphasis on an elaborated framework education programme establishing the obligatory content, terms of education and other obligatory standards. Furthermore, an analysis of legal rules and the technical literature is conducted and technical terms concerning the matter are defined. The empirical part of the thesis focuses primarily on an individual research and is aimed at fulfilling the goals of the thesis. The first aim of the empirical part is to assess the participation of chosen subjects in the safety topics education in the South Bohemian Region and to answer the research question "How do chosen subjects participate in the safety topics education in the South Bohemian Region?" For the research, the method of a qualitative research is employed, namely in the form of structured interviews with the representatives of the organizations participating in safety topics education in the South Bohemian Region. The second aim of this thesis is to discover how well the teachers are currently prepared in the field of safety topics and to answer the research question "How well are the teachers currently prepared in the field of safety topics?" The method of structured interviews with elementary school teachers in the South Bohemian Region is employed. The results of the research show that the current state of participation of chosen organizations in the safety topics education is in the process of preventive educational activity and publication of educational materials on a very good level. The organizations proceed in the process of safety topics education on an individual basis and it is therefore problematic for the schools to keep a good track of all offered programmes and materials and to use them. The teachers educate themselves in the field of safety topics and pass the knowledge further on the pupils, however without any coordination and systematic character. The answers to the research questions showed quite decidedly that all organizations promote the integration of a new school subject concerned with the safety topics in the educational system. On the other hand, the teachers hold the view that it is not necessary to introduce a separate subject on this topic.

The ways of engagement of non-governmental non-profit organizations in integrated rescue system

Bachelor work is designated to include non ? government non ? profit organizations in integrated rescue system in the Plzeň region. Theoretical part is interested in outlining of basic notions, definitions, forms of humanitarian and psychosocial help during exceptional events and principles which govern this help. In details are described several non ? governmental non ? profit organizations, which provide humanitarian, psychosocial and preventive educational activity in the Plzeň region.. The practical part contains analysis for level of knowledge and information capability from members of Fire Rescue Service and a group of volunteers about the role of non ? government non ? profit organizations in frame work of participation in integrated rescue system in the Plzeň region.
Informing and Communication with the General Public in the Course of Preparation and Dealing with Extraordinary Events.

This bachelor thesis seeks to investigate, by means of a questionnaire survey, the level of information of the general public about an extraordinary event, both in the stage of its prevention and in the stage of dealing with the event. At present, information is the alpha and omega in the society as the necessity to have correct and necessary information available increases quickly, also in the field of protection of the population, while the receiving of information, its correct evaluation and timely communication may affect lives and health of the population, the property, as well as the environment. In its introductory part the thesis, using available sources, deals with information and communication in general. This includes generation, spreading and utilization of information. It also covers the issues of extraordinary events, preventive educational activities, communication chains to spread information among the public and workplaces responsible for dealing with extraordinary events, as well as methods used to inform the general public in the course of extraordinary events. The other part of the thesis analyzes results obtained from the questionnaire survey and compares chosen results with the information obtained from informal interviews with professional workers. The results may be utilized by the Fire Rescue Service of the South Bohemian region to prepare specialized trainings for mayors of municipalities or for education of the general public. Conclusions of the thesis contain proposed methods to inform the general public, both during the preparatory stage of an extraordinary event and while dealing with it. It is very important for the general public to have the information necessary for proper conduct in case of an extraordinary event because only a well-instructed and informed person is able to protect him/herself and help the other people.
