Perception of the Medical Assessment Service by Applicants of the Care Allowance.

In bachelor thesis I focused on the perception of the medical assessment service, whose aim is, besides other tasks, also to assess the health condition for the purpose of the care allowance. The aim of the theoretical part is to map the process of assessing health condition of the applicants of the care allowance and in this part, I describe the classification and tasks of the medical assessment service, medical assessors, newly established position as the specialist assistant of the medical assessor, assessment criteria, principles of health assessment and principles of assessing the ability to handle basic living needs. In the third chapter I outlined perceptions, prejudices, stereotypes and mistakes in social perception. The aim of the empirical part is to find out what are the stereotypes and prejudices by applicants of the care allowance. Three hypotheses have been established, which were investigated in the quantitative research by the questioning method, through the semantic differential technique. The selection sample was chosen randomly from the records of received applications for assess the health condition for the purpose of care allowance and was made up of 400 respondents. The return rate of questionnaires was 62 %, so the research sample was composed of 212 respondents. To evaluate the data and verify the hypotheses, statistical methods were used to sort the data for first and second degree. The research confirmed only the hypothesis that applicants for care allowance are not satisfied with the length of assess the health condition. Other 2 hypotheses have been disproved and it has been found out that applicants of the care allowance perceive the medical assessment service rather neutral, as well as they perceive neutral the objectivity of the assessment. The results of the bachelor thesis can be used by the state administrative bodies as an indicator of current perception of the medical assessment service by applicants of the care allowance and can be used in the process of assessing the dependence levels in non-legislative aspects.
A health state assessment in the Czech Republic and in states of the European Union

The diploma thesis titled "A health state assessment in the Czech Republic and in states of the European Union" is a theoretically conceived work that offers comprehensive information on assessment activities focused on the sickness insurance in the Czech Republic and other five selected countries of the European Union. A choice of the selected states has been affected both geographical and historical linkages to the Czech Republic as well as differences in the social security systems. The most attention has been devoted to the assessment activities under the sickness insurance of the Czech Republic. For other countries there has been particularly given a course of the health state assessment due to the illness, pregnancy and maternity or care for a household member. The aim of the thesis is to analyze the process of the health state assessment in the Czech Republic and a subsequent comparison of those results with a situation in the selected countries of the European Union, namely the Slovak Republic, Poland, Austria, Great Britain and France. To identify differences and to focus on strengths and weaknesses of the systems or to suggest a more efficient solution within the Czech Republic. The results of the thesis show that in all researched countries a medical certificate of the incapacity for work is the legal condition for an acquisition of claims to sickness benefits and the procedure for an obtaining of the certificate is similar in all six countries. It is the examination and health state assessment by a physician authorized by a body administering the social security in the given country. Despite differences of the social security systems in individual countries, a connecting element for the claim to the benefit is the participation on the social insurance. This thesis may also serve the general public as a summary of findings on the issue of the health state assessment under the sickness insurance in the Czech Republic and selected countries of the European Union and for a better orientation in the given systems.
The examination of state of health of citizens for the purposes of social welfare benefits

The topic of the thesis is {\clqq} The examination of state of health of citizens for the purposes of social welfare benefits.{\crqq} Medical statement sevice ensures this activity, which has a wide medical, social, employment and economic importance. On 1st January 2006 the first instance medical statement service was divided into the insurance and non-insurance system. OSSZ and ČSSZ continues providing examinations for the insurance systems while the examination for the non-insurance system is carried out by physicians of the newly created examination services of employment agencies. The paper aims at analysing the so far experience of the medical statement service after the division into the insurance and non-insurance system. I presume that the division of the medical statement service and its transformation have been effective. I have dealt with the medical statement system in the most wide context. In the theoretical part I have concentrated on historical development of the medical statement service, on its system and the scope of activity of the medical statement service and I did not omit the examination of state of health of citizens for the purposes of the social welfare systems. In the practical part I concentrated on physicians carrying out medical statements for employment agencies and district administrations of social welfare, on their feelings, opinions on the reorganization of the medical statement service in 2006. The research was carried out in Central Bohemia region with the view to evaluate the division of the medical statement service in the insurance and non-insurance system. A quantitave attitude was chosen for this research usingt the questionnaire method. Two types of questionnaires were handed out: for physicians of the medical statement service of employment agencies and for physicians of medical statement service of district administration of social welfare system. In total there were 40 questionnaires handed out to the physicians of medical statement service of district administration of social welfare system and 25 to the physicians of the medical statement service of employment agencies. 34 (100%) questionnaires were used filled by the employment agencies physicians and 16 (100%) questionnaires filled by the physicians of the district administration of social welfare system. I chose the graph form to process the research part of the paper. The principal hypothesis was confirmed. For both the physicians of the medical statement service of employment agencies and physicians of medical statement service of district administration of social welfare system was proved that the division of the medical statement service into the insurance and non-insurance system was effective. Further activities within the organization of the medical statement service should endeavour to depict small discrepancies and to ensure a continuous improvement of the system.
