Czech prison system and its ability to meet the public interest

Diploma thesis "The Czech prison system and its ability to meet the public interest" deals with the public interest in the selected area from the perspective of key stakeholders, election programmes, policy statements of governments and (changes in) legislation between 2000-2013. For determination of what is the public interest has been used as a tool a scheme of four dimensions of definition of public interest. First, there is the public interest as defined by experts, which is determined on the basis of content analysis of the journal the České vězeňství published by Prison Service of the Czech Republic. Second, the public interest determined by the preferences of citizens, which are collected from content analysis of articles from Newton Media Search and from reproduced findings of public opinion polls. To analyze the third dimension of public interests, which are generated by functional needs of the community, content analysis of election programmes of the parliamentary parties of the period is used as well as policy statements of the government and also the study of changes in legislation. Everyday life of (female) prisoners in the Monastery of Řepy in the 1930s and 1940s

The aim of this thesis is to provide insight into the lifes and stories of female prisoners kept in the convent of Congregation of Sisters of Mercy of St. Borromeo in Prague's Řepy, at the turn of the 1930s and 1940s. The thesis consists of analysis of the prisoners, based on their nationality, social position, type of crime, length of sentence, and religion. Another focus is on the aims of the prison, educational means applied on women, and the respect of the prisoners to these means and the staff as such. The thesis describes everyday life in the convent, including activities done by the prisoners. It follows the behavior of the residents, their mutual relationships, the hierarchy between the women and the process of dealing with each other.
Effect of education on ability of resocialization by young prisoners

1. RESUMÉ Aim of this work was afer to effect of education on repeated criminal activity made of prisoners of age 18-26. For gears of this work I specificity triple style of education, that is mean education in functional family, in functionless family and institutional care. And effect of particular educations scope I showed by researched in prison Horní Slavkov. We can say, that young prisoners belongs to the group of prisoners, which can be somehow affected. Their preparing for return to the sociality is absolutely necessary. It is evident, that every group of young prisoners has own specifics gained through education. We can't affect this way of education, so it is important to influence on young prisoners in the execution of punishment. This influence works through programmes of treatment in the prisons. That's why I would like to appeal to create this programmes individualy especially for young prisoners. I deal with this ways of treatment on prisoners in the age 18 - 26 in the last part of this work. I offer several variations which should provide or at least increase better resocialization of young prisoners to the society and through this lower number of recidivist in this age group. Education principles of short term imprisonment in contemporary Czech prison system and their influence on social and psychological development of the personality

This master thesis examines the influence of short-term prison sentences on social and psychological development of individuals imprisoned in prison. It is struggling to find and define phenomena that may affect the personality of the individual in prison facili-ties.The thesis defines the professional key concepts that relate to the topic penitertiary environment. It is specifically about those concepts, which are known only to a small circle of people (mainly people who are involved in prisonry). Specifically, the notions of punishment, convicted persons, treatment programs, penitentiary problems or institu-tionalization. It also describes the psychological and social aspects with which the pri-soners face in prison.The issue of short-term prison deals with the practical part of the thesis as the respondents were using individuals who were sentenced to imprisonment of up to one year. Information is processed through interviews and questionnaires records (it is possible to write even a case study).
Possibilities and limits of employment of a special pedagogical worker (tutor) in prison

Post-revolutionary period in the Czech Republic has also brought humanisation of the prison system and with it also new work positions. At present, it is usual that each prison has in addition to the members of the Prison service and the civil servants who care about the "re-education" of the condemned in the enforcement of imprisonment and persons in the performance of the links. In the thesis The breadths and limits of the special educator´s application special educationalists in chosen prisons in the Czech republic are selected as a target group. The theoretical part of the work sums up findings about the Czech prison. The first chapter deals with the Czech prison system in general. It mentions the prison´s development after 1989, it characterizes and divides Czech prisonsand particularly deals with the remand prisons discusses the treatment with prisoners and individual treatment programs, it also deals with the Prison Service especially with workers who are in a close contact with prisoners ie. educationalists and specialists. The second chapter deals with a special educationalist who works in the Czech Republic Prison Service. The author finds out which personal and professional requirements a special educationalist in prison should have. The chapter is also devoted to a special educationalist´s work description, the educational possibilities in the Czech Republic Prison Service and in details analyzes other factors that may affect special educationalist´s job. The empirical part of this thesis is based on research that was made as a qualitative probe with the help of semi-structured interview with special educationalists in chosen prisons in the Czech Republic. The interviews were made with six special educationalists in two prisons - Pribram Prison and Liberec Remand Prison. Before the interviews, the curriculum having eight thematic areas had been prepared these areas were following: initial question which was tasked to find out the content of work, the possibility of changes in overall job description, look at the education, application possibilities, material and technical conditions, the possibility of changes in the implementation of treatment programs, objectives and constrains of special educationalists´, and administration and legislation. The aim of the thesis was to compare special educationalist´s real possibilities of action in the Czech Prison Service to the current regulations governing the work content of the educational worker in prison. Individual objectives were about finding out the limits which special educationalists´ can see in their work and what their possibilities in that job in prison are. On the base of the answers, there was found out, that the real activity of special educationalists ´corresponds with current regulations. However, the research shows that special educationalists in prisons do activities which are beyond their work duties. The research also shows, special educationalists can see the administrative work activity is the biggest limit of their work. They mainly consider themselves to be rather clerks than educationalists. As the limit was also marked the lack of workers in the direct care and the excessive humanization or the pathological phenomena occurring in the prison. On the other hand, the educationalists have a possibility of a personal growth through various courses and other kinds of education which are ensured by Prison Service. They also see the positive in the creativity of their profession, because of their focus, they can choose activities that they will exercise with convicted in the context of treatment programs. This thesis provides a comprehensive view of the special educationalist in the Czech prison and informs about limits and possibilities in this special environment. It could also serve as a motivation source for graduates of special education and related disciplines to pursue this profession.
Annunciation of the Gospel salvation in our recent/present prison environment

The Diploma Thesis deals with the description of the facts and activities related to the proclamation of the Gospel in the prison environment. It refers to the historical development of penitentiary from the prison early days to the present time. It describes the ways to provide spiritual service in recent prison environment, the activities of the associations of Prison Religious Care (PRC) and Prison Religious Service (PRS). It provides the overview of mutual relationships among these orga-nisations and the Prison (Penitentiary) Service of the Czech Republic, and at the same time it gives legal standards regulating the provision of spiritual services on the territory of the Czech Republic. It provides a complete view of activities of a prison chaplain and introduces his competences to the reader. The research section is focused on findings what kinds of the most serious current problems accompanies the process of evangelization in current Czech prison environment and which solutions of existing problems are suggested by involved experts.
Actual Problems of Saving and Imprisonment of House Arrest in České Budějovice

This Bachelor?s Thesis on Actual Problems of Saving and Imprisonment of House Arrest in České Budějovice deals with the issues of home confinement. This institute has been active since 1.1.2010. The condition of its imposition is a letter of assurance from the convict that he will stay within the residence of a given address during the determined period. Thanks to this type of sentence the family, economic and other relations of the convict will remain intact as this sentence shouldn?t restrict the convict in his occupation or profession. Last but not least the government could also conserve service costs. The goal of this thesis was to research the issues of home confinement. Another part was discovering the problems associated with the imposition and carrying out of home confinement in České Budějovice and finding out how to solve these problems. To fulfill the goal of this thesis the two following questions had to be determined. The first question is aimed towards the problems accompanying the imposition and carrying out of home confinement in České Budějovice. Then it continues in finding solutions to the ascertained problems according to experts involved in this domain. The research was done in the form of a qualitative survey. The data was collected by a method of inquiry, the technique of structured conversation. The inquiry was done with ten respondents who where in some way involved with the issues of home confinement in České Budějovice. When concerning the questions of the survey the biggest problem which the respondents encountered looked to be the form of surveillance. Most of the respondents don?t believe that random inspections done by the probation officer are sufficient enough and are afraid of the obstruction of the sentence. Another problem is the housing of the convicts. Before the imposition of home confinement the conditions that may affect the imposition must be ascertained by the probation officer. Housing has been experienced to be very problematic by the respondents. The most common cases are when the owner of the residence does not agree with the sentence to be carried out. Another problem deals with the form of surveillance. It is just a mere legal adjustment. Even though it is listed in the penal code that the inspections are carried out by the Probation and Mediation Service with the help of the electronic surveillance system operator, electronic surveillance hasn?t yet been put into commission. The thesis then deals with methods of how to effectively solve or reduce these problems. For understandable reasons the motivation of the convict and his will to carry out the sentence is necessary. It?s able to respond to this problem with the legal adjustment by changing the law by introducing clear and accessible resources. In the case of the methods of surveillance it would be beneficial to establish an electronic surveillance system. This solution is backed by the respondents within the research survey and also by experts involved with home confinement in specialized literature. There is also an option of imposition of home confinement in certain cases instead of prison. Experience from abroad shows that custody in the form of home confinement isn?t a bad option. Considering the fact that custody is stricter than prison, home confinement could help secure the period before the legal decision. I assume that this thesis will help describe the institute of home confinement and will introduce readers with the positive as well as the negative sides of this institute and will provide solutions how to effectively solve these problems. Another assumption is that it will serve as research material for the expansion of the general knowledge and awareness about home confinement as well as feedback for people that are interested.
Current prison issues in the Czech Republic

This text addresses issues in today's prison system. It deals with the employment of prisoners, prison security, accommodation capacity. It also summarizes the history of the Czech prison system and the current state of the prison system of the European Union. In the practical part describes the objective of the work. The aim of this work was not just map out the problems of the prison system, but also find out what kind of a preview of the personnel of the prison service.
Consulting Centre for Substance Using Prevention in the Remand Prison in České Budějovice

The thesis deals with the activities provided by the centre for drug prevention in the Remand Prison in České Budějovice. The theoretical part maps out the current drug issues within the society, the existing Czech prison system and the current drug issues in prisons observed. The practical part is focused on direct investigation of the activities provided by the centre for drug prevention in the Remand Prison in České Budějovice and clarification of what the prisoners have expected from this centre. In qualitative research was implemented 15 semi-structured interviews with people who were or are in custody or in prison were used. These people expressed their opinions on and attitudes to the activities provided by the centre for drug prevention, they described their expectations from this centre and whether their expectations were met. The results of these interviews were compared with the technical publications. To conclude, there are several recommendations how to improve the function of the centre for drug prevention in the Remand Prison in České Budějovice, which could be applied to other similar centres for drug prevention managed by the Prison Service of the Czech Republic.
