The content and progress of critical documentation of the village - a necessary part of preparing communities to deal with emergencies and crisis situations.

The thesis analyses processes of preparation for ensuring the municipality preparedness for solving emergencies and crises. The aim of this thesis is to clarify the importance of making an emergency and crisis documentation of a municipality. When an emergency or a crisis occur the municipality authorities have to deal with solving the situation to protect people´s lives, health, properties and the environment. They may participate in rescue and recovery work. Therefore it is very important to implement municipality preparation for these situations. It is necessary to make an emergency and crisis documentation of a municipality which can be followed in case of any emergency or crisis in order to protect people and to minimize the effects. Nowadays the issue of municipality preparedness for emergencies and crises is given by legislation. However neither the municipality authorities nor the region authorities have encouraged municipalities to make any emergency and crisis plan. At first I focus on the legislation of emergency and crisis management, the protection of people and the security system of the Czech Republic. Then I describe forces of particular municipality authorities in the area of emergency and crisis management and particular plans which are necessary for people´s protection. They clarify the emergency and crisis documentation of a municipality. The most important method of my thesis is the analysis of the current situation of the emergency and crisis management at the level of a municipality and designing an emergency and crisis document. The result of my thesis is an example of an emergency and crisis documentation of a municipality.
