Demands and needs of persons performing foster care

The presented thesis focuses on demands and needs of persons participating in foster care. It is divided into a theoretical and a practical part. In the introduction of the theoretical part, the historical importance of a family having its positive influence on child´s development is explained. The thesis draws attention to protection of rights of children both in international and national documents. Legal regulations relating to substitute family care in the Czech Republic, having foster care in focus, are explained. The following part maps needs of children committed to foster care and needs of foster parents in connection with managing challenging situations they go through with such children. The last part summarizes rights and obligations of foster parents, the importance of accompanying services for foster families, and creates a comprehensive overview regarding possibilities of using social benefits for material security of a child and a foster parent. The practical part identifies differences in foster care performed by a person registered and a person caring. Its aim is to map the most common educational needs for persons registered and persons caring, to evaluate the importance of the assisting organization being attributed by persons registered and persons caring, and to ascertain material requirements of persons registered and persons caring. The output is to identify legislative deficiencies relating to drawing on material and financial securities. Three research questions have been set within the thesis, which comply with thesis targets. Qualitative research was applied. Semi-structured interviews with twelve communication partners were used as data collection basis. The results were processed by a specific qualitative method. Six clusters were made based on received data, which were evaluated as common and referenced in interviews with more communication partners. The research ascertained differences in needs important for a registered foster parent and a caring foster parent. The persons registered, like a crisis institute, must react quickly on child´s demands during his/her adopting. These foster parents place higher demand on education and an assisting organization. Their connection to a key person in the organization is much stronger. Persons caring vary their needs relating to obligatory education and an assisting organization depending on personal experience with raising children and their actual problems. A difference in the way and contents of education was also identified. Differences in financial security of persons registered and persons caring were detected including legislative barriers that prevent especially persons caring from drawing on legal claims. The thesis outputs may by applied as a basis for further research work in this area. The thesis may be used as a supporting material for assisting organizations.
The psychosocial burden of people caring for persons dependent on the assistance of another person in the home environment

This diploma thesis deals about the points at issue of the psycho-social strain with people taking care of the person dependant on the care of other physical person in the home background. The problems of family home helps in the natural millieu of an individual dependant on the care are getting more and more actual. The aim of this diploma thesis lies in defining the decisive factors of the psycho-social strain on the persons caring of persons dependant on the assistence of other physical person in the home background. The partial aim is to find out in which areas the persons taking care of persons dependant on the asistence of other physical person in the home background feel the increased strain. Another partial aim is to find out whether the persons taking care of persons dependant on the assistence of other physical person in the home background know and apply the principles of mental hygiene. Following the aims of the diploma thesis, there are postulated two research questions. The research question 1: Which kind of stress do the caring persons consider the most relevant in their job? The research question 2: Which possible symptoms of burnt-out effect do the caring persons observe on themselves? The practical part of the diploma thesis is worked out in the form of qualitative research. The method of inquiry and the technique of semi-structuralized interview were used for the purposes of the research. Furthermore, the technique of observation was applied. The research was implemented with the Inventory of symptoms of burnt-out effect adapted for the purpose of this research. The selected file is formed of eight persons taking care of persons dependant on the assistence of other physical person in the home background who complied with the pre-set criteria; the method of so-called "snowball" was chosen. The gained data were evaluated by the method of open coding. The research pointed out the facts and risks that the realization of the care of a person dependant on the care of other physical person in the home background is carrying out. The research pointed out the areas in which these persons feel the increased strain. The area of physical exertion in caring, the consciousness of responsibility in connection with caring, the area of communication and understanding a person dependant on the care and facing up to the fate and watching helplessness are demanding the most for the caring persons. It was found out from the evidences that caring persons consider this activity stressful; they feel both acute and chronical stress during the execution of the care, they feel it in connection with the lack of time and with the responsibility, in connection with the fears of future, but also in connection with not coping with the past. Family and friends, that provide both psychical support and assistence in the realization of the care, help most the persons caring of persons dependant on the care to deal with the demands of this care. As well as solitude and rest, sport activities and culture help them. In connection with caring the engaged persons have the feeling of doing a good thing, but also the feelings of sorrow, doubts and despairs. Those caring persons who perceive the risky factor of burnt-out effect can observe its symptoms on the emotional, rational, physical and social level on themselves. This thesis can contribute to understanding the importance of work of caring persons in the home background. It will deliver the information about the relevant factors of psycho-social strain on the persons taking care of persons dependant on the assistence of other physical person in the home background. Moreover, it can contribute to the eventual development of services corresponding to the needs of the persons taking care of persons dependant on the assistence of other physical person in the home background.
Non-Insurance Social Benefits as a Form of Support for Foster Families

Foster care is personal care for a child provided by a third person; it is one of the types of substitute family care that the Czech government funds, manages, brokers and monitors. The purpose of foster care is to provide a child with care in a natural family environment with nurturing relationships. Foster care provides material support for the child and reimbursement for those providing care for the child. The government accepted a legislative reform of foster care, effective January 1, 2013. Major changes included new provisions about the management of foster care services, and adjustment of the levels of government benefits for foster parents. The theoretical section includes a review of foster care characteristics presented in relevant legislation. The main purpose of this bachelor's thesis was to capture perspectives of foster parents on the government subsidies in the form of non-insurance social benefit. In addition, it aspired to clarify foster parents' opinions on the legislative changes of foster benefits. The empirical work was accomplished through a qualitative research strategy. Data were collected through semi-structured interviews. The collected data were analyzed through an open coding method. The sample of respondents was selected through purposive sampling from a foster parent register in the regional offices of the Úřad práce ČR in České Budějovice, including offices in Hluboká nad Vltavou and Zliv. The research findings showed that areas of family budgets that were affected by foster care are almost identical with areas, for which non-insurance social benefit are provided. These include expenditures for everyday needs of the foster child, but also increased housing and transportation costs that are part of the provision of foster care. Most of the respondents were satisfied with the level of foster care benefits. The responses, however, differed between the groups of temporary and long-term foster parents. These findings would warrant more attention to the legislative treatment of parental benefits for temporary foster parents and for those who receive a child from temporary foster care. Most of the respondents saw the changes in the level of foster benefits as good. The only exceptions are the perspectives on the level of compensation for caregiver and registered person respondents from both groups provided arguments for and against the set levels of compensation. It would be beneficial to treat foster care compensation as income from dependent employment. Currently, it is not clear for what purposes income from dependent employment is accepted. The findings could highlight additional needs to legislatively clarify and regulate practical issues that appeared after the implementation of the foster care reform.
Use of the care contribution for persons in home care

This thesis deals with the use of the care contribution for persons who receive such contribution and are in home care. This thesis is divided into two main parts. The first part consists the theoretical treatment of the social care theme, social services, the care contribution, home and institutional care. The second part named Use of care contribution for people in home care, is the practical part, where the research helps to achieve the objective. The aim is to find a factual use of care contribution for people in home care and to detect advantages of being a recipient of the care contribution while living at home.
